The motion was 2nd by Kathie Anderson and accepted by Jennifer . Item #1 : Minutes for November . Jennifer Harrington made two changes for clarification . MOTION: Kathie Anderson To accept the minutes as corrected . 2nd: Mary Pat Matheson Vote: Aye: unanimous Item #2 : Heritage Trees Steve Henson addressed the Salt Lake City Urban Forestry Board regarding the Heritage Tree Act which evolved through the efforts of Margaret Conover of Springville, who pushed it through the legislature in a form making it possible to identify and designate trees that were of special , state, or historical significance ( i .e. shape, size, unique to Utah, etc. ) for the purpose of identifying and protecting these valuable trees that would otherwise not be known to Utah citizens. Utah is the only state who has a "Heritage Tree" Act. On November 13 , 1986 , Steve Henson , Steve Schwab, and Lloyd Siegendorf walked Washington Square to consider trees for nomination as heritage trees. They designated 24 trees to be considered for approval as heritage trees. Lloyd Siegendorf, as Chairman of the Heritage Tree Board, 1 • • has written letters to each of his Heritage Tree Board members asking them to approve the nomination of the 24 trees by the end of December , based on the walkaround , and have Steve Henson, Secretary of the Heritage Tree Board , add them to the current list of trees to be submitted to the State Lands Board for approval in their January meeting. MOTION: Lloyd Siegendorf The SLC Urban Forestry Board does accept the recommendations made by Steve Henson, Steve Schwab , and Lloyd Siegendorf, to designate the 24 trees on Washington Square as special , notable, or heritage trees in Salt Lake City. 2nd: Kathie Anderson Vote: Aye: unanimous Jennifer Harrington requested a copy of the plans of the Washington Square grounds showing which trees were nominated . Steve Schwab will provide that information for her . Steve Schwab also brought out an idea that he would like to present to the Mayor for approval which would be to establish a "Tree Walk" on Washington Square after the grounds have been fully restored. He would like to have pamphlets available for the public with information about the trees. Lloyd Siegendorf and Steve Henson are putting together a Heritage Tree packet listing each heritage tree in the state along with a little bit of historical information about each tree . There will also be information about the Heritage Tree Act and a request for funding donations. This is a state wide "people program" . Applications will be available throughout the state to anyone who would like to nominate a tree for consideration . The State Forestry Division and the SLC Urban Forestry Board will be coordinating any programs being initiated in order to gain the maximum of support and eliminate any duplicated efforts. Item #3 : Subcommittee Report: Ordinance A copy of the Ordinance draft was handed out along with a copy of the Arboriculture Regulations . It was recommended that all prior drafts be thrown away to avoid confusion . The draft was reviewed and some revisions made . All final comments are to be sent to Steve Schwab by December 15th after which a final draft will be prepared for the January Board meeting . Item #4 : Special Committee: Nominations Peter Lassig was unavailable to serve on this special committee and was replaced by JoAnne Milner . 2 Mary Pat Matheson explained the procedure which will be to nominate three (3) people for the positions of Chair and Vice-Chair . The vote will be taken by written ballot in the January 1987 Board Meeting . The highest number of votes will be the Chair and 2nd highest number of votes will be Vice-Chair . The nominees are: 1 . Jennifer Harrington 2 . Bob Burke 3 . Mary Pat Matheson Item #5 : Announcements & Business A. Steve Schwab 1 . Tracy Aviary Update Specifications for a tree contract have been sent to Purchasing . They will be mailed out on December 12th with a pre-bid meeting set for December 30th. Bids will be opened on January 5th. The contract is scheduled to begin on January 19th. There are 131 trees that need attention . There will be two bids submitted: #1. 98 full trim 9 undertrim 12 topped for wildlife habitat 12 removals #2 . Just for the 98 trees needing full trim. Steve estimates the cost to be $12 ,000 to $15 ,000 . How much work to be done at the Aviary will depend on how much budget money is available and which contract is accepted. The Aviary Advisory Board has prioritized the needs of the Aviary and feel there are other projects that should come before the trees. 2 . 2nd West Islands John Swain has requested the Board ' s input regarding the proposed planting of trees on the islands at 200 West from North Temple to 600 North. There is some money available through a Community Block Grant for this project. MOTION: Kathie Anderson Invite John Swain to the January Board Meeting to discuss the planting of the 2nd West Islands and then have him go to the Community Council Meeting with Jennifer Harrington and Steve Schwab to get input from the residents in the area. 2nd : Mary Pat Matheson Vote: Aye: unanimous If John Swain has not already approached the Community Council regarding this project, Jennifer will call to have it put on their January agenda . 3 . Update on tree contracts a. Diamond Tree is in the Rose Park area and if 3 the weather continues to be good , they should finish the removals in about a week. b. Bland Tree is in the 500 to 900 South area . They are averaging about 10 trees trimmed per day on the individual requests. When those are completed they will move` on to do the full streets that are in need of being trimmed . The Avenues area is completed. B. Max Peterson There are two projects planned for the summer of 1987 . 1- 700 South from 600 to 800 East and 2- 800 East from 700 to 900 South. There are approximately 40 ' islands planned for these two areas with CD Funds available for the 700 South islands and CD Funds pending for the 800 East islands . Construction for 700 South is scheduled to begin around mid May, construction for 800 East is scheduled to begin around the first of July with both scheduled to be completed in the fall around October . MOTION: Mary Pat Matheson File an application with Stephanie Loker requesting CDBG Funds for trees to be planted on the two island projects scheduled for 1987 . 2nd: Kathie Anderson Discussion: Jennifer Harrington suggested getting a like recommendation from the Community Council to send along to the City in support of this project funding request. Vote: Aye: unanimous Orson Gibb will approach his Community Council for this recommendation . C. Orson Gibb The January meeting of the Community Council in his district will have a tree specialist attending to give instruction to all those interested in proper pruning practices. Any Board members interested are welcome to attend . Orson will notify Board members of the date, time, and place . D. Sheryl Gillilan The "Newspapers for Trees" project is not working well at this time. 1 . People don' t remember the 1st garbage day of the month. 2 . A month is too long to accumulate papers. 3 . They are often not picked up. Sheryl is going to attend a meeting on this project and asked for suggestions to take to the meeting . Suggestion: Dumpsters in convenient places ( i .e. shopping centers, larger grocery stores, schools) plus the monthly pickup. MOTION: Lloyd Siegendorf The Urban Forestry Board strongly supports the use of 4 410 411 dumpsters to further the goals of the Newspapers for Trees campaign . 2nd: Peter Lassig Vote: Aye: unanimous Sheryl was invited back to the January Board Meeting to report on the results of the meeting . E. Lloyd Siegendorf 1 . Fund raiser ideas a . Adopt a "Pioneer" . There are 36 heritage trees in Salt Lake. It would be nice to have a plaque to put in the ground for anyone who would like to donate maybe a couple hundred dollars to "adopt" one of these trees. b. Plant a Living Legacy campaign for businesses, groups, or individuals to donate money towards the purchase of trees for their area . The important thing is to do the projects properly without worrying about time frames . Lloyd will work on the details of these projects and see that each Board member gets a copy to look over . There will be more discussion later . Any other suggestions for fund raisers are also welcome . F. Jennifer Harrington The LDS Hospital , with its new addition, does not fit into the neighborhood very well . There is a need to upgrade the landscaping and lighting. MOTION: Peter Lassig The Board should draft a letter to Scott Parker , President of Intermountain Health Care , to urge him to , as a public gesture, see that a landscape plan be developed and planted and paid for by their agency. 2nd : Mary Pat Matheson Discussion: Steve Schwab requests that they have the Landscape Planner work with the Urban Forestry Board on the plans specifically where it will involve plantings on the parking strips. Vote: Aye: unanimous Peter Lassig will draft the letter and deliver it to Mr . Parker . Jennifer will assist by making a list of the specific concerns of the neighborhood .
