THURSDAY, AUGUST 13 , 2015
The City Council of Salt Lake City, Utah, met in Special Session on
Thursday, August 13, 2015 at 6 : 00 p.m. in Room 315, Council Chambers,
City County Building, 451 South State .
The following Council Members were present:
Stan Penfold James Rogers Charlie Luke
Kyle LaMalfa Erin Mendenhall Lisa Adams
The following Councilmember was absent:
Luke Garrott
David Everitt, Mayor' s Chief of Staff; Cindy Gust-Jenson,
Executive Council Director; Margaret Plane, City Attorney; Kory
Solorio, Assistant City Recorder; and Nicole Smedley, Assistant City
Recorder were present.
Councilmember Rogers presided at and conducted the meeting.
OPENING CEREMONY
#1. 6:07:13 PM Pledge of Allegiance .
6:07 :36 PM Councilmember Rogers recognized law students in
attendance from Moldova.
PUBLIC HEARINGS
#1 . 6:09:00 PM Accept public comment and consider adopting one or
more ordinances adopting the final rate of tax levy, for all City
funds including the Library Fund, greater than the Certified Tax Rate,
upon all real and personal property within Salt Lake City made taxable
by law for Fiscal Year 2015-16 and adopt the final budget for Fiscal
Year 2015-16 . View Attachments
Noe Garrido, Billy Hesterman, Kelly Hughes, and Rene Valles spoke
about the proposal . Comments included property tax increases, keeping
the prior year tax rate, City budget asking for additional revenue
from residents, property values, overall tax burdens, gas tax
increases, Salt Lake City School District property tax increase, and
funds being spent before acquiring them.
Councilmember LaMalfa said the Utah Taxpayers Association
published Salt Lake City as one of the Utah Cities with the highest
tax burden. He said it was irresponsible to publish a statistic that
did not account for areas with large manufacturing and destination

populations . He said many buildings being taxed were not occupied by
residents .
Councilmember Penfold moved and Councilmember Mendenhall seconded
to close the public hearing, which motion carried, all members present
voted aye .
Councilmember Penfold moved and Councilmember Mendenhall seconded
to adopt Ordinance 46 of 2015 establishing the final rate of tax levy,
including the final levy for the Library Fund, upon all real and
personal property within Salt Lake City, made taxable by law for
fiscal year 2015-2016, which motion carried, all members present voted
aye .

COMMENTS TO THE CITY COUNCIL 6:24:09 PM
Eric Kraan spoke about a multi-purpose, revenue generating use
for the Glendale Golf Course .
Kelly Hughes said bikers in Switzerland were licensed, safety
certified, and required to pay road taxes .
The meeting adjourned at 6 : 26 p.m.
