The Council will receive a briefing on the status of the Utah Renewable Communities (URC) program and anticipated timeline for next steps. URC is a partnership of 19 Utah cities and counties working together to offer residents and businesses access to make net- 100% clean electricity by 2030. FYI – Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Tuesday, December 9, 2025 Set Public Hearing Date - n/a Hold hearing to accept public comment - n/a TENTATIVE Council Action - n/a     Summary: Michael Sanders introduced the item. Debbie Lyons outlined the goals of the URC program and its clean energy benefits, noting residents may opt out. Glade Sowards discussed Salt Lake City’s participation, anticipated utility bill impacts (including adjustments for low-income households), ongoing community outreach, and the expected implementation timeline. Council Members and staff discussed: •Appreciation of Council Member Dugan for representing the Council on the Public Service Commission (PSC) •The opt out fee estimate ($3-$4 per month) adjustment factors based on needs of residents and program benefits •Current resident enrollment rates in the program and efforts to increase participation •Resident options to continue Rocky Mountain Power’s Blue Sky Renewable Energy Credits and/or redirecting funds to the URC program •URC allowing for a quicker deployment of energy to the state compared to other sources, such as geothermal and nuclear, which may take several years or decades to develop •The upcoming December 16, 2025 PSC hearing to be held at the Heber M. Wells Building at 9:00 a.m.   2.Ordinance: Consolidated Fee Schedule Amendment for The Public Lands Department ~ 3:30 p.m.  15 min. The Council will receive a briefing about an ordinance amending the Salt Lake City Consolidated Fee Schedule (CFS). During the budget process for fiscal year 2025-26, the   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, December 9, 2025 2 CFS was updated with several changes. After the schedule was approved and adopted by the Council, Departments noticed errors and omissions that needed to be corrected. The changes include an exemption to credit card use surcharge fees for certain transactions in the Public Lands Department. Kim Shelley presented the proposed changes, including renaming the system called Max Galaxy in the Consolidated Fee Schedule (CFS) to ActiveNet and adding the OpenCounter payment system to the list of programs exempt from credit card use fees, noting the economic benefits would outweigh the costs associated with the change. There was no further discussion.   3.Informational: Bond Capacity and Anticipated Projects/Needs ~ 3:45 p.m.  45 min. The Council will receive a briefing from the Administration about the City's future bond capacity, including expiration of existing bonds and new issuances. The Administration will also review the recent Space Needs Assessment and potential changes to City facilities and office space. Council and staff discussed the City’s bond capacity and funding options for City projects, including: GO Bonds •Voter approval required prior to issuance of GO Bonds •Timeline details of bond debt service/par amounts MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, December 9, 2025 3 •Tax exempt bonds having the lowest interest rates •Confirmation provided that issuance of a $115 million bond in three tranches would result in no increase in taxpayer payments Local Building Authority (LBA) Bonds •Used for funding City fire stations •More expensive type of bond with more restrictions •Debt service sources of either the General Gund or fire impact fees Sales Tax Bonds •Voter approval not required for Sales Tax Bond •Used for any qualifying infrastructure project, with an example of the 2022 Parks, Trails, and Open Space Bond •Funded Infrastructure intended to last at least 20 years Impact Fee Bonds •Similar functionality to a Sales Tax Bond •Concerns from Council Staff of state legislative actions that limited ability to charge full impact fees, placing the burden on the General Fund Other Tax Bonds •1/5 of the 1/5, 1/4 of the 1/4, and Class C Bonds used currently as funding sources in the Capital Improvement Program (CIP) •Special Assessment Area (SAA) bond discussed as a possible option, though it had not been used before Council and Council Staff Requests: Council Member Petro requested a 2032 projection on taxpayer savings if the City foregoes the proposed $15 million GO Bond. Mary Beth Thompson said the information would be provided. Jennifer Bruno requested an analysis of the 1/5 of the 1/5 Bond used in the Sports Entertainment Convention and Culture District and the City’s retention rate. Mary Beth Thompson said the information would be provided.   4.Informational: Public Safety Plan Update ~ 5:00 p.m.  30 min. The Council will receive a briefing from the Police Department about the Public Safety Plan. Summary: Michael Sanders introduced the item. Chief Brian Redd presented the Public Safety Plan updates. Highlights included the “Connect Program,” crime patterns and mitigation efforts, city-wide crime statistics, and the partnership with University of San Antonio in developing policing strategies. Council Members and Chief Redd discussed: •If citations were useful in creating safety and the challenge of balancing accountability and establishing trust within the community •Higher rates of homeless-on-homeless victimization in areas of congregation, including around shelters •Strategies addressing underlying criminogenic behaviors •Clarification regarding the purpose and operational scope of a Real Time Crime Center, as well as the integration and use of technologies such as license plate reader cameras and drones •Concerns regarding the use of mass surveillance in upholding civil rights guarantees •The importance of community trust and a sense of safety in the use of license plate reader technologies •Confirmation that data recovered from policing technologies would be owned and controlled by the Police Department and not shared with agencies such as Flock Safety or U.S. Immigrations and Customs Enforcement (ICE) •Appreciation for the collaboration and openness between the Police Department and social justice groups such as the American Civil Liberties Union (ACLU), Human Rights Commission, Racial Equity in Policing Commission, and Police Civilian Review Board •A reminder from Jennifer Bruno of Formal Meeting action options regarding the budget amendment and time constraint considerations Council Requests: Council Member Lopez Chavez requested data on whether the reporting software upgrade to myslc.gov lead to an increase in community engagement. Chief Redd said reporting was up and more information on the data would be provided. Council Member Young requested the Police Department’s key budgetary needs, including if they were policy or resource-based, to assist the Council in prioritizing the distribution of funds. Council Member Petro requested investigating the option to decommission the license plate reader technology if a triggering condition were met. Jennifer Bruno stated that the Attorney’s Office would be consulted to determine if this could be considered in the future. MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, December 9, 2025 5   5.Ordinance: Enacting Temporary Zoning Regulations - Volunteers of America Youth Resource Center Written Briefing  - The Council will receive a written briefing about an ordinance enacting a temporary zoning regulation authorizing the Volunteers of America Youth Resource Center at approximately 888 South 400 West to increase the maximum capacity up to fifty individuals, as long as the maximum occupancy meets building and fire code safety standard, for up to 180 days. The Council will interview Mark McGrath, resident of District 7, prior to considering appointment to the Historic Landmark Commission for a term ending December 9, 2029. Council Member Wharton stated their name would be on the Consent Agenda for formal consideration.   Standing Items   7.Report of the Chair and Vice Chair -   MINUTES OF THE SALT LAKE CITY COUNCIL Tuesday, December 9, 2025 6  - Report of Chair and Vice Chair. Summary: Council Chair Wharton wished everyone happy holidays and thanked all for a great year.   8.Report and Announcements from the Executive Director -  - Report of the Executive Director, including a review of Council information items and announcements. The Council may give feedback or staff direction on any item related to City Council business, including but not limited to scheduling items.    There was no report or announcements from the Executive Director.   9.Tentative Closed Session -  - The Council will consider a motion to enter into Closed Session. A closed meeting described under Section 52-4-205 may be held for specific purposes including, but not limited to: a. discussion of the character, professional competence, or physical or mental health of an individual. b. strategy sessions to discuss collective bargaining. c. strategy sessions to discuss pending or reasonably imminent litigation. d. strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares, if public discussion of the transaction would: (i) disclose the appraisal or estimated value of the property under consideration, or (ii) prevent the public body from completing the transaction on the best possible terms. e. strategy sessions to discuss the sale of real property, including any form of a water right or water shares, if: (i) public discussion of the transaction would: (A) disclose the appraisal or estimated value of the property under consideration, or (B) prevent the public body from completing the transaction on the best possible terms. (ii) the public body previously gave public notice that the property would be offered for sale, and (iii) the terms of the sale are publicly disclosed before the public body approves the sale. f. discussion regarding deployment of security personnel, devices, or systems. g. investigative proceedings regarding allegations of criminal misconduct.
