Information Needed by Council Staff
A. 7:48:om PM Potter's Lane Tour
The Council has received an invitation to tour Potter's Lane, a housing development built
of shipping containers for homeless veterans in Midway City, CA. This tour is scheduled
for June 8-9 and hosted by Kentland's Initiative. According to Kentland's Initiative,
Potter's Lane is an example of a "successful, innovative and economical way to provide
well-designed, affordable/supportive housing".
Council Members Luke, Rogers, Adams, and Mendenhall have voiced interest in
attending.
Council Office Policy requires an Announcement be made if a Member would like to travel
outside the pre-authorized standard conferences.
Estimated Costs:
Hotel for two nights: $618
Airfare: $271.59
Council Executive Director Cindy Gust-Jenson discussed the tour and inquired if the
Council supports sending Council Members. She inquired whether any other Council
Members would be interested in attending the tour.
Councilmember Penfold expressed concern that when Council Members are invited on
these types of tours, thought should be given to policy versus administrative issues. He
said if looking at a proposal for housing, consideration should be given to those involved
from Administration, potential Veteran partnership, and any surrounding policy issues.
Discussion followed regarding involvement of Staff, such as the Economic Development
Director or Planning Staff. Councilmember Luke expressed concern with cost and said
he would be more inclined to do the tour all in one day and not spend two days or hotel
costs.
The Councilfelt attending this tour would be appropriate. Ms. Gust-Jenson
said Staff would report back to the Council as to whom from Administration
and Council had indicated interest and/or attendance.
B. 7:52:51 PM Denver Trip Hosted by Siemens &Council Scheduling
Ms. Gust-Jenson said a second item was a trip to Denver for an event hosted by Siemens.
She said an invitation was extended to one Councilmember and Staff was having a difficult
time finding information to share about the trip and would return to the Council with
details.
Ms. Gust-Jenson said Staff needed policy direction on how to proceed with scheduling
and whether Council desired Staff to coordinate, would prefer individual arrangements,
or would like items handled on a case-by-case basis.
Councilmember Penfold said previous practice had been that there were several
conferences over the year that did not require Council approval. He said there are
additional situations or circumstances wherein Council Members are invited or may
discover something valuable to attend,but those required approval by the entire body. He
explained Staff had been having a hard time getting enough information to get the word
out. He encouraged Council Members to schedule an item on the Announcements if they
had interest in attending. He suggested Staff return with the list of pre-
approved conferences for Council review and determine if they were still
valid or whether there was need to redefine the process.
C. 7:57:25 PM Early Advertising for six (6) items on the April 1$tn Consent
Agenda
Ms. Gust-Jenson said there are several issues that Staff would like to propose scheduling
for early advertising to set the public hearing date of Tuesday, May 2nd:
1. Hayes Avenue Street Closure
2. Duluth Avenue Alley Closure
3. 1528 West North Temple (Near Cornell Street)Alley Closure
4. High Avenue Street Closure
5. Rezone: 695 North John Glenn Road
6. Community Land Trust Public Benefits Study
Here is the complete proposed schedule for each of these items:

The Council felt the accelerated scheduling, as proposed, was appropriate.
