TUESDAY, FEBRUARY 12 , 2008
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, February 12, 2008, at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Van Turner Eric Jergensen
Jill Remington Love JT Martin Luke Garrott
Soren Simonsen
Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City
Attorney; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff;
and Scott Crandall, Deputy City Recorder; were present.
Councilmember Love presided at and Councilmember Turner conducted
the meeting.
OPENING CEREMONY
#1 . 7:19:24PM The Council led the Pledge of Allegiance .
#2 . 7:19:50 PM Councilmember Simonsen moved and Councilmember
Christensen seconded to approve the minutes of the Salt Lake City
Council meeting held February 5 , 2008, which motion carried, all
members voted aye .

#3. 7:20:15PM Consider adopting a ceremonial resolution supporting
the award of the Department of Defense contract for Air Force Aerial
Tankers to an American Company.
Councilmember Martin read the resolution. View Resolution
Councilmember Martin moved and Councilmember Christensen seconded
to adopt Resolution 6 of 2008 .
Councilmember Christensen said outdated aircraft needed to be
replaced and felt it was important to utilize American companies . He
said this was a critical element for national defense and could provide
a significant opportunity to the local economy.
Councilmember Turner called for the question, which motion
carried, all members voted aye .

Councilmember Simonsen said the March issue of Popular Science
listed the top 50 environmental cities in the United States . He said
Salt Lake was number 36, which left room for improvement. He said
Portland, Oregon was first with half of its power coming from renewable
resources, one quarter of its work force commuting by bike, car pool
and public transportation and 35 buildings certified by the U. S . Green
Building Council . He said he hoped Salt Lake would continue to
grow/develop into one of the top great American cities as well .
Councilmember Christensen asked Mr. Everitt to tell the Mayor he
and his family attended the open house at the Fisher Mansion. He said
there was a strong turn out and wanted to commend the organizers . He
said he felt this was a good way to introduce the project to the public
and thought people left with a favorable impression about the project.
Councilmember Love said she was contacted by constituents who
wanted to schedule more open houses . She said the two-hour block made
it difficult for a lot of people to attend. Mr. Everitt said he would
inform the Mayor.
COMMENTS TO THE CITY COUNCIL 7:27:22 PM
Ken Bush spoke concerning privatization of public education and
the Mayor' s proposal for an education partner.
Douglas Cotant spoke concerning the removal of bus service along
700 East and 200 South.
UNFINISHED BUSINESS
#1 . RE: 7:32:45 PM Setting the protest hearing date of April 1,
2008 at 7 : 00 p.m. and consider adopting a resolution to (a) finance the
cost of certain infrastructure improvements consisting of sidewalk,
pavement, storm drainage and water main improvements, and all other
miscellaneous work necessary to complete the improvements in a proper
and workmanlike manner; (b) defray the cost and expenses of
improvements by assessments to be levied against the properties
benefited by such improvements; and (c) provide Notice of Intention to
designate assessment area to authorize such improvements and to fix a
time and place for protest against such improvements or the designation
of said assessment area; and related matters . (Sidewalk Replacement

and confirming the sale of up to $20, 000, 000 aggregate principal amount
of Water and Sewer Improvement and Refunding Revenue Bonds, Series 2008
of the City; authorizing the execution and delivery of certain
documents relating to such bonds; and providing for related matters .

aye .

Corporation and Utah Department of Transportation (UDOT) for the
preconstruction and construction reimbursement agreement regarding the
