09/16/2019 - Minutes Page 1 of 3 BAC Minutes 2019 – 09-16-19 SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes of the September 16, 2019 Meeting Present from the Bicycle Advisory Committee were David Brooks, David Parrott, Josalyn Bates, Joshua Poppel, Todd Hadden, and Zachary Anderson. Absent from the Bicycle Advisory Committee were Elicia Cárdenas and Nathan Anderson. Also present were Amy Lyons, Dave Pearson, Becka Roolf, Ellen Reddick, Dave Iltis, Stephanie Gould, Kyle Cook, Julianne Sabula, Ginger Cannon, and Tatiana Christian. The meeting, held at the Transportation Division Office, 349 South 200 East, Salt Lake City, Utah, was called to order at 5:05 p.m. by David Parrott. Welcome and Introduction of Members and Guests – David welcomed everyone and everyone introduced themselves. Approval of Minutes– Motion: Joshua Poppel moved to approve the minutes of the May 20, 2019 meeting with one correction. David Brooks seconded the motion. The motion passed unanimously. Public Comment – Dave Iltis said green lanes are going to get repainted downtown on 200 South and other places and he’s hoping this will happen before winter. The 700 South 300 East protected intersection is great and Greenbike is going in at 900 East 900 South. He learned that 1700 South restriping is on hold until there is a contractor. In the past, the MBAC worked on getting handholds on TRAX for taking your bicycle and he suggests the BAC take a look at that. With the changes to the inland port/prison construction and the I-80 frontage road, Dave thinks it would be a good idea to have someone give an updated presentation to see if there is still going to be a great bike route. He also found a really good example of Contra-Flow Sharrows that he feels would make a great application to get across South Temple into the Avenues. Committee Announcements & Connections David Brooks said it was awesome collaborating with Spin, the City, and Team Better Block on the 700 South 300 East project. Decorum / Preparation for New Members David Parrott gave the Committee a refresher about meeting decorum, preparing for new members, and being mindful of the time regarding questions after presentations. The Committee received a printout of “Bob’s” rules. Page 2 of 3 BAC Minutes 2019 – 09-16-19 SLC Street Light Master Plan Dave Pearson, SLC Public Utilities Street lighting has never been more up front in planning than now, especially with multi-modal transportation growing. The City has hired a firm to help re-write their Street Lighting Master Plan and hope to have it done by November. Dave said they are hoping to add low level lights which prevent shadows from things like trees as well as having better light. He went over the different types of lighting and the guidelines from the Illuminating Engineering Society (IES). There is a street lighting survey and interactive map at www.slcgov.com/utilities/lights. Street Typologies Project Stephanie Gould, SLC Transportation Division Stephanie said streets comprise more than 80% of public spaces within the city and explained what the Typologies project will do to redefine that space. In addition, this is the beginning process of defining desired change to and updating the Complete Streets Ordinance. They have created definitions and design for 15 different kinds/typologies, of streets. This will help create a unified vision so the streets become more livable, are safer, have greater access to opportunity, and give decision makers a singular approach to implementing these types of outcomes. Stephanie went over City priorities, identified specific place types, street functions and future plans. There is a live public survey asking people what the priorities are on certain types of streets and what ideas they would have for improvement. That survey can be found at slcgov.com/transportation. 2020 to 2022 Reconstruction Projects / Funding Our Future Bond SLC Transportation Staff Becka gave a summary of upcoming reconstruction projects with street bond funding. Transportation has been working with Engineering to pick easier streets from a reconstruction perspective to be done sooner. The streets they are envisioning might have more considerable changes will be scheduled later in construction. The City has been engaging the community for input prior to deciding on conceptual design options. Most street projects will be on the MyStreet page at www.slcgov.com/mystreet along with the opportunity to provide input on those projects. Kyle gave a summary and likely timeline for the 200 South project. Ellen asked if anyone from the school district was involved in the planning process relating to safe routes to schools. Becka said they are taking every school and pedestrian safety into consideration with each project. Connection: University of Utah Ginger Cannon, University of Utah Active Transportation Manager Ginger gave an update on bicycle related projects surrounding the University of Utah. There is a transit hub going in right in front of the Union which should be completed by the end of October. The U of U Hospital and the Huntsman Cancer Center are both expanding and in doing so, they would like to reconstruct a section of North Medical Drive. The current concept for this is double dog bone roundabouts. She is hoping that even though this is a University owned street, the Committee can help support active transportation design on this section of road. The research park area is going through a Page 3 of 3 BAC Minutes 2019 – 09-16-19 master planning process and they are in the process of doing a TMA with the help of the City and the annual bike census is this week. The U is in negotiations with scooter vendors and would also love to get some GreenBike e-bike stations on campus. Ginger said it is imperative that active transportation networks are not ignored on the North Medical Drive roadway redesign and asked if the Committee could write a letter of support within the next two months. Zachary, David and Joshua volunteered to work on this. Motion: Todd Hadden motioned to adjourn the meeting, Joshua Poppel seconded the motion. The motion passed unanimously.
