02/09/2016 - Work Session - Announcements City Council Announcements February 9, 2016 Information Needed by Council Staff 7:06:16 PM A. Potential Change to Processing Planning Petitions In an effort to speed up the timeframe to process Planning and Land Use related petitions; Council staff is proposing the Council consider implementing this following pilot program. • Council Staff identify a few"pilot projects"to speed up the processing time for land use petitions. o Planning Staff would be wholly responsible for the initial briefing to the Council. o If the Council doesn't identify any significant concerns/issues; the petition would then be moved on in the process (schedule public hearing). o If the Council does have concerns, the petition would be scheduled for a follow-up briefing; and, Council staff would then conduct a more thorough analysis for follow-up and coordinate with Planning Staff to address the Councils concerns. ■ The petition would then be put back on the agenda for a follow-up briefing. Once the Council concerns have been addressed, the public hearing would be scheduled. Once a few"test cases" have been processed, Staff will come back to the Council to determine whether or not to continue with the process on a regular basis. ➢ Does the Council support moving forward with this pilot program? Yes New Item: Cindy Gust-Jenson, Executive Council Director, said a group from Ukraine was coming in on Thursday, February 25, 2016 at 4:oo p.m. She said they were professionals who were studying local governments. She said they had been in contact with Councilmember Adams but she was not available to meet with them at 4:oo. Ms. Gust-Jenson asked if another Councilmember was available to meet with the group and give them a short briefing before Staff took them on a tour. Councilmember Rogers said he or Councilmember Mendenhall would be available.
