The Council will receive information from the Administration on major items or projects in progress. Topics may relate to major events or emergencies (if needed), services and resources related to people experiencing homelessness, active public engagement efforts, wildfire mitigation, and projects or staffing updates from City Departments, or other items as appropriate. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Recurring Briefing Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a     Summary: Weston Clark provided Community Engagement highlights, including ways to engage with the City, City-wide project updates, Mayor’s Office updates, and City community events. Andrew Johnston provided Homelessness Updates, including Homeless Resource Center (HRC) capacity, resource fair details, HRC Community Block Party dates and locations, Summer Emergency Shelter capacity details, and Summer cooling options in City and County libraries and recreation centers.   2.Ordinance: Zoning Text Amendment for Public Hearing Requirements for Appeals and Variances ~ 1:15 p.m.  15 min. The Council will receive a briefing about a proposal that would amend various sections of Title 21A of the Salt Lake City Code relating to public hearing requirements for appeals and variances. The proposal makes the necessary changes to comply with House Bill 368 (HB368), adopted by the Utah Legislature in 2025, and went into effect on May 7, 2025. One part of HB368 prohibits cities from holding a public hearing for any appeals of a land use decision and requests for variances. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, June 3, 2025 Set Public Hearing Date - Tuesday, June 10, 2025 Hold hearing to accept public comment - Tuesday, July 1, 2025 at 7 p.m. TENTATIVE Council Action - Tuesday, July 8, 2025   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 3, 2025 2   Summary: Brian Fullmer explained this was a proposal to remove the public requirement in City Code for appeals of land use decisions and variance requests, necessitated by House Bill (HB) 368 from the 2025 Legislative Session. Nick Norris provided information regarding intent of the proposal, current request included clarification of other provisions, data on appeal and variance applications received, and variance requirements. Council Members and Nick Norris discussed: •If public hearings for appeals were helpful •Other ways to gain information instead of public hearings •How often variances occur in the City   3.Ordinance: Economic Development Loan Fund - Hruskas LLC.~ 1:30 p.m.  5 min. The Council will receive a briefing about an ordinance that would approve a $200,000 loan for Hruskas, LLC. at 1751 South 1100 East from the Economic Development Loan Fund (EDLF). Hruskas, LLC. takeout restaurant offering sweet and savory kolaches stuffed pastries. This loan will assist in the creation of two new jobs in the next year and the retention of nine current jobs. Peter Makowski said the business had a long standing presence in the Sugar House neighborhood and the loan would assist in the renovation of their new location on 1700 South and 1100 East.   4.Fiscal Year 2025-26 Budget: Fire Department ~ 1:35 p.m.  45 min.   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, June 3, 2025 3 The Council will receive a briefing about the proposed Fire Department budget for Fiscal Year 2025-26. Karl Lieb provided information regarding details of requested programs (increase for uniform allowance and Social Work Intern), data collection and expansion possibilities of Community Health Access Team (CHAT), and preparing City residents for potential wildfires. Council Members and Karl Lieb discussed: •Opportunities for Fire Staff to visit residences, assess fire risks, and provide recommendations •Data collection and expansion possibilities of Community Health Access Team (CHAT) •Preparing City residents for potential wildfires •Community Risk Reduction (CRR) assignments within the Division Council Requests: Council Member Puy requested data on how much resources of the department go into addressing homelessness, mental health, overdoses, etc. (alternate response model totals). The Council will receive the first briefing of two opportunities to discuss budget-related legislative intents. This first briefing focuses on the Administration’s responses to the Fiscal Year 2025 adopted legislative intents, and to any other prior legislative intents that remain open. Legislative intents are formal requests the Council makes of the Administration. This briefing will include updates on a variety of subjects, including noise enforcement for vehicular and non-vehicular sources, Jordan River water quality, and more. The second briefing, on June 5, 2025, will allow the Council to consider any new legislative intents to be added with the Fiscal Year 2026 budget. Felicia Baca said the information would be provided. Council Member Puy requested additional information regarding the chart displaying Staff Time & Programming Allocations, the department’s definition of outreach, what portion of their budget was split between events, concerts, and public art, an explanation on how their department compared to other cities (as far as production), and how many pieces of art were installed last year in the City and how much money was spent on them.
