The Council will receive a briefing about the proposed Non-Departmental budget for Fiscal Year 2025-26, which accounts for transfers to other funds, grants, and other special revenue funds that do not belong to particular City departments. The briefing will also include the workload needs within the City’s court system, specifically the Legal Defenders, Prosecutor’s Office, and Justice Court budgets. The City's contract with the Legal Defender Association is reflected in the non-departmental budget. For more information visit https://tinyurl.com/SLCFY26. Mary Beth Thompson provided information on the Non-Departmental budget including an overview of General Fund changes and highlights of key changes for Fiscal Year (FY) 2025-26. Benjamin Luedtke provided information regarding Justice Court, City Prosecutor’s Office, and Legal Defenders Association (LDA), including funding to replace legacy prosecutor software system, two new victim advocates requested in City Prosecutor’s Office, Justice Court hearing count comparison from 2014 to 2025/court case filings by fiscal year from 2018 to 2025, and LDA cases by calendar year (comparison from 2018 to 2025). Richard Morrow (Executive Director, Salt Lake Legal Defenders Association), Sim Gill (Salt Lake County District Attorney), and Judge Jojo Liu presented the Project RIO (Re-integration of Offenders) and its integration into the State and County court and jail systems, the diverse needs of clients, and the importance of investments and identifying gaps in service to ensure courts have the information and resources to issue effective, well-aligned orders. Council Requests: MINUTES OF THE SALT LAKE CITY COUNCIL Thursday, May 29, 2025 2 Council Member Petro requested additional information on the accounting for the $1M Jordan River contingency, clarifcation on whether the project was moving forward or if funds had already been spent, and an update for the $500K and the pending requests for proposals. Council Member Dugan requested more information regarding BioHive Innovation funding of $100K and what the funding was intended for. Austin Kimmel said he would follow up with Economic Development and return with information. Council Member Puy requested additional information on the memberships the City holds for outside organizations (Salt Lake Chamber of Commerce, Economic Development Corporation of Utah, World Trade Center, etc.) including what the value of being a member was and what was included in the memberships.   2.Fiscal Year 2025-26 Budget: Police Department ~ 2:00 p.m.  45 min. Chief Brian Redd provided information regarding overview of proposed changes/budget requests, overtime increase ($7.9M), crime monitoring and response technology, development and expansion (on-going and one-time funding), Drone First Responder program (DFR), operating supplies request (inflationary increase), and Airport Division request information. Council Requests: Council Member Puy suggested a Legislative Intent policy discussion related to civil liberties, privacy, retention of documents and associated accountability on the use of drones by the Police Department. Tammy Hunsaker provided an overview of proposed changes totaling $41.5 million, including: •Arts Council and Engineering’s transfer to Community and Neighborhoods (CAN) •Homeless Engagement and Response Team’s (HEART) transfer to Public Services •Youth and Family Summer Programming •Update to the Shared Mobility Program (scooters) •Dormant program income allocations •Hive Pass funding requests MINUTES OF THE SALT LAKE CITY COUNCIL Thursday, May 29, 2025 4 Jon Larsen provided an update regarding the Livable Streets Program, street calming, and Frequent Transit Network ridership information. Council Requests: Council Member Petro requested clarification on the classification of employees moving into the CAN Department and where they would be located. Tammy Hunsaker said more information would be provided. Council Member Puy requested: •Reporting on the Fix The Bricks program, including resident interest in the program, how many homes were able to be served, and how many homes were still in need •Information on how much revenue the scooter program brought to the City and if it covered the cost of managing the program. Tammy Hunsaker said she would provide information on the current revenue •Available data on Hive Pass usage Council Member Lopez Chavez left the meeting during this agenda item.   5.Fiscal Year 2025-26 Budget: Unresolved Issues ~ 3:50 p.m.  45 min. No discussion was held.   Standing Items   7.Report of the Chair and Vice Chair -  - Report of Chair and Vice Chair.    Summary: Council Member Wharton reminded Council Members to bring any unresolved issues to discuss at the next Council Meeting held on Tuesday, June 3, 2025, and prepare to clean up any remaining unresolved items at the following meeting on Thursday, June 5, 2025.   8.Report and Announcements from the Executive Director -  - Report of the Executive Director, including a review of Council information items and announcements. The Council may give feedback or staff direction on any item related to City Council business, including but not limited to scheduling items.    Item not held.   9.Tentative Closed Session -  - The Council will consider a motion to enter into Closed Session.
