04/12/2016 - Work Session - Announcements City Council Announcements April, 12, 2016 Information Needed by Council Staff 8:55:oo PM A. Council Legislative Subcommittee Succession City Council Policy Manual section C.18 titled Legislative Subcommittee reads in part: 1. The subcommittee shall be made up of the respective City Council and RDA Board chairs,plus a third Council Member elected by the Council. 2. If any of the subcommittee members defer serving, another Council Member will be appointed with the advice and consent of the rest of the Council. 3. The term of the Legislative Subcommittee runs annually from April through the March adjournment of the Utah Legislature. ➢ Would the City Council like to elect the third subcommittee member at its April 12,April 19, or April 26 meeting?Councilmember Rogers asked if there was support for Councilmember Luke.All Council Members were in favor. Councilmember Adams said she asked Councilmember Kitchen to serve as Vice Chair in her place. Councilmember Rogers asked if Council supported All CounPil Members were in favor. B. Council Board Appointments - Subcommittee for interviews In general the Mayor suggests board appointments for the Council to consider,but there are a few cases where the Council is responsible to both suggest and approve members (3 spots on the CCAC board and 5 spots on the Metro Water Board). In the past,the Council has established a subcommittee to review possible applicants and conduct interviews to make a recommendation on these appointments to the full Council. Council Members Rogers, Luke, and Penfold served on this subcommittee for the last round of appointments. There is currently a vacancy for the CCAC and one for the Metro Board(and one within the next year). ➢ Are there Council Members interested in serving on the subcommittee to review applicants for the pending vacancies?Also, does the Council want to make this Subcommittee more formal with a guiding section in the policy manual(similar to the Legislative Subcommittee)?Council Members expressed support for a more formal process. Council Members Adams,Luke, and Penfold said they wanted to serve on the subcommittee. Cindy Gust-Jenson,Executive Council Director, said Staff would come back to the Council with some typical policy language but said additional feedback was needed about whether it was a majority that could send it to the Council or was it consensus.She said that question would be included on upcoming announcements. Councilmember Adams requested a list of all City boards, the names of the people serving on those boards, what district the people were from, the date their terms expired, and any vacancies. Councilmember Luke said he felt that was the kind of information Council needed to know in an "advise and consent"capacity. He expressed interest in know how many vacancies there were(identify specific boards)and which Council Districts were being represented. Councilmember Johnston said he was aware of some new tracking software and thought the Mayor's Office could provide information about that. Councilmember Rogers said that was more of a policy discussion which was not on the agenda and suggested holding small group meetings or scheduling a future briefing. C. UTA Transit Academy The City Council Office recently received an invitation from UTA to attend a four-hour transit academy.The academy is designed to work provide information about the organization, operation, and performance of the agency, and to provide a forum for questions, concerns, and shared experiences with transit, according to the letter. It appears that the original dates suggested in the letter have passed. ➢ Would the City Council like to have staff work with UTA staff to find a time where Council Members could attend the academy at the Jordan Rail Service Center at 2264 South 90o West?Ms. Gust-Jenson said she wondered if Staff could let UTA know it was difficult to get the entire group together so maybe when they were doing this for other cities, individual Council Members could join or would the Council prefer other options. Councilmember Penfold said he wanted other options. Councilmember Mendenhall said the Transit Master Plan was coming to the Council and requested information about why Council Members should attend the academy before receiving that Plan. D. Transit Master Plan Team Meetings Nelson/Nygaard Consultants who are working on the City Council initiated Transit Master Plan will be in Salt Lake City April 24 and 25.The consultants would like to discuss recommendations it has for the master plan with Council Members. In response to an earlier e-mail, Council Members Kitchen and Johnston have arranged times to meet with Nelson/Nygaard. ➢ Would any other Council Members like to meet with the consultants on April 24 or April 25?Ms. Gust-Jenson said two Council Members had already signed up and asked other Members to let Staff know if they were interested. Councilmember Rogers said he was interested in participating in a small group meeting.Ms. Gust-Jenson said additional small group meetings could be scheduled if other Council Members wanted to participate. Council Members Penfold and Adams said they were interested. Discussion was held on the proposed dates since April 24th was a Sunday.Ms. Gust-Jenson said Staff would check the dates and get back to Council. E. Wasatch Front Regional Council Meetings for the 2019-2o5o Regional Transportation Plan The Wasatch Front Regional Council is scheduling a series of small group meetings among city officials to discuss the 2o5o Plan.The discussions will involve potential development, needs and issues involving areas of the Wasatch Front ranging from Box Elder County to Salt Lake County's southern border. Salt Lake City officials are invited to two meetings -one at the Taylorsville City Hall Council Chambers on April 18 between 3 p.m. and 5 p.m. and the other at the South Salt Lake City Hall overflow room on May 18 between 3 p.m. and 5 p.m.At the Regional Council's March 24 meeting Deputy Director Ted Knowlton said each city, county, or other jurisdiction should limit its attendance to five people. He said the Regional Council will provide opportunities for wider comment at later events. Mr. Knowlton said Regional Council staff have suggested that each city's participants should include a mayor, a selection of city council members, one transportation official,one land use official, a city manager-if that is the form of government-or a mix of staff and elected officials. Mr. Knowlton said in an e-mail that the Regional Council could accommodate a sixth person from Salt Lake City or the Regional Council staff could make a presentation to the Salt Lake City Council. ➢ Is anyone from the City Council interested in attending either small group meeting?If so, how should the Council work with the Administration to assemble a five-or six-member group of participants?Would the City Council prefer that the Regional Council staff make a presentation to the City Council?Council Members expressed interest in having Wasatch Front Regional Council come to the City to make the presentation. F. Americans for the Arts Conference For more than 5o years,Americans for the Arts has been convening an annual convention for arts and community leaders to network and discuss strategies for building stronger towns, counties, and cities through the arts. Council Member Penfold has expressed interest in attending. Council office policy requires an announcement to be made if a Member would like to attend a convention outside the pre-authorized standard conferences.The total estimated cost is $2335•00,including registration, airfare,lodging and incidentals. This year's event will be held Friday,June 1.7th to Sunday, June 19th with a pre-conference Thursday,June i6th in Boston, MA. A.38 COUNCIL OFFICE TRAVEL (11/01) a. Any or all Council Members may travel to conferences and conventions related to City business. b. The Council currently budgets for a standard amount for travel.Pre-authorized conventions are: 1. National League of Cities;Washington,D.C. 2. National League of Cities;location rotates(Salt Lake City in 2002) 3. Utah League of Cities and Towns,Mid-Year Convention; St.George c. Members may decide to attend other conferences and conventions related to City business. d. When a Council Member expresses interest in traveling to a conference, convention or seminar, beyond the pre-authorized opportunities, Council staff will prepare a notice for the announcements. If the Council Members present during review of the announcement concur with the proposed travel, Council staff will finalize travel plans. If the Council Members are opposed to the proposed travel, the trip is not scheduled. e. Since the Council is committed to a well-trained professional staff, the Council budgeted for one conference approximately every other year per professional staff person within existing budgetary constraints, as work schedules allow and with approval of the Executive Director. Yes. Councilmember Mendenhall asked Councilmember Penfold, relative to Council discussions about the Twilight Series/Arts dollars, to investigate that demographic during his trip. Councilmember Adams said when Council Members attended conferences, she wanted to have some time on the agenda for them to brief the Council on what they learned/experienced.
