•Encampment Impact Mitigation (EIM) and Rapid Intervention Team (RIT)
•The Huntsman Mental Health Crisis Center located at 955 West 3300 South, South
Salt Lake City
•July 14, 2025, Resource Fair at Library Square
Lindsey Nikola provided an update regarding park security patrols, including:
•Walk through foot patrols that include structure assessments with photos, locking
all park restrooms city-wide, closing gates where applicable, and coordinating with
Police Department for enforcement as needed
•Current patrols in operation at Liberty, Fairmont, Herman Franks, and Allen Parks
•Beginning July 11, 2025, patrols would be rolled out at Glendale, Jordan,
International Peace Gardens, Cottonwood, and Riverside Parks, Fisher Mansion,
and key Jordan River Parkway areas
•Daily incident reporting shared with Public Lands operations, used to coordinate
with Salt Lake City Police Department

2.Ordinance: Mixed-Use (MU) Zoning Consolidation Zoning Text
and Map Amendment Follow-up ~ 2:15 p.m.

The Council will receive a follow-up briefing on a proposal that would amend the City's
zoning ordinance and zoning map by consolidating up to 27 existing commercial, form-
based, and mixed-use zoning districts into six new mixed-use (MU) districts. The
proposal aims to simplify zoning regulations, improve clarity of language, and
incorporate missing design standards. The new mixed-use districts will be similar to the
current districts but will have changes to setbacks, building height, lot coverage, and
permitted land uses. Other sections of Title 21A may also be amended as part of this
petition.

•Off-street parking changes (proposed distance from transit-based system)
•Residential zone setbacks
•Building height increase, transit access, and stepback options in Sugar House
•Transitional overlay zone for 700 West (M-1 to MU-6)
•Green Street strip mall zoning map changes
Straw Polls:
Supporting the adoption of requiring a 10-foot stepback after 30 feet on streets less than
90 feet in width across all the MU consolidation efforts. All Council Members present
were in favor.
Support for keeping the Midas and Snelgrove Blocks at MU-8 zoning. All Council
Members present were in favor.

Support for adding “outdoor storage”, “equipment rental outdoor”, and “contractor’s
yard outdoor” as conditional uses and “contractor’s yard/office indoor” as a permitted
use to the transitional overlay zone. All Council Members present were in favor.
Support for MU-3 zoning for the Green Street strip mall. All Council Members present
were in favor.
Support for a six-month transition period for both old and new zoning starting with
adoption of the ordinance. All Council Members were in favor.
3.Ordinance: Design Review Standards Amendment ~ 3:00 p.m.

The Council will receive a briefing about a proposal that would amend Chapter 21A.59 of
the Salt Lake City Code relating to Design Review. The proposal would clarify when each
section applies to a project, ensure code language clearly communicates the standard’s
intent, and delete duplicative standards from the chapter. The proposal would also
introduce new design standards to further the purpose of the design review process.

4.Ordinance: Parking Regulations in the Downtown Zoning
Districts Text Amendment ~ 3:20 p.m.

The Council will receive a briefing about a proposal that would amend the parking
regulations in the Downtown and Gateway zoning districts sections of the Salt Lake City
Code. The proposal would consolidate the design standards for parking uses into one
location, making it more user friendly and eliminating potential code conflicts. The
proposal is a Citywide text amendment that will affect the D-1 (Central Business District),
D-2 (Downtown Support District), D-3 (Downtown Warehouse/Residential District), D-4
(Downtown Secondary Central Business District) and G-MU (Gateway-Mixed Use
District) zoning district regulations. Other sections of Title 21A may also be amended as
part of this petition.

Rylee Hall, Kelsey Lindquist, and Amy Thompson provided information regarding
purpose of the amendment, proposed changes applying to D-1 through D4 and G-MU
zoning districts, key changes (parking lots/garages, design standards for upper floors,
etc.), public engagement process, and the Planning Commission having forwarded a
positive recommendation for the proposed amendments.

•Reasoning for the current standard of glazing requirements for front facade
parking
•Modified building material requirement for upper stories of the structure
•Parking allowable on street-facing upper stories of the building
5.Informational: Northwest Community Plan ~ 3:40 p.m.

The Council will receive a briefing about updating the Northwest Community Plan to
address ongoing land use concerns within this community and to align the plan with
current Citywide goals and policies. This community plan area is comprised of five
distinct neighborhoods, including: Rose Park, Fairpark, Westpointe, Jordan Meadows
and a small portion of Poplar Grove. This is an early check in with the Council in
accordance with Resolution 14 of 2020 that outline the policy and objectives for
preparing master plans.

Kelsey Lindquist and Cassie Younger provided information regarding history of the plan
(last being updated in 1992), proposed new boundary (no longer included the Salt Lake
International Airport), zoning designations within the plan, current housing types in the
area, transportation/transit options, community engagement and feedback, timeline for
updating the plan, etc.

•Differences between the Northpointe Small Area Plan and the Northwest
Community Plan
•If the Northwest Community plan included considerations for safety

Council Member Petro requested possible reporting on what mass-scale development
could bring to the Westside, raising concerns of the high-level risk of gentrification. She
also requested to see some of the positives of the Westside celebrated on a slide for the
Administration’s presentations.

7.Informational: Cultural Core Summary and THE BLOCKS
Approved Budget Update ~ 4:20 p.m.

The Council will receive a briefing about the approved budget update for the Cultural
Core initiative, now known as “THE BLOCKS”. The annual appropriation from Salt Lake
City is $300,000. The update will also include an executive summary of year eight and
the budget plan for year nine. The interlocal agreement between Salt Lake City and Salt
Lake County requires each entity to approve the final budget. The program seeks to
develop, improve and market arts and cultural activities in downtown Salt Lake City. The
goal of the Cultural Core initiative is to enhance downtown as a key cultural center for the
city, region, and nation.

regarding:
•The Blocks had 148 days of activation in 2024
•Measuring work based on criteria of impact
◦Budget – $600k total City/County budget for 2024
◦Audience attendance – over 4M members across arts and cultural venues for
2024
◦Artists hired – 94 local artists for 2024
◦Barrier of entry for artists
•Marketing and promotion data for 2024
•The Blocks programming and events planned for the remainder of 2025 and for
2026 through 2027
8.Resolutions: Policies for Housing Program Funds ~ 4:40 p.m.

The Council will receive a briefing on four proposed resolutions that would establish
legislative policies for housing activities including: Housing Program Funds, the Home
Repair Program, the Community Land Trust Program, and the Naturally Occurring
Affordable Housing (NOAH) Preservation Program. If adopted, the legislative policies
will establish the standards and processes for allocating funding through the City’s
budget and in some cases, to program recipients.

Summary:
Allison Rowland provided a brief introduction.
Tony Milner presented the four resolutions before the Council to review, thanked the
Council for the work thus far, and expressed excitement in launching the programs to the
public.
Council Members, Heather Royal, Tony Milner, and Tammy Hunsaker discussed:
•Community partners that provided similar programs, but not necessarily
duplicative of present City programs
•The proposed policies were specific and applied to the appropriate individuals and
households
•Flow of program income (Direct Delivery programs)
•Utilizing the unrestricted program income for the Tenant and Housing Loan Fund
(THLF)
•Acquiring properties through the Community Land Trust Program
•Options within the NOAH Preservation Program including the total amount of
grants/loans offered to rental properties and terms for approving loans
Council Requests:
Council Member Mano requested future budget reporting on the programs to determine
usage, efficacy, and if funding was sufficient.
Council Member Dugan requested further discussions with the Administration regarding
the policy question about capping the total amount of grants and loans available for
owners/managers of large numbers of rental units.
9.Resolution: Capital Improvement Program Follow-Up ~ 5:00 p.m.

The Council will receive a follow-up briefing about the City's Capital Improvement
Program (CIP), which involves the construction, purchase or renovation of buildings,
parks, streets or other City-owned physical structures. Generally, projects have a useful
life of at least five years and cost $50,000 or more. The Council approves debt service
and overall CIP funding in June with the annual budget process, while project-specific
funding is approved by September 1 of the same calendar year.

Council Member Young questioned if the funding for Item #3 was duplicative of Council
approved funding for safety/lighting/restrooms in 2023. Kate Werrett said they would
return with a response.
Council Member Petro asked if the restrooms listed on Item #3 were the same ones
identified in a recent restroom study and if the study was completed. Kat Andra said
funding was allocated in 2024 for a city-wide restroom typology study and design for the
upgrades/remodel for the Fairmont Park restrooms. Kat Andra went on to explain the
Item #3 funded the construction for the Fairmont Park restrooms and the city-wide
study was awaiting additional funding before it could be completed.
Council Member Young requested a revised list/scope specific to what was being
recommended for Item #4, ensuring better knowledge of potential impacts. Kate Werrett
said they would return with a response.
Council Member Young requested that future CIP requests that were similar in nature
(even from different departments) be grouped/reported as a City Plan on the Funding
Log (such as Items #7 and #15) to identify any overlap/gaps in projects.
Council Member Wharton inquired if the upper Avenues area would be included in the
work mentioned in Item #15. Julianne Sabula said they would return to the Council with
the information.
Council Member Lopez Chavez requested a list of Public Lands restrooms and their
current order of prioritization for repair.
