TUESDAY, AUGUST 20 , 2019
The City Council of Salt Lake City, Utah, met in Special Formal Session
on Tuesday, August 20, 2019 in Room 315, Council Chambers, City County
Building, 451 South State.
The following Council Members were present:
Charlie Luke James Rogers Analia Valdemoros
Chris Wharton Andrew Johnston Erin Mendenhall
Amy Fowler
Cindy Gust-Jenson, Council Executive Director; Jennifer Bruno,
Council Executive Deputy Director; Patrick Leary, Mayor' s Chief of Staff;
Rusty Vetter, Deputy City Attorney; and Scott Crandall, Deputy City
Recorder; were present.
Councilmember Luke presided at and conducted the meeting.
The meeting was called to order at 6 : 47 p.m.
OPENING CEREMONY

#2 . 6:47:10 PM Welcome and Review of Standards of Conduct.
#3. 6:51:31 PM Councilmember Fowler moved and Councilmember Wharton
seconded to approve the Work Session meeting minutes of Tuesday, May 28 ,
2019, Tuesday, June 6, 2019 and Tuesday, July 9, 2019 as well as the
Formal meeting minutes of Tuesday, July 9, 2019 and Tuesday, July 16,
2019, which motion carried, all members voted aye . View Minutes

#4 . 6:52:18 PM A special welcome from the Council to the people who
will visit Salt Lake City as part of the 68th United Nations Civil
Society Conference. Civil Society representatives from around the world
have signed up for this conference, which runs from August 26th through
August 28th, 2019 and has the theme of "Building Inclusive and Sustainable
Communities. "
Councilmember Luke read a statement welcoming people who would be
visiting the City as part of the United Nations Conference . Councilmember
Valdemoros read the statement in Spanish. View Statement
PUBLIC HEARINGS
#1 . 6:47:57 PM Accept public comment and consider adopting a
resolution accepting a Public Benefits Analysis that would allow City

employees to be granted the unique opportunity to volunteer for two
shifts on City time, without taking official leave from his/her job.
This will allow interested Salt Lake City employees to contribute
directly to the success of the most significant international event to
be hosted in Utah since the 2002 Olympics. View Attachments
There were no public comments .
Councilmember Fowler moved and Councilmember Johnston seconded to
close the public hearing, which motion carried, all members voted aye .
Councilmember Fowler moved and Councilmember Rogers seconded to
suspend the rules and adopt Resolution 19 of 2019, which motion carried,
all members voted aye .

POTENTIAL ACTION ITEMS
#1 . 6:49:35 PM Adopting a resolution for project funding allocations
in the Capital Improvement Program (CIP) , which involves the
construction, purchase or renovation of buildings, parks, streets or
other physical structures . Generally, projects have a useful life of
five or more years and cost $50, 000 or more. View Attachments
Councilmember Luke said additional work was needed on the proposal .
He said action would be scheduled for the next Council meeting.

UNFINISHED BUSINESS
#1 . 6:50:24 PM Adopting an ordinance granting a telecommunication
franchise agreement to Sprint Communications Company L.P. The agreement
would allow the company to place and maintain its facilities within the
City rights- of-way. The company would be governed by certain conditions,
need to secure appropriate permits and pay the telecommunications tax

Councilmember Mendenhall moved and Councilmember Johnston seconded
to adopt Ordinance 41 of 2019, which motion carried, all members voted
aye .

Councilmember Rogers moved and Councilmember Johnston seconded to
approve the Consent Agenda, which motion carried, all members voted aye .
#1 . Setting the date of Tuesday, September 17, 2019 at 7 : 00 p.m.
to accept public comment and consider adopting a resolution that would
authorize approval of an interlocal cooperation agreement between Salt
Lake City Corporation and the Redevelopment Agency of Salt Lake City
(RDA) authorizing use of a portion of tax increment for the Block 67
North Community Reinvestment Project Area. The interlocal agreement
would authorize the RDA to receive 75% of the City's portion of tax
increment from the Block 67 North Community Reinvestment Area for a
period of 20 years. View Attachment

• Rural Business Development Grant Program FY 2019, U. S.
Department of Agriculture recognizing grant funds to conduct the Northern
Utah Food Hub Feasibility Study to evaluate the potential development of
a regional food hub and analyze conditions of the Northern Utah farm
economy.
• 2019 Target Community Grant Program - Night Out Against Crime
recognizing funds to support community outreach efforts and
participation during the annual 2019 Night Out Against Crime events .
• Utah State Office for Victims of Crime Advocate Program (VOCA)

Continuation Grant recognizing funds to provide salary and benefits for
two FTE Victim Advocate positions and two part-time employee positions .
In addition, grant funds will be used to assist with food, clothing,
shelter and transportation for victims of violent crime .
• Executive Office of the President, Office of National Drug
Control - Rocky Mountain High Intensity Drug Trafficking Area (HIDTA)
grant recognizing funds to continue providing salary and benefits for an
existing K9 officer on the Salt Lake City Metro Narcotics task force,
investigative and support overtime, travel, services and supplies .
• Afterschool Match Partnership (AMP) 2020 Grant, State of Utah
Department of Workforce Services recognizing funds to continue YouthCity
out of school time programming at Central City Recreation Center,
Fairmont Park, Liberty Park, Ottinger Hall, and Sorenson Campus .
Programming will focus on financial literacy and emotional
intelligence/self-concept with homework tutoring and activities . Grant
monies will fund seventeen existing Group Facilitators, supplies and
transportation of youth, contractual activity instructors, and staff
background checks .
