TUESDAY, APRIL 20 , 2004
The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, April 20,
2004, at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South
State, Salt Lake City, Utah.
The following Council Members were present:
Carlton Christensen Van Turner Nancy Saxton
Jill Remington Love Eric Jergensen Dave Buhler
Dale Lambert
Mayor Ross C. "Rocky" Anderson; Cindy Gust-Jenson, Council Executive Director;
Ed Rutan, City Attorney; and Chris Meeker, Chief Deputy City Recorder were present.
Councilmember Love presided at and Councilmember Buhler conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Adopting a resolution with the Mayor recognizing the 150th Anniversary of Sugar
House.
Councilmember Lambert read the resolution.
Councilmember Lambert moved and Councilmember Saxton seconded to adopt Resolution 25
of 2004, which motion carried, all members voted aye.
Councilmember Lambert said recently Sugar House had been brought back to a thriving
community. He said this was an example of what corporation and vision by citizens,
merchants, the Redevelopment Agency, government and developers working together could
accomplish. He said he appreciated leadership from the community.
Councilmember Buhler said he, Council Members Love and Lambert proudly shared parts of
Sugar House in their districts.
Councilmember Love and Mayor Anderson presented the resolution to members of the Sugar
House community.

#3. Adopting a joint resolution with the Mayor declaring support for becoming a Quality
Growth Community.
Councilmember Christensen read the resolution. He said he had been appointed to the
Quality Growth Commission by Governor Levitt in 1999 and it was an honor to see Salt
Lake City becoming a Quality Growth Community.
Councilmember Christensen moved and Councilmember Turner seconded to adopt Resolution
26 of 2004, which motion carried, all members voted aye.

#4 Youth City Government will present the Youth State of the City report. Jessie
France, Judge Memorial High School; Dallas Shi, West High School; Katie Maloney, Rowland
Hall St. Mark' s; Bo Peng, West High School; Emily Johnson, Highland High School and
Eboni Page, East High School presented the report. (See file M 04-1 for the report) .
#5. Councilmember Jergensen moved and Councilmember Love seconded to adopt the
minutes of the City Council meeting held April 8, 2004, which motion carried, all
members voted aye.

PUBLIC HEARINGS
#1. RE: Accept public comment and consider adopting the Water Conservation
Master Plan 2004. (To be filed with the Utah Division of Water Resources) . View

Councilmember Saxton moved and Councilmember Lambert seconded to close the public
hearing, which motion carried, all members voted aye.
Councilmember Jergensen moved and Councilmember Turner seconded to adopt the
Water Conservation Master Plan 2004, as presented to the Council, which motion carried,
all members voted aye.
Councilmember Saxton said she appreciated Water Department staff and City
residents who had lead the way in water conservation. She said Salt Lake City's future
was to conserve. She said water usage was a privilege not a right and the days of
plentiful water were gone. She said conservation needed to start today.
Councilmember Jergensen thanked the Water Department staff for setting the pace
for water conservation in the City. He said natural water in a desert was low as
compared to the rest of the world and it was incumbent upon each citizen to take part
in the water conservation effort. He encouraged continuing aggressive efforts in
education.

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL
Councilmember Christensen asked the Mayor about Volunteer Day. The Mayor said a
representative from the President's Council on Service and Civic Participation and the
Points of Light Foundation had contacted him regarding recognizing volunteer' s
nationwide. He said the President's Council on Service and Civic Participation and
the Points of Light Foundation had been moved by the volunteer efforts of thousands of
people during the Elizabeth Smart search. He said they would present the President' s
Volunteer Award tomorrow at the City and County Building to the Elizabeth Smart
volunteers.
COMMENTS TO THE CITY COUNCIL
Lonnie Pursiful spoke concerning constitutional rights and legal problems. He
spoke of restricting free speech and favoritism of one religion over another.
Douglas Cotant spoke regarding the volunteer award meeting and Senator Hatch's hearing
on the Patriot Act.
CONSENT AGENDA
Councilmember Turner moved and Councilmember Lambert seconded to adopt the Consent
Agenda, which motion carried, all members voted aye.
#1. RE: Approving the appointment of Joan Fairbanks Reynolds to the Arts Council
for a term extending through July 1, 2006.

comment and consider adopting an ordinance amending the Northwest Community Master

400-03-18.

#3. RE: Setting the date of May 11, 2004 at 7:00 p.m. to accept public comment
and consider adopting an ordinance amending the Salt Lake City Zoning Ordinance, Section
21A.28.040 (Table of permitted and Conditional Uses for Manufacturing Districts) to
reduce the minimum lot size required for an on-site caretaker or security guard
residence from four acres to two acres in an M-1 zoning district pursuant to Petition
No. 400-03-04. (A request by Mr. James Moyle)
