The meeting was held at Mountain Dell Golf Course. Present: Norma Carr, Chair John Gust Larry Leidtke, Vice Chair Mark Ruff Virginia Ferguson Teresa Law Wayne Hadley Byron Jorgensen (C.A.O. ' s Office) Jerry Mika Rat Sorenson (C.A.O. 's Office) Scott Gardner Fred Sanford (Sr. Citizen Golfer) Excused: Jimmy Brown Herman Franks ACCEPTANCE & CORRECTION OF MINUTES The minutes of May 15 and September 18, 1985 were accepted as printed by all Board members present. FINANCIAL REPORT Mark handed out copies of two financial reports (one ending September 1985 and one ending October 1985) and reviewed them with the Board. The overall summary shows a $30,498 increase over last year. The reservation system seems to have helped increase cart rentals and range balls. Concessions have also increased in sales. There is a demand for more carts. Five more will be added to the fleet at Mountain Dell . The 5-year old carts were going to be rotated, but they are in such good condition that they can make it another year or two before the engines need to be rebuilt. TEN-YEAR CAPITAL IMPROVEMENT PLAN Scott handed out copies of the 10-Year Capital Improvement Plan explaining that it goes hand-in-hand with the Blue Ribbon Committee so they can determine how much money needs to be generated for future capital improvements. The figures on the hand-out are only estimates and will be changed as it is studied more closely. He reviewed the projects with the Board. Scott mentioned that the City Treasurer said the golf fund does not qualify for bonding because of its track record. It needs to prove it can pay for a $300,000 to $400,000 debt. • • • GOLF ADVISORY BOARD - December 11,' 1985 ` Page Two Not listed with the Capital Improvements are the secondary water system projects to eliminate the usage of culinary water. These projects would be a high priority. They are expensive, but will pay for themselves in the long run. Norma voiced concerns she's received from golfers. They feel most of the new greens are unnecessary, making them too difficult for the average golfer. Norma asked that before changes are made, they be reviewed more closely. She suggested letting the public know of the future capital improvements and changes for public input. - Wayne and Larry asked what is happening to the money from the last fee increase. It was supposed to be put in a reserve account for capital improvements. John explained that the golf fund was behind. Now that it is caught up, it can be set aside. When FEMA pays for flood damage costs that set us back, that money will also be used for capital improvements such as Forest Dale. FACT-FINDING COMMITTEE REPORT Byron Jorgensen reported that the Committee, since the last Board meeting, has been studying the 10-Year Capital Improvement Plan and the associated costs. The Golf Fund cannot support the costs without changing the fee structure. Byron feels that some good input can be derived from meetings with public golfers, as well as inform them of future plans. A meeting with senior citizen golfers will be held on Tuesday, December 17, at the Parks Department. There will also be a meeting with the Ladies' Association and the general public. These meetings will be scheduled and advertized. Board members will be notified and are encouraged to attend. The Committee will give a presentation at the next Board meeting to make a recommendation. FOREST DALE PLANS Scott said that whether the Forest Dale Renovation begins this year depends on what the public supports for fee structure changes. If it begins this year, the golf course would be shut down at the end of August, constructed in the fall , seeded in the spring, and then ready for play in 1988. This project will cost approximately $673,000. Construction will include six new greens, a new drainage system, new bunkers, tees, sand traps and cart paths, a new irrigation system, and a pump station for secondary water. BENCHES Mark reported that the contract with Benchcraft is in the process of being amended. The amendment will state that Benchcraft will be responsible for the costs of replacement of boards. The Parks Department will stain the benches. Mark talked to each pro and they are in favor of having benches. Scott stated that 90 benches will be supplied, one for every hole. Each bench will have a sponsor sold by Benchcraft. • • • • GOLF ADVISORY BOARD - December 11; 1985' Page Three • Wayne Hadley motioned to accept the benches as far as the contract is amended as discussed. Jerry Mika seconded the motion which was opened for discussion. Larry Leidtke questioned why Benchcraft couldn't perform the maintenance. Scott explained that they are not based closely enough to do so. Benchcraft, however, will pay the labor costs for the Parks Department to stain the benches. Fred Sanford expressed his concern of having wood benches and suggested fiberglass instead. The motion passed, all Board members present voting "aye" with the exception of Larry Leidtke who opposed. The meeting was held at the Parks Department Building, 1965 West 500 South. Present: Norma Carr, Chair Mark Ruff Jimmy Brown Teresa Law Virginia Ferguson Byron Jorgensen (C.A.O. ' s Office) John Gust Fred Sanford (Sr. Citizen Golfer) Scott Gardner Excused: Herman Franks Larry Leidtke ACCEPTANCE & CORRECTION OF MINUTES The minutes of December 11 , 1985 will be mailed with the minutes of this meeting for acceptance at the next Board meeting. FACT-FINDING COMMITTEE Byron Jorgensen reported that meetings were held with the senior citizen golfers, the Ladies' Association, the general public, John Gust, and the Mayor. The recommendation from the Board will be presented to the City Council on Thursday at which time they will set a public hearing date. The general feeling that Byron got from the golfers was that they would be willing to pay more in order to implement capital improvements, but they don't want to see a large increase. The regular fee payers were willing to pay a little more and give the seniors a discount, but felt the pass players should pay a fair amount ($2.50 - $3.00 per round) . Byron displayed and explained some charts showing: 1 ) Golf Demand in Salt Lake City, 2) Cost Comparison - Region (9-holes), 3) Cost Comparison - State (9- holes) , 4) Cost Comparison - State (Seniors) , 5) Cost Breakdown - 9-holes (Senior Pass $1.38, Regular Pass $2.27, Regular Fee $4.00) , 6) Inflation Effects on Green Fees. Salt Lake City courses have low green fees in comparison to other golf courses in the state and region. If green fees are kept just below the inflation rate, the 10-Year Capital Improvement Plan can be accomplished. •• • GOLF ADVISORY BOARD - January 15, 1986 Page Two Hand-outs listing the 10-Year Capital Improvement Plan, the Pro-Forma Golf Fund, and the Proposed 1986/87 Fee Schedule were given to Board members and reviewed. Byron feels that unless this coming season is acceptional , funds will not be available to begin the Forest Dale Renovation Project in the fall . It would be post-poned for another year. Byron suggested posting the 10-Year Capital Improvement Plan for the public to see, and thenstick- to it- as--closely -as possible. Byron said that bonding will be needed in order to build another golf course facility before 1991 . In a couple of years, bonding could probably be acquired after a better track record has been established. Discussion on private cart charges took place. Scott estimates. approximately 75 private carts are used on our golf courses. Most golf courses charge a 'trail fee' or a license fee. Murray City' s golf course will be charging private carts $4.50 to get on the course. Scott stated that $12.00 plus wear and tear on the course is lost by private carts. John suggested being flexible in the increases and that perhaps we should wait a couple of years before charging private cart fees. Wayne Hadley motioned regarding changes to the fee structure (see attached Golf Advisory Board Proposed Fee Structure) . Jerry Mika seconded the motion which was opened for discussion. Jimmy Brown asked to amend the proposal to include a $1 .00 cart fee for private carts whether it be for 9 or 18 holes. Wayne accepted the amendment. Norma requested to include the 10-Year Capital Improve- ment Plan in the fee proposal package. Byron said it can be followed on an assumed inflation rate. He also feels that $5.00 per round could be too high and that some play could be lost. Norma asked if "the motion included the sale of passes to only State residents. Wayne said yes. Norma reiterated the motion to include fee changes as stated by Wayne and the $1 .00 cart fee, and the sale of passes to Utah residents only. The motion passed unanimously, all Board members present voting "aye. " Norma stated that she supports the proposed fee schedule as long as it includes the 10-Year Capital Improvement plan and a - 10-Year Fee Schedule, both based on assumed inflation rates. Norma also stated that the money generated from these increases be set aside only for the Capital Improvement Plan. None should go to any emergency situations. If an emergency arises, other cuts should be taken. She wants the City Council and the Mayor to address the lifetime golf passes and have the City compensate the golf fund for them. Norma requested to sign the proposal , which will include her comments, that will be presented to the City Council as a recommendation from the Board. Copies will be distributed to Board members when they become available. • • GOLF ADVISORY BOARD - January 15, 1986 Page Three Wayne Hadley motioned for the City to reimburse the Golf Fund for rounds played on lifetime golf passes at the going price (per 9 holes) at each year end. Jimmy Brown seconded the motion which passed unanimously, all Board members present voting "aye." CORPORATE RESERVATIONS Scott stated that the Parks Department receives numerous requests for business tournaments. He suggests that one day a week for two hours be set aside for such tournaments. The day could be rotated amoung the golf courses. Scott feels it would be nice to offer the businesses time to hold their tournaments and we could keep them within the city. Discussion continued. Scott will meet with the golf pros and give a more detailed proposal at the next Board meeting. OTHER BUSINESS Byron stated that the Proposal for the fee schedule will be presented to the City Council on January 23, 1986 at 5:00 p.m. At that meeting, they will set a public hearing date. Wayne will attend the City Council meeting. Wayne said that two Board members' terms have expired. Names should be recom- mended. John suggested expanding the Board to nine members. This will be addressed further at the next meeting. NEW AGENDA ITEMS The next meeting will be held on March 12, 1986. The agenda will include the 1986/87 Budget, Corporate Reservations, and Board Member Vacancies. III .
