TUESDAY, FEBRUARY 11, 2003
The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, February
11, 2003 at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451
South State.
The following Council Members were present:
Carlton Christensen Van Turner Eric Jergensen
Jill Remington Love Nancy Saxton Dave Buhler
Dale Lambert
Rocky Fluhart, Chief Administrative Officer; Edwin Rutan, City Attorney; Cindy
Gust-Jenson, Executive Council Director; and Beverly Jones, Deputy City Recorder were
present.
Councilmember Christensen presided at and conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Turner moved and Councilmember Jergensen seconded to approve
the minutes of the Salt Lake City Council meeting held February 4, 2003, which motion
carried, all members voted aye.

COMMENTS TO THE CITY COUNCIL
Lonnie Pursifull said in Salt Lake City people' s constitutional rights were being
infringed on.
Brent Hardy spoke about free speech in Utah.
Anna Weller said she hoped the Council was still considering a resolution to
make Salt Lake City a City of peace.
Bonnie Mangold, Salt Lake City, spoke about public versus private concerning the
Main Street Plaza.
Douglas Cotant, Salt Lake City, said he toured the new public library. He said
he would enjoy the library.
Peter Hines and Karen Fazekas spoke in support of the Cities for Peace campaign.
Larry Craft, Clarence, New York, spoke about honesty.
Andrew Van Tassell, Salt Lake County, commented on the Iraq situation and the
Main Street Plaza.
PUBLIC HEARING
Please Note: The City Council has requested that the Administration hold a public
hearing regarding granting an easement on a portion of Salt Lake City property in
Parley's Canyon northeast of the I-80 East Canyon interchange, adjacent to the Mountain
Dell Golf Course. The site is currently improved with a substation built and used in
conjunction with the Little Dell Dam Project. The proposed easement would formalize
the substation rights associated with the property.

CONSENT AGENDA
ACTION: Councilmember Buhler moved and Councilmember Turner seconded to adopt
the Consent Agenda, which motion carried, all members voted aye.
#1. RE: Setting the date of March 4, 2003 at 7:00 p.m. to accept public comment
and consider adopting an ordinance amending the Salt Lake City Code to allow an
intermodal transit passenger hub as a conditional use in the general commercial zoning
district located at 280 South 600 West pursuant to Petition No. 400-02-33.

Board for a term extending through December 31, 2005.
