04/09/2019 - Work Session - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, APRIL 9, 2019 The City Council met in Work Session on Tuesday, April 9, 2019, in Room 326, Committee Room, City County Building, 451 South State Street. In Attendance: Council Members Andrew Johnston, Amy Fowler, Chris Wharton, Erin Mendenhall, Charlie Luke, James Rogers, and Analia Valdemoros . The meeting was called to order at 2 : 11 p.m. AGENDA ITEMS #1 . 3:55:41 PM BRIEFING REGARDING A RESOLUTION THAT WOULD AUTHORIZE A LOAN FROM SALT LAKE CITY' S HOUSING TRUST FUND TO WISHCAMPER DEVELOPMENT PARTNERS, THE PRINCIPALS OF LINCOLN TOWER HOUSING ASSOCIATES LP. The $1 . 3 million loan would help fund the rehabilitation of 95 existing units of senior housing at 2017 South Lincoln Street East (located approximately between 900 and 1000 East, a half-block north of 2100 South) . Discussion was held regarding project overview, policy alignment, project time-line, key project changes, comparison of financing/sources of funds (from January 2019 to April 2019) , and Administrative analysis . 19 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, APRIL 9, 2019 #2 . 3:03:12PM BRIEFING REGARDING AN ORDINANCE VACATING AN UNNAMED, CITY-OWNED ALLEY RUNNING NORTH-SOUTH FROM KENSINGTON TO BRYAN AVENUES AND SITUATED BETWEEN 1300 EAST AND 1400 EAST STREETS pursuant to Petition No. PLNPCM2017-00628 . The alley has been used as a private driveway and two garages were built on it. The alley has not served as a public use since 1964 or before. Under the proposal, the alley would be split in half and each half would be deeded to the abutting property owners. Discussion was held regarding the need for alley-way policy discussions, evaluation processes, properties abutting/not abutting the alley, garages in alleys that were established more than 50 years, and Planning Department guidelines for alley vacations . Councilmember Mendenhall stressed the need for policy discussions regarding alley vacations . Councilmember Luke said he agreed an in-depth discussion was needed; however, he requested Staff forward to the Council any new applications submitted for projects that would not have an impact on a broader system-wide alley protection discussion/policy that would come at a later date . Councilmember Mendenhall said a clear evaluation process was needed for Staff/applicants . She said alleys could also be included in future parks/trails/connectivity considerations and policy discussions . #3 . 3:15:34PM BRIEFING REGARDING A PROPOSAL TO COMPILE A LIST OF REPORTING REQUIREMENTS INCLUDING UPDATES OR REPORTS THE COUNCIL HAS REQUESTED FROM THE ADMINISTRATION, ITEMS THE COUNCIL IS ENTITLED TO RECEIVE BASED ON STATE OR CITY CODE, OR INFORMATION ITEMS THAT ARE ROUTINELY SHARED. The goal of gathering all the reporting information into one easy-to-reference location is to enhance transparency and add clarity to the process of sharing information needed by the Council to fulfill its role. The Council Policy Manual reflects the current practices and procedures of common Council Office business. Additional sections of the policy manual may be discussed. Laura Briefer and Jesse Stewart briefed the Council with attachments . Discussion was held regarding spring runoff, preparation with reservoir/river management (including Jordan River encampments) , Incident Action Planning, Joint Information System, operations (sandbag/staging, monitoring, and cleaning) , Salt Lake City water delivery area/water sources, snowpack, water supply forecast/volume, reservoir levels, and flood risk/control . #7 . 2:11:52 PM BRIEFING REGARDING THE 2019 UTAH STATE LEGISLATIVE SESSION.
