TUESDAY, FEBRUARY 12 , 2013
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, February 12, 2013 at 7 : 00 p.m. in Room 326, Committee
Room, City County Building, 451 South State.
The following Council Members were present:
Soren Simonsen Luke Garrott Jill Remington Love
Kyle LaMalfa Charlie Luke Carlton Christensen
Stan Penfold
Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City
Attorney; Ralph Becker, Mayor; David Everitt, Mayor' s Chief of Staff;
and Scott Crandall, Deputy City Recorder; were present.
Councilmember LaMalfa presided at and Councilmember Penfold
conducted the meeting.
OPENING CEREMONY
#1 . 7:02:34 PM Pledge of Allegiance was led by Scout Troop 402 .
#2 . 7:04:48 PM Councilmember Simonsen moved and Councilmember
Garrott seconded to approve the minutes of the Salt Lake City Council
meeting held Tuesday, January 22 , 2013, which motion carried, all

#3. 7:05:13 PM Adopting a joint resolution with Mayor Ralph Becker
in support of an Anti-Bullying Public Education Initiative in Salt
Lake City. View Attachments
7:05:26 PM Councilmember Luke commented on the initiative and read
the resolution.
Councilmember Luke moved and Councilmember Simonsen seconded to
adopt Resolution 7 of 2013, which motion carried, all members voted
aye .

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7:11:12 PM
Councilmember Luke thanked the Mayor for participating in the
Anti-Bullying kick-off event held earlier in the day.
Councilmember Christensen thanked the Mayor for working with the
Council of Governments (COG) to address the disproportionate burden
the City faced in providing homeless services .

Mayor Becker said other cities had agreed to participate and he
planned to contact Davis and Utah Counties as well . He said there
could be other areas where the City carried a disproportionate burden
which needed to be identified and addressed.
COMMENTS TO THE CITY COUNCIL 7 :16:25 PM
Cindy Cromer spoke/submitted written comments regarding past
parking/land use decisions that impacted surrounding properties .
Scott Cresswell spoke/submitted written comments regarding
botulism outbreaks caused by the use of Parley' s Historic Nature Park
as an off-leash dog park.
Matthew Peterson and Steven Winters spoke regarding a request to
have fluoride removed from culinary water.
CONSENT 7:27:34 PM
Councilmember Garrott moved and Councilmember Simonsen seconded
to adopt the Consent Agenda, which motion carried, all members voted
aye .
#1 . RE: Setting the date of Tuesday, March 5, 2013 at 7 : 00 p.m.
to accept public comment and consider adopting an ordinance amending
Salt Lake City Code (Chapter 2 . 64) to replace city code provisions
relating to access to City records with direct applicability of Utah' s
Government Records Access and Management Act in Utah Code (Section
63G-2-101 et seq. ) The proposal would eliminate the Records Appeal
Board, resulting in all appeals going through the City's Chief
Administrative Officer designated for that purpose by the Mayor. The
proposal would also repeal the City's independent records ordinance.
The City would instead rely directly on GRAMA itself. View
