The meeting was held at the Bird' s Cafe, 59 East 1700 South. Those in Attendance: Absent: Norma Carr, Chairperson Jerry Mika Larry Leidtke, Vice Chairperson Jimmy Brown Guests: Virginia Ferguson Wayne Hadley Dave Eckhoff Herman Franks Doug Gilmore Ione Davis Wally Cooper Dr. Ed Parker Bill Wright Scott Gardner Gene Davis John Gust John Erickson Mark Ruff George Aposhian CORRECTION & ACCEPTANCE OF MINUTES The minutes of the October 19 , 1983 meeting were accepted by all board members present . FEASIBILITY STUDY ON ALTERNATIVE WATER SYSTEMS - Scott introduced Dave Eckhoff who turned- the time over to Doug Gilmore for a presentation of alternative water systems for the golf -courses . A copy of their report _had been -sent out to the Board members witht-he previous minutes . - Doug--explained--that the- purpose- of- the - study-was -to- - examine existing watersystems and obtain possible alternatives to-them- for irrigation purposes . All of the golf courses , -with the exception of Mountain Dell, are using culinary water. They determined that approximately 80% of all golf course acreage is being watered. The consumption of water as recorded by meters from the Water Department is averaged at 22 .8 inches per golf course yearly (taken from 1976 - 1982 figures ) . The golf courses receive about 10 inches ofrainfall per- year, which- makes -a total of -about -32 . 8 inches- of water being applied to the -courses - in a year. Jimmy Brown inquired about watering the lawn while it -was raining. Dave said it doesn' t alter the figures substantially if the water is shut off. Mark explained that there are new devices that can sensor rainfall and automatically shut- the sprinklers off. They can also detect -lack of water and turn on. • GOLF ADVISORY BOARD - December 14 , 1983 PAGE 2 Doug continued explaining that rates over the last 7 years have increased by 31% . Annually, the cost to irrigate per acre went from $152 . 00 ( 1976 ) to $212 .00 ( 1982 ) . Obviously, costs will continue to increase. Each golf course has at least one source of an alternative for culinary water. Bonneville: Immigration Creek. Forest Dale: seepage springs . Glendale: Jordan River, Surplus Canal. Mountain Dell: creek, seep- age springs . Nibley Park: pond. Rose Park: Jordan River, Salt Lake ' City Waste Water Treatment Plant . Tests would need to be run to deter- - mine the water quality for two reasons : 1 ) public health, 2 ) chemical/mineral quality for irrigation. There are some concerns with the State regarding the use of the Jordan River and the Treatment Plant . About 40% of the flow in the Jordan River is waste from various treatment plants along the banks of the river. Dave stated the next phase of the study will be the availability, quality and employment of the alternative water sources . FOREST DALE FEASIBILITY STUDY Bill Wright introduced Gene Davis ( Sugarhouse Community Council ) and the consultants for the study; Wally Cooper, John Erickson, and George Aposhians . He explained that there are three alternatives for the building: 1 ) Use by the City, 2 ) Use by a private institution, or 3 ) Demolition. George gave a structural evaluation of the building. In examining the building, he saw no differential settlement of the foundation. The cracks and sags of the building can be repaired and eliminated. Con- sidering earthquake and wind hazards , he suggests stripping off the stucco and applying a plywood diaphram with an exterior finish. This would not take away from the historical value if you reapply stucco. Wayne Hadley asked about the comparison of time for rehabilitating or rebuilding. Wally answered that it is basically about the same time. George explained the main reason the building has no settlement problem is due to the footings . There are sandstone foundation about 2 feet high and 16 inches thick with 2 foot wide concrete footings under the foundation. The only section of the building, Wally stated, that cannot be saved is the northeast section. John Erickson gave ideas on usage of the building after restoration. He showed preliminary drawings of the building that included a pro shop, office, repair shop, green fee registar, snack bar, toilet room, locker room, entry, meeting hall, restaurant, and parking lot. The parking lot would eliminate the old tennis courts . Wally explained that with the elimination of the courts , the entrance to the parking lot and clubhouse could be considerably improved in appearance. 110 GOLF ADVISORY BOARD - December 14, 1983 PAGE 3 John Gust said the Parks Department has been thinking of the possi- bility of vacating Forest Dale and developing a park site and selling the rest of the land. He questioned if the public would even consider the possibility. The cost effectiveness would be studied extensively before it was presented to the public. Costs on selling or repairing the golf course would be taken into consideration also. COURSE SIGNS Scott showed a mahogany wood sign. The company that does these install and maintains them free of charge with a small portion of the sign reserved for advertising purposes . The Parks Department and the company would just have to agree upon the companies doing the adver- tising. If the signs are damaged by weather or vandalism, the first three signs will be replaced free, of charge. The next 4-10 signs would be replaced at half charge. Larry Leidtke thought we had decided against all advertising in golf courses . Scott felt that his sign was so nice that it should come before the Board. Virginia Ferguson had noticed that the signs on the County courses have sold very few advertising spots . Wayne asked if they would do one course on a trial basis for a year. John suggested that Scott ask them and possibly have them attend the next meeting so the Board could get more details . OTHER BUSINESS Wayne asked when score cards would be completed. Scott replied they would- be ready for Spring. Ione expressed concerns with audit figures in the golf administration. John said he and Scott would get something together--for the next meeting. - Scott said he _would .get with-Ione-Davis -and Wayne- Hadley - before -the next meeting. - NEW AGENDA ITEMS Norma asked Board members for new agenda items for the next meeting: Feasibility Study, Proposal for Forest Dale (Parks Dept. ) , Course Signs , Audit Reports . - The next meeting will be held on February 22, 1984 at 8: 15 a.m. at the Parks and Recreation Building.
