E. UNFINISHED COUNCIL BUSINESS RECOMMENDATION
1. Consider and adopt a resolution authorizing the issuance and sale Adopt.
of Industrial Development Revenue Bonds (Commercial Security Bank Project) ,
Series 1983, to be initially dated as of December 1, 1983, in the aggregate
principal amount of $2,200,000; authorizing the execution and delivery of
an indenture of trust, loan agreement, bond purchase agreement, inducement
letter, and other documents required in connection therewith; approving the
form of a mortgage, security agreement, and assignment of rents; and author-
izing the taking of all other actions necessary to the consummation of the
transactions contemplated by this resolution.

IMMEDIATELY FOLLOWING THE CITY COUNCIL MEETING, THE COUNCIL WILL MEET AS THE
COMMITTEE OF THE WHOLE TO DISCUSS THE FOLLOWING:
1. Dr. Jon Miller, Associate Professor Economics at the University of
Utah, will discuss the Central Utah Project.
2. Discuss Petition No. 324 submitted by Patric McGarvey, et. al . , re-
questing the vacation of the alley located between 400 East and 500 East,
and between 1700 South and Blaine Avenue.
3. Ratify the November 18, 1983 action of the Salt Lake Valley Solid
Waste Management Council increasing landfill disposal fees for 1984.
4. Discuss miscellaneous items relating to Council business.

The following items should be included on the Council ' s agenda
for Thursday, December 1 , 1983:
1 . Unfinished Council Business: Consider and adopt a resolution

Recommendation: Adopt.
Immediately following the City Council meeting, the Council
will meet as the Committee of the Whole to discuss the following:
