The City Council of Salt Lake City, Utah, met in Formal Session on Tuesday,January 5, 2021 in
an Electronic Meeting, pursuant to the Chair's determination and Salt Lake City Emergency
Proclamation No. 2 of 2020(2)(b).

1. Council Member Chris Wharton will conduct the formal meetings.
Minutes:
Council Chair Wharton stated the meetings were held electronically due to the Emergency
Proclamation 2 of Salt Lake City.
2. Pledge of Allegiance.
Minutes:
A moment of silence was held while the American Flag and Pledge text was displayed on
the screen.
3. Welcome and Public Meeting Rules.
Minutes:
Meeting rules were outlined prior to the first public hearing.
4. The Council will approve the formal meeting minutes of Tuesday, November 10,
2020; Tuesday, November 17, 2020; and Tuesday, December 1, 2020.

Moved by Councilmember Fowler, seconded by Councilmember Johnston to to approve
the formal meeting minutes of Tuesday, November 10, 2020; Tuesday,

B. PUBLIC HEARINGS:

i. Ordinance: Budget Amendment No. 6 for Fiscal Year 2020-21
The Council will accept public comment and consider adopting an ordinance that
would amend the final budget of Salt Lake City, including the employment staffing
document, for Fiscal Year 2020-21. Budget amendments happen several times
each year to reflect adjustments to the City's budgets, including proposed project
additions and modifications. The proposal includes funding to cover cost increases
to turn the historic Fisher Mansion Carriage House into a recreation hub, create a
redevelopment plan for the former Glendale Waterpark, and consolidate multiple
employee positions in different departments and add one new position to form a
new City Innovations Team, among other changes.

Minutes:
Council Staff Ben Luedtke provided a summary including the timeline and the eight items
impacted by the proposed amendment. Mr. Luedtke included the Council had completed a
straw poll on three urgent items from the budget amendment in the earlier Work Session:
Temporary Emergency Winter Shelter for those experiencing homelessness, Funding for
the Housing Assistance Program, and Funding for the Airport Redevelopment project.
Public Comments:
Cindy Cromer shared her comments related to a newspaper article juxtaposing the
Glendale Water Park,the earthquake damage of the Sears building in Liberty Wells, and
the Fisher Carriage Mansion House, a historical perspective of her experience with Mayor
Ralph Becker choosing on behalf of the City to retain ownership, and suggested the
redevelopment of the area and inclusion of the Mansion would illustrate the importance of
history.
Anne Charles expressed appreciation for the Council's straw poll vote to adjust
funding from landlords to tenant/rental assistance and of the funds for the Emergency
Temporary Winter Shelter with couple-specific units.
David Troester suggested the Council not throw good money away and that he believed
closing the golf course to rebuild the water park would be a good use of funds.

George Chapman expressed concern for the proposed funding of the Fisher Carriage
Mansion House as the building did not meet ADA requirements, suggested the plans for
the Glendale Water Park be adjusted to be a public swimming pool and park area, and was
supportive of the adjustment of funds for rental assistance and the funds for the
emergency shelter. Mr. Chapman added that the Police Department Hiring Class was in
need of more funding. Mr. Chapman also directed an inquiry to Staff to understand why
Salt Lake City was not using available FEMA funds for housing the homeless.
Derek Dyer, Utah Arts Alliance Executive Director, commented on the Fisher Mansion
and Carriage House in support of the fund allocation and public access, including a
partnership opportunity for the establishment of an arts and recreation facility.

the public hearing until January 19, 2021.

D. COMMENTS•
1. Questions to the Mayor from the City Council.
2. Comments to the City Council. (Comments are taken on any item not scheduled
for a public hearing, as well as on any other City business. Comments are limited to
two minutes.)

Questions to the Mayor from the City Council
Councilmember Mano expressed appreciation for the Mayor's announcement regarding the
2021 Public Safety Plan and partnerships to address public safety concerns,particularly in
Liberty Wells and Ballpark area of District Five.
Councilmember Valdemoros also expressed appreciation to the Mayor and staff for managing
the City in 2020.
Mayor Mendenhall also expressed appreciation for the Council and the City's ability to navigate
great or terrible things. Mayor Mendenhall also expressed appreciation for the accessibility
provided by the Council for public comment opportunity.

Councilmember Wharton outlined the public meeting rules and decorum.

David Amott, on behalf of Preservation Utah,noted his comment was directed to Budget
Amendment #6 and the Fisher Mansion Carriage House,including that the funding provided
will further anchor the historic nature of the neighborhood and social-economic vitality of the
area. Mr.Amott also noted that Parks City staff worked very hard and were dedicated
employees of the City.
Anne Charles commented on items discussed at the Work Session including the dashboard for
people experiencing homelessness and its accessibility for those who needed it, and the Gardner
Institute Study and review of programs and policies for implementation. Ms. Charles also stated
the Police Department training for sensory inclusivity was not enough and Police were not
equipped to handle the situations if only provided a short video and quiz.
David Troester was called upon and stated he was only listening and expressed appreciation
for the rules of decorum.
George Chapman expressed disagreement with the numbers of transit use on the South Davis
BRT (455/470)line,including the cost presented was too high for the population using and
suggested the 300 West service increase would benefit an increased population,proposing other
ideas for the funds.
E. NEW BUSINESS•
i. Motion: Nomination of Council Chair and Vice Chair for Calendar Year
2021
The Council will consider a motion to ratify the election of Chair and Vice-Chair of
the Salt Lake City Council for calendar year 2021.

F. UNFINISHED BUSINESS:
i. Resolution: Funding Our Future: Transit Master Plan Implementation
Interlocal Agreement with the Utah Transit Authority (UTA)
The Council will consider adopting a resolution that would authorize the Mayor to
enter into two proposed adjustments to an interlocal agreement (ILA) with UTA.
Amendment to Addendum No. 2 provides accounting adjustments and credits to
the City for cost savings from COVID-19 related bus service reductions, reaching
service thresholds, and actual fuel costs. Addendum No. 3 is the service agreement
from August 2020 to August 2021 for the Frequent Transit Service (FTN) routes
on 200 South, goo South, and 2100 South streets. The ILA is a twenty-year
agreement with a goal of full implementation of the Frequent Transit Network as
described in the City's Transit Master Plan.

holding account reserved for future Funding Our Future transit expenses.

Police Civilian Review Board for a term ending November 21, 2021. Jessica
recently moved to District One from District Seven. The board's District One seat
was recently vacated by Kevin Park who was term limited. The Administration is
recommending Jessica finish her first term in the now vacant District One seat.
