C. NEW COUNCIL BUSINESS
1 . Consider and approve the appointment of John Florez to the Civil Service
Commission.

2. Consider and approve a resolution declaring the intention of the City
Council of Salt Lake City, Utah to construct improvements in the Sugarhouse
Business District (900 East to 1300 East on 2100 South, and Ashton Avenue to
Hollywood Avenue on Highland Drive/1100 East) , and to create Salt Lake City Curb
and Gutter Extension No. 38-708; to defray the cost and expenses of said improve-
ment district by special assessments to be levied against the property benefited
by such improvements; and to provide notice of intention to authorize such im-
provements and to fix a time and place for protests against such improvements or
the creation of said district.

3. Consider and approve an amendment to the Collective Bargaining Resolution
to allow Police Sergeants, Arson Investigators, Fire Captains, and Police and
Fire Lieutenants to belong to their respective bargaining units and bargain for
noneconomic items as determined by the Mayor.

D. CONSENT AGENDA
1. Consider and approve a resolution authorizing the execution of a Revocable

Permit Agreement between Salt Lake City and Salt Lake County (Public Works Depart-
ment, Flood Control, and Water Quality) to enable Salt Lake County to install a
telemetered precipitation and wind measuring device at the City's Big Cottonwood
Water Treatment Plant.

2. Consider and adopt a resolution creating Special Improvement District
#38-686, which includes property from 700 East to 1300 East on 1300 South and
to authorize construction of improvements as set forth in the notice of inten-
tion to create the curb and gutter extension.

3. Set a date for a public hearing on Tuesday, February 8, 1983, at 7:45,
to obtain the views of citizens on housing and community development needs.

E. UNFINISHED COUNCIL BUSINESS
1 . Consider and adopt an ordinance extending the limits of Salt Lake City to
include the "Northwest Quadrant Annex #1"; zoning the same Industrial "M-1A" and
Agricultural "A-1" by amending the use district map as adopted by Section 51-12-2
of the Revised Ordinances of Salt Lake City, Utah, 1965; and amending the Salt Lake
City Council District and School Precinct Boundaries map; and specifying conditions
of said annexation. (This ordinance supercedes the Ordinance No. 3 of 1983, approved
by the City Council on January 11, 1983, and shall take effect upon the date of its
first publication.)

2. Consider and adopt a resolution creating Special Improvement District No.
38-723, a project consisting of construction of curb and gutter, sidewalk, road-
way, and drainage facilities, at numerous residential streets in the southeast
and northwest portions of the city and authorizing the advertising for construc-
tion bids when the plans are complete.
