time. Councilmember Fowler stated the meetings were held electronically due to the Salt
Lake City Emergency Proclamation 2.

A moment of silence was held while the American Flag and Pledge text was displayed on
the screen.

Violator Centers Grant
The Council will accept public comment for a grant application request from the
Salt Lake City Police Department to the State of Utah's Commission of Criminal
and Juvenile Justice. If awarded, the funding would be used for overtime for
targeted enforcement operations, mental health team deployments, and patrol
shifts.

Department's Crime Laboratory accreditation assessment fee and the annual
accreditation fee.

3. Grant Application: Fiscal Year 2021 Jordan River Vegetation
Improvement Grants — 2100 South Oxbow Restoration Phase i
The Council will accept public comment for a grant application request from the
Parks and Public Lands Division and Trails and Natural Lands Division of the
Department of Public Services. If awarded, the funds would support a multi-year
effort to restore the 2100 South Oxbow property. Currently, the 2.5 acre property
is a vacant field and consists of several varieties of noxious weeds. The focus of
these efforts would be weed control and planting native vegetation.

Minutes:
Sylvia Richards, Council Staff, introduced the grants for public hearing,noting these were
applied for to fund and support City programs.
Public Comments:
Emily Alworth expressed support for grant application B3, and
disagreement of applications Bi and B2; noting the Police Public Order Unit should not
have more funds (if provided it would be a misuse of funds).
Hailey Vincent commented on grant application B1, suggesting the funding be directed
toward rehabilitation rather than incarceration, as addiction was a loss of choice and
providing rehabilitation instead of incarceration would promote learning skills and
community engagement.
Annie Charles expressed concern regarding grant application Bi and the need for policy
review recommended by the Police Civilian Review Board with relation to the Police
Department Public Order Unit, and discouraged providing funds prior to the review.

4. Ordinance: Amendment to Require Notice for Permits to Work in the
Public Way
The Council will accept public comment and consider adopting an ordinance that
would require permit holders to provide notice to property owners whose
properties are adjacent to above-ground work that will be performed in the public
way. The key changes would require:
• Evidence that notice was provided to all property owners whose properties are
adjacent to the portion of the public way where the work is being performed.
• Notice that includes the name of the permit holder performing the
construction, the purpose of the construction, and a contact phone number
and email for the permit holder.

Minutes:
Nick Tarbet, Council Staff,introduced the proposed ordinance.
Public Comments
Curtis Cox, Network engineer with Verizon Wireless, expressed appreciation for the
time to comment on the proposal, and referred to a letter submitted previously noting the
current noticing process was manageable and verification to the City being required
was supported.
Nigel Swaby expressed support of the proposed ordinance due to his experience with
work in the right-of-way of his home and the destruction of his park strip without notice
and without repair of the landscaping.
Paige Gardiner, Network Real Estate Manager for Verizon Wireless, expressed support
of the process and offered to answer any questions.
Phimpha Keopithoune, Construction Engineer for Verizon Wireless, expressed
interest in working with the City and the public.
Emily Alworth expressed appreciation on the actions to collaborate and consider the
options to provide notice,noting support of the proposal.

Cindy Cromer commented on damage created by work completed, concern that the
proposed ordinance only addressed above-ground work in the public right-of-way, and
shared specific instances of blocked access and traffic during below-ground work in public
right-of-way creating disruption for both types of right-of-way work.
George Chapman expressed concern due to previous instances of destruction of sewer
pipes for below-ground work, and supported the proposed ordinance,noting concern that
the City Engineer should require the notice to utilities be a required component of the
permit,in addition to a no idling component added to the permit.
Hailey Vincent expressed support to the suggested considerations provided by Mr.
Chapman and Ms. Cromer.
Dave Iltis shared support for the proposed ordinance.
Melissa Reagan, Outside Counsel for Verizon Wireless, referenced the letter provided
and expressed support for the proposal, adding Verizon follows the informal noticing
process of notice to property owners after the permit was issued and offered discussion
opportunities to review the details and process options.

public hearing and defer action to a future Council meeting.

5. Ordinance: Budget Amendment No. 6 for Fiscal Year 2020-21
The Council will accept public comment and consider adopting an ordinance that
would amend the final budget of Salt Lake City, including the employment staffing
document, for Fiscal Year 2020-21. Budget amendments happen several times
each year to reflect adjustments to the City's budgets, including proposed project
additions and modifications. The proposal includes funding to cover cost increases
to turn the historic Fisher Mansion Carriage House into a recreation hub, create a
redevelopment plan for the former Glendale Waterpark, for the temporary
emergency winter shelter at the Airport Inn, and to review Police Department
staffing needs and changes, among other changes.

Minutes:
Ben Luedtke, Council Staff,introduced the item and shared context that no additional
funding would be provided in the budget amendment with relation to the Police
Department Hiring Class request,with costs being paid with attrition savings.
Comments on the following specific items during the public hearing categorized below.
A-1: Fisher Carriage House Exploration Center
Dave Iltis expressed support for the proposal and hoped the plans included a green bike
station.
George Chapman expressed opposition for the use of funds for the property.
A-2: Glendale Water Park Redevelopment Plan
George Chapman commented the redevelopment plan should be for a swimming pool.
A-3: Trailhead Property Acquisition
Dave Iltis expressed support for the purchase of a trailhead,but commented it would be
nice to know where the property was located.
A-5: Police Department Hiring Class
Mel Martinez, Sophia Alecci, Eliza McKenney, Emily Alworth, Michelle
Mower,Annie Charles, Liz DeFriez, Josh Kivlovitz, Just Johnson, Hailey
Vincent,Alayna Lassen, Pachuco Lautaro,Anthony Beckstead, Brian Lord,
Wendy Garvin,Ashley Engeler, Kseniya Kniazeva, Ethan Maryon, and
Nathan Kizerian spoke in opposition to the Hiring Class proposal,maintaining the
hiring freeze for the Police Department. Comments included too many police services
were used for criminalizing activities of people experiencing homelessness and camp
abatement cleanups, suggestions to address the source of the problem, getting to know
your neighbors to assist in the reduction of crime and necessity to call the police,holding
the Council to the reform committed to meet the outcries of reform, reasoning for the long
response times was due to pandemic leave taken by unmasked officers, shifting resources
to meaningful,long-term support such as providing funds to the Community Connection
Center,investment in social workers, address inequitable access to resources. Comments
also included requests for the Council to be brave,to provide increased opportunities for
programs before prison/incarceration and address the minority groups bearing the brunt

of spike in crimes.
Christopher Derbidge, George Chapman, Shelly Bodily, Dan Thomas,Amy
Hawkins, Sach Combs, and Terrell Bodily spoke in support to the Hiring Class
proposal,lifting the hiring freeze for the Police Department. Comments included a rise in
violent crime, people arming themselves and their homes, minimizing the need to triage
calls could provide timely responses to service requests,hiring more police did not
remove the need for reform of training, and proposals to fund additional services for
mental health and serving people experiencing homelessness remain a part of the
discussion.
Councilmember Fowler confirmed others were not interested in speaking to the public
hearing topic, and clarified general comment was for items not addressed during the
public hearing.

hearing and adopt Ordinance i of 2021, Budget Amendment No. 6 in its
entirety.

Minutes:
Councilmember Wharton requested a moment of personal privilege, and agreed that the
current format of policing was not acceptable; however, as a City requirement a police
force needed to be provided and residents not receiving services for serious crimes was a
problem requiring a resolution. He added that over the last six months the Council
had strived to provide housing services,host resource centers, and continued to work
toward improvement of services; however,the need to address the symptoms of a system
and provide response times to police calls was necessary until more input from the Racial
Equity in Policing Commission was provided.
Minutes:
Discussion on the motion from Councilmember Mano included a concern and
disappointment that the hiring class did not match City demographics, and noted the need
to do better in the hiring of officers so those protecting the community felt safe and
protected.Additionally, Councilmember Mano noted that it would have been beneficial to
receive input from the Racial Equity in Policing Commission on this specific item.

2. Comments to the City Council. (Comments are taken on any item not scheduled
for a public hearing, as well as on any other City business. Comments are limited
to two minutes.)
Minutes:
Councilmember Fowler clarified the purpose of general comment, noting that public
hearing topics were not to be addressed during this portion of the meeting, and reviewed
the public meeting rules.
Eliza McKinney requested the City stop camp abatements and follow CDC guidelines as
they pertain to camp abatements, and increase a compassionate approach.
Hailey Vincent commented of her personal experience as an addict in recovery and that
incarceration did not assist in recovery,instead building connections through programs
and treatment was more impactful and should receive more funding.
Kseniya Kniazeva requested camp abatements to stop, and stated concern that camp
abatements take away possessions donated to the homeless; asking that more notice be
provided so members of the community could come and assist in moving people. Ms.
Kniazeva also mentioned that current camps had requested regular trash pickup and was
in need of restroom services (specifically Boo South 400 West).
Dave Iltis stated support of garbage cans and restrooms being provided at settlement
camps, consideration of a prevention approach instead of paying cleanup costs; request to
the Council for emails to include the agenda; requested inclusion of electric bicycles, cargo
bicycles and scooters in the electrification resolution; and noted the need for oversight in
the permitting process with the complete streets ordinance— in particular the streets of
2200 West, Sugar House, and State Street should having bike lanes in the Life on State
Street project.
Brian Lord expressed appreciation for the administration of the meeting, concern for
the future of the fleet block and the need for extremely affordable housing(10-15%AMI),
and requested more evidence of how the City helped poor people.
Wendy Garvin requested the City schedule garbage pickup and restroom services at
camps, expressed understanding that tents and sleeping bags were a temporary solution
and permanent housing was the goal, sharing the desire to work with the City.

Annie Charles commented on the City's initiative to increase federal agents and
sentencing in Salt Lake City as concerning in the current social climate, and discouraged
the renewal of the School Resource Officer(SRO) contract which expired in February
2021 with the current vendor suggesting social workers and counselors were needed in
schools.
Josh Kiblovitz requested the City discontinue camp abatements as it could be
detrimental to social worker efforts to help people stay safe, additionally expressed
concern of the inclusion of federal agents to address the rise in crime.
Sach Combs shared personal experience to addiction and homelessness, stating that
homelessness was bigger than the neighborhood, County, City and there could be
frustration from the discrete neighborhoods where encampments occur, sharing
appreciation for the venue and the attempt of leaders to be progressive.

City-owned alley at approximately 740 West and 746 West goo South. This is not a
request to vacate the entire alley. The proposal would allow the petitioner
to square off the southwestern corner of his property for a proposed future multi-
