National Alliance to End Homelessness (NAEH) Conference Council Member Johnston is interested in attending the National Alliance to End Homelessness (NAEH) Conference. The conference takes place on Wednesday, February 20 — Friday, February 22, 2019 in San Diego, California. The Council office would pay for registration, travel, hotel, and per diem for food expenses. Council Office Policy requires an announcement to be made if a Council Member would like to attend a conference outside the pre-authorized standard conferences. ➢ Does the Council approve expenses related to Council Member Johnston attending this conference? A unanimous Straw Poll was taken in support of Councilmember Johnston's participation in the conference. Councilmember Mendenhall asked Councilmember Johnston to provide the Council with a report when he returned. ➢ Are there any other Council Members who are interested in attending this conference? No interest was expressed from other Council Members to attend the conference. B. Review of the 2019 Draft Annual Calendar (attached) Each year, an annual calendar of the Council Meeting dates must be posted for the public. The annual calendar is posted ahead of time, however times or meetings may change throughout the year as unexpected needs arise. The attached draft calendar includes potential meeting dates as a starting point and can be changed based on the Council's preferences. Council Members may identify any conflicts that may affect personal schedules, and raise options for Council Meeting dates. Once the Council approves it, the calendar will be posted. The new Council may also make changes that staff will update on the posted calendar. Please let staff know by Thursday, December 6th of any questions or concerns you may have with the proposed meeting dates. Below is a list of general conflicts/questions for months where holidays or a conference may create a possible conflict and require options for the Council.The month-by-month calendar includes potential meeting dates but can be changed based on the Council's preferences. This will be posted once the Council approves it. January: • Typically,the Council holds a Workshop or Retreat toward the beginning of the year, and sometimes again in the fall.2019 Chair and Vice will determine the workshop date. Council Members suggested holding the Council Workshop after the Council vacancy was filled in order for the new Councilmember to attend the workshop. • Typically,the RDA meeting is on the second Tuesday of the month. In January,this would cause January 8th—the first meeting day of the month -to be RDA, Council Work Session and Formal. It would also cause a "Work Session Only" on January 15th o Would the Council like to adjust the schedule by adjusting the RDA meeting or a formal meeting? Council Members requested holding a Council Formal and Work Session meetings on January 8r" and RDA and Council Work Session meetings on January 15`". • Reminder/ FYI:The Mayor's State of the City address is generally held the end of January. (The last three years,the Mayor chose the last Tuesday or Wednesday of January off-site from the City& County building as the location for her State of the City address. If the Mayor elects to hold it during a Council Meeting, it has typically been placed during Opening Ceremonies at the last meeting of January.) March: • In March,the annually scheduled NLC Conference in D.C. from March 10 through March 13. o RDA has been scheduled for March 19th, and the Council Work Session and Formal scheduled for March 26th, to accommodate NLC. Please note: o U of U Spring Break is March 10-17 o SLC School District Spring Break is March 25—March 29 April: • There are three annual approved Council travel options in April. o NAHRO in D.C. conflicts with the April 9th RDA+ Council Work Session meeting o APA in San Francisco conflicts with April 16th Work Session + Formal Meeting o ULCT does not conflict with any current meeting dates,April 24-26th o Does the Council want to adjust the schedule to accommodate these trips? Councilmember Rogers added the Downtown Alliance Urban Exploration was left of the list of conferences in April. He said the Monkey Survey needed to be done twice (April 10-13 or April 24-27) and would conflict with ULTC. Ms. Weaver said she would ask the front office to resend the Survey Monkey link to the Council. No discussion was held regarding adjusting the meeting schedule. May: • Typically,there are five Work Session dates in May to allow for time for department budget briefings. This year there are four Tuesdays,which would only leave three briefings after the Mayor presents the Recommended Budget. o Does the Council want to confirm any Thursday budget briefings to avoid any last- minute changes? Councilmember Mendenhall indicated it was actually June when extra conversations happened regarding the budget. She said Tax Revenue notices would be received June 8th and it would be helpful to know the final numbers. She said an extra meeting could be held Thursday,June 6th,if needed. July and August: • In July and August, the Council typically only schedules two meetings each month to accommodate summer schedules. o Does the Council want to adjust the meeting dates to avoid July 4th week? Council Members requested adjusting meeting dates to avoid the July 4th week and agreed a meeting on July 16th would be better than a meeting on July 23rd • In past years, the Council chose not to hold a Council meeting on the first Tuesday in August due to Night Out Against Crime. In the past three years, the schedule for community groups' events has become more sporadic throughout the month. o Does the Council wish to revisit this as a Council meeting date? Cindy Gust-Jenson, Council Executive Director, stated the August 13th meeting would need to be moved in order to meet Primary Election day.She said a proposed date would need to be set by Salt Lake County for Truth in Taxation and the Council could possibly be asked to have a meeting on a Thursday. Councilmember Mendenhall expressed concern regarding the gap between July 9th and August 13th meetings. She suggested holding a meeting on August 6th or 13th or adding a July 30th meeting date. Ms. Gust-Jenson said there was a narrow window regarding the Truth in Taxation and she believed a meeting the last part of July was too early and August 16th might be too late. She said Staff would look at the Truth in Taxation law and get back to the Council. • In August, the 2019 Municipal Election is for Mayor, and Council Districts 2,4, and 6.The Primary Election will be on Tuesday,August 13, 2019. o Does the Council want to adjust the schedule to accommodate the primary election? Council Members agreed to adjust the schedule to accommodate the primary election. Please note: o U of U Classes Start on Monday,August 19 o SLC School District classes started on Monday,August 19 September: • In September,the Rail-Volution Conference will be hosted in Vancouver, British Columbia from Sunday, September 8th through Wednesday, September 11.This conference conflicts with: o the Tuesday, September 10th RDA+Council Work Session meeting. o the Utah League of Cities and Towns from Wednesday, September 11 through Friday, September 13. (Typically,the Utah League of Cities and Towns annually scheduled conference is hosted in Salt Lake City the third week of September, and does not conflict with a Council meeting.) o Does the Council want to adjust the schedule to accommodate the Rail-Volution conference? Lehua Weaver, Council Associate Deputy Director, suggested shifting the September 10t" RDA and Council Work Session meetings to the last week of the month (September 24th). There were no objections from Council Members. November: • The past few years, in November the Council has chosen to have two meetings and avoid the first Tuesday as election day. o Would the Council like to add a third meeting? o If the Council would like to only have two meetings, does the Council approve the meetings so that they do not conflict with Thanksgiving holiday? (This would keep the meeting dates as proposed.) There were no objections from Council Members to leave the November meetings as scheduled. • In November, the National League of Cities and Towns City Summit will be hosted in San Antonio from Wednesday, November 20 through Saturday, November 23. o Does the Council want to adjust the schedule to accommodate any travel to the NLC Summit?
