TUESDAY, APRIL 27 , 2010
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, April 27, 2010 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Van Turner Stan Penfold
Jill Remington Love JT Martin Luke Garrott
The following Councilmember was absent:
Soren Simonsen
Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City
Attorney; Mayor Ralph Becker; and Christine Meeker, City Recorder, were
present.
Councilmember Martin presided at and Councilmember Penfold
conducted the meeting.
OPENING CEREMONY
#1. 7:02:59 PM The Council led the Pledge of Allegiance .
#2 . 7:03:47 PM Mayor Ralph Becker presented the proposed Salt Lake
City budget for Fiscal Year 2010-2011 .
#3 . 7:20:03 PM Approve the minutes of April 20, 2010 and the
amended minutes from March 9 and March 30, 2010 .
Councilmember Turner moved and Councilmember Garrott seconded to
approve the minutes , which motion carried, all members present voted
aye .
PUBLIC HEARINGS
#1 . RE : 7:20:36 PM Accept public comment and consider adopting an
ordinance amending the zoning map to eliminate the split-zoning of
certain lots in or adjacent to Historic Overlay Zoning Districts,
pursuant to Petition No . PLNPCM2009-00021 . View Attachments
Mike Reed spoke in favor of Haxton Place being placed in the
Historic district.
Councilmember Garrott moved and Councilmember Turner seconded to
close the public hearing, which motion carried, all members present
voted aye .

Councilmember Christensen moved and Councilmember Turner seconded
to adopt Ordinance 26 of 2010, which motion carried, all members
present voted aye .

#2 . 7:25:52 PM RE: Accept public comment and consider adopting an
ordinance amending certain Sections of Title 21A (Zoning) of the Salt
Lake City Code pursuant to Petition No. PLNPCM2008-00937 pertaining to
Eleemosynary Facilities. View Attachments
Councilmember Garrott moved and Councilmember Turner seconded to
close the public hearing, which motion carried, all members present
voted aye .
Councilmember Christensen moved and Councilmember Turner seconded
to adopt Ordinance 27 of 2010, which motion carried, all members
present voted aye .

7:27:52 PM COMMENTS TO THE CITY COUNCIL
Douglas Cotant commented on naming the Public Safety Building the
Rick Densely Public Safety Building and the new law in Arizona also
being adopted in Utah.
7:31:23 PM CONSENT
Councilmember Garrott moved and Councilmember Christensen seconded
to adopt the Consent Agenda, which motion carried, all members present
voted aye .
#1. RE: Setting the date of May 18 , 2010 at 7 : 00 p.m. to accept
public comment and consider adopting an ordinance adopting the final
budget and related ordinances and the employment staffing document for
Salt Lake City, Utah for Fiscal Year 2010-2011 (Note : This public
hearing will address all ordinances associated with the implementation
of the City' s 2010-2011 Budget including the Library Fund) .
