Envision Utah 2018 Spring Breakfast Envision Utah's 2o18 Spring Breakfast will be hosted on Wednesday, May�3rd from 7:30-9 a.m. at the Grand America Hotel. Featured on the agenda is "What makes a global trade center successful." Individual tickets are $60.00, a table with io tickets is $600. So far, Council Members Kitchen and Johnston have accepted, as well as Jennifer Bruno and Russell Weeks from Council Staff. ➢ Would Council Members like the office to purchase a table? Council Members asked if anyone from the Mayor's office would be attending and if they would like to split the cost for a table. Staff said they would check with the Mayor's office and get back to the Council. B. Mosquito Abatement Board Member Appointments The Mosquito Abatement District (MAD) Board is similar to the Metropolitan Water Board in that it is considered a special District and the process to appoint Board Members is outlined in State Code. Also, applications come directly to the Council for review, selection, and then appointment. The MAD Board has three current vacancies. One created by a member who has served two full terms, and the other two by members who have served one full term. All three board members are interested in reappointment. Although the Council has a policy of limiting board appointments to two terms, that policy cannot be the only basis for denying an application to a Special District Board, because these board appointments are governed by State Code. In compliance with State Code, the City Recorder's office posted the notice of three vacancies, which triggered a 3o-day application period. The Council Office has received four applications from interested people, including one from each of the current board members interested in reappointment. In the past, the Council has used a Subcommittee of three Council Members to meet with interested applicants and make a recommendation to the full Council. ➢ Since there are four eligible applicants and three positions, how would the Council like to proceed? (**The applicants' paperwork is included in the Council's confidential meeting material.) Council Members agreed to review the paperwork individually, return the confidential paperwork along with their choice of applicants to Staff, and hold a discussion on May 1, 2018, at the next Council meeting. For Your Information A. Minneapolis Downtown Exploration Trip — Unseasonable Weather The Twin Cities is experiencing record snowfall this year and for the month of April. The metro area received over 7o inches of snow since January 1st and approximately 18 inches of snow this past weekend from a blizzard. The National Weather Service predicts the next snowstorm will be on Wednesday,April 18 dropping up to three additional inches of snow. This is the same day six Council Members are flying to the Twin Cities for the Downtown Alliance's annual exploration trip. Staff wants to make Council Members aware of the unseasonable winter weather (even by Minnesota standards). After Wednesday, the forecast is partly cloudy with temperatures of 4os during the day and 2os at night.
