The City Council of Salt Lake City, Utah, met in an electronic Special
Limited Formal Session on Tuesday, August 11, 2020 pursuant to the Chair
determination and Salt Lake City Emergency Proclamation No. 2 of 2020
(2)(b).
The following Council Members participated electronically:

Council Executive Deputy Director; Rachel Otto, Mayor’s Chief of Staff;

participated electronically.
The meeting was called to order at 7:00 p.m.

#1.7:05:02 PM Ordinances: Truth-in-Taxation Hearing for Fiscal Year 2020-2021
The Council will accept public comment and consider adopting one or
more ordinances adopting the final rate of tax levy, for all City funds
including the Library Fund, in an amount greater than the Certified Tax
Rate, upon all real and personal property within Salt Lake City made
taxable by law for Fiscal Year 2020-2021 and adopting the final budget,
including the Library Budget, for Fiscal Year 2020-21. View Attachment
George Chapman said the City should consider obtaining an
ombudsman/assistance group to provide residents with outreach/education
regarding the recent increase of property taxes. He expressed concern
that many City residents were not aware of their options (low-interest
loans, State assistance for elderly/disabled persons, etc.). Ann Charles and Katie Mulliken both expressed disappointment that
no further changes had been made to the Police budget (budget reduction,
reform within the Police Department, unwillingness to implement any type
of real change, etc.).

Councilmember Mano moved and Councilmember Johnston seconded to close the public hearing and adopt Ordinance 36 of 2020, establishing the final rate of tax levy, including the final levy for the Library Fund, upon all real and personal property within Salt Lake City, made taxable by law for fiscal year 2020-2021, and ratify the budget as adopted by the Council in June, which motion carried, all members voted
aye (roll call). (B 20-1)
