12/13/2016 - Work Session - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, DECEMBER 13, 2016 The City Council met in Work Session on Tuesday, December 13, 2016, at 6 : 09 p.m. in Room 326, Committee Room, City County Building, 451 South State Street . In Attendance: Council Members James Rogers, Andrew Johnston, Erin Mendenhall, Derek Kitchen, Stan Penfold, Charlie Luke, and Lisa Adams . Staff in Attendance: Cindy Gust-Jenson, Executive Council Director; Jennifer Bruno, Executive Council Deputy Director; Russell Weeks, Council Senior Policy Analyst; Patrick Leary, Mayor' s Chief of Staff; David Litvack, Mayor' s Deputy Chief of Staff; Margaret Plane, City Attorney; Lara Fritts, Economic Development Director; Mary Beth Thompson, Acting Finance Director; Lynn Pace, Mayor' s Senior Advisor; and Scott Crandall, Deputy City Recorder. Councilmember Rogers presided at and conducted the meeting. The meeting was called to order at 6 : 09 p.m. AGENDA ITEMS #1 . 6:17:37 PM RECEIVE A BRIEFING FROM THE ADMINISTRATION REGARDING ISSUES AFFECTING THE CITY THAT THE STATE LEGISLATURE MAY ADDRESS DURING ITS 2017 SESSION. View Attachments Lynn Pace and David Litvack briefed the Council with attachments . Issues discussed included homeless resource centers/ funding issues, prison relocation/preserve sales tax option, and internet sales tax collection/remittance issues . Discussion was held on potential to involve the Legislature regarding completion of Airport Trax. Mr. Pace said the Utah Transit Authority (UTA) was contractually obligated to pay for improvements but were struggling to find resources . Mr. Pace said the Administration was exploring a range of options which they intended to pursue with UTA. He said he would come back to the Council' s Legislative Subcommittee with an update . Straw Poll: Support to pursue other options regarding Airport Trax completion before approaching the Legislature . Thompson' s name was on the Formal Agenda for consideration. #3. RECEIVE A BRIEFING REGARDING HOMELESSNESS AND HOMELESS SERVICES IN SALT LAKE CITY. View Attachments Item not held. #4 . 6:30:06 PM RECEIVE A BRIEFING REGARDING AN ORDINANCE AMENDING THE FINAL BUDGET OF SALT LAKE CITY, INCLUDING THE EMPLOYMENT STAFFING DOCUMENT, FOR FISCAL YEAR 2016-2017 . Under the proposal, funding would be allocated for several items. (Budget Amendment No. 2) View Attachments Highlights include: • funding for Police fleet purchases; • funding for Police de-escalation training and community- oriented policing; • funding for pickleball courts; • Department of Economic Development work plan; • and other budget amendment items. Jennifer Bruno, John Vuyk, and Lara Fritts briefed the Council with attachments . Discussion was held on Councilmember Penfold' s suggestion to allocate $200, 000 from the General Fund for additional temporary space to shelter the homeless during severe wet/freezing weather events and allocate up to $1 million to fund additional police vehicles through Fleet. Councilmember Rogers said the Council' s Legislative Subcommittee wanted the Administration to explore the potential to utilize impact fees for public safety items . Councilmember Adams said she supported the Economic Development Work Plan (EDWP) but did not want to allocate funding until the Advice and Consent issue for Redevelopment Agency (RDA) leadership positions was determined. Ms . Fritts briefed the Council with a PowerPoint regarding the EDWP. Comments included organization, business development, place making, redevelopment and revitalization, arts/culture, research, marketing, communication, external search for RDA positions, central customer contact data base, and factors to measure success . 16 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, DECEMBER 13, 2016 Ms . Fritts said this was her working document but Council would be asked to formally adopt a "Strategic Plan" which should be available by June, 2017 . She said funding needed to be allocated to accomplish that . Discussion continued on the Fleet allocation. Councilmember Penfold said after calculating budget projections, he recommended an additional $500, 000 instead of $1 million. Straw Poll: Support to allocate additional $500, 000 to Fleet for police vehicles . All Council Members were in favor, except Councilmember Johnston who abstained and Councilmember Kitchen who was absent for the straw poll . Ms . Bruno said Staff would prepare a new motion sheet for the Formal meeting which would include $500, 000 for Fleet and $200, 000 for emergency homeless space . She said that would take the budget to approximately $2 . 5 million above the 10% threshold. She said Staff would also include a motion to keep the budget amendment open to address other issues including the Arts Council request, transient camp clean-up, and Operation Diversion funding. Council requested follow-up information regarding the General Fund balance (amount/percentage of reserve) after Staff completed all calculations . #5. 8:36:14PM REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING A REVIEW OF COUNCIL INFORMATION ITEMS AND ANNOUNCEMENTS. The Council may give feedback or staff direction on any item related to City Council business, including but not limited to: • Scheduling items. • 2017 Annual Council Meeting Calendar Review. See File M 16-5 for announcements . #6. REPORT OF THE CHAIR AND VICE CHAIR. No discussion was held. #7 . CONSIDER A MOTION TO ENTER INTO CLOSED SESSION, IN KEEPING WITH UTAH CODE §52-4-205 FOR ANY ALLOWED PURPOSE. Item not held.
