02/17/2005 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION THURSDAY, FEBRUARY 17 , 2005 The City Council of Salt Lake City, Utah met in Work Session on Thursday, February 17, 2005, at 5 : 30 p.m. in Room 326, Committee Room, City County Building, 451 South State Street. In Attendance : Council Members Carlton Christensen, Van Turner, Nancy Saxton, Jill Remington Love, Dave Buhler, and Dale Lambert. Councilmember Lambert presided at and conducted the meeting. The meeting was called to order at 5 : 39 p.m. AGENDA ITEMS #1 . 5:39:42PM RECEIVE A BRIEFING REGARDING THE RECORDER' S OFFICE. View Attachments Kendrick Cowley, Christine Meeker, and Sonya Kintaro briefed the Council with the attached handout. Councilmember Saxton said she felt interns/volunteers could be utilized to scan historical records . Discussion was held on locating a new record storage facility. Councilmember Christensen said potential facilities included the old City library and transferring records to the State Archives . He said a feasibility study might help determine the amount of space needed. Mr. Cowley said the old library was considered on several occasions in the past. He said approximately half of the basement level would be needed for storage. Councilmember Christensen asked the department to utilize an archive designer and prepare a follow-up report for the Council . He said there were concerns about long-term data storage and the City needed to be prudent about protecting information. 05 - 1 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION THURSDAY, FEBRUARY 17 , 2005 Councilmember Buhler asked about the status of proposed changes to the election ordinance. Ms . Kintaro said she would try to have the ordinance ready for this year' s election. Councilmember Buhler said he hoped the changes could be made prior to the election and offered to initiate a legislative action or assist in any way he could. #2 . 6:17:08 PM RECEIVE A BRIEFING REGARDING INFORMATION MANAGEMENT SYSTEMS (IMS) . View Attachments Kendrick Cowley and Bill Haight briefed the Council with the attached handout. Councilmember Christensen said he wanted feedback on ways to upgrade the GIS system. Councilmember Love said she wanted information on the number of internet audio hits for council meetings . Mr. Haight said he would produce a report for the Council . Councilmember Buhler said video rebroadcasts on Channel 17 needed to include meeting dates/times . Mr. Cowley said they would include the information. Discussion was held on budget shortfalls . Mr. Cowley said he needed to do a better job with City departments regarding commitments for IMS services . #3 . RECEIVE A FOLLOW-UP BRIEFING REGARDING COUNCILMEMBER JERGENSEN' S LEGISLATIVE ACTION TO REVIEW SALT LAKE CITY' S APPROACH TO HISTORIC PRESERVATION: View Attachments a. 7:08:56 PM PRESENTATION FROM THE HISTORIC LANDMARK COMMISSION (HLC) . Louis Zunguze, Vicki Mickelsen, and Soren Simonsen briefed the Council with the attached handout . b. 7:27:08PM PRESENTATION FROM THE PLANNING DIVISION. Brent Wilde, Louis Zunguze, Elizabeth Giraud, and Soren Simonsen briefed the Council with the attached handout. Discussion was held on potential ordinance changes . The majority of the Council was in favor of modifying the existing HLC ordinance to allow 11 members . Councilmember Saxton asked the Administration to review the committee' s guidelines and how proposed changes would impact member selection. Discussion was held on funding requirements . Councilmember Lambert said funding options needed to be included in the Mayor' s budget proposal . Councilmember Buhler asked Council staff to ensure the item was placed on an agenda for discussion sometime during the budget process . 05 - 2 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION THURSDAY, FEBRUARY 17 , 2005 #4 . 8:59:06PM HOLD A DISCUSSION ON THE PROPOSED ORDINANCE RELATING TO ENHANCED PENALTIES IN RESIDENTIAL ZONES . View Attachments Councilmember Buhler, Councilmember Love and Jan Aramaki briefed the Council with the attached handout. Councilmember Buhler said additional focus was needed regarding enforcement on streets with 25 mile-per-hour limits . He said he proposed using approximately $25, 000 from the Capital Improvement Program (CIP) Traffic Management Fund for a publicity campaign. He said the City' s information Channel 17 or direct mailings could be used to inform the public about the proposal . Councilmember Buhler said the Council could pass the ordinance now with an effective date of July 1, 2005 . He said that would allow enough time for officer training and public education. Discussion was held on waiving enhanced penalties for first offenses, traffic school, and community service . Councilmember Buhler said he wanted to get input from the Courts and Prosecutors . He said the Council needed to determine if the City had enough enforcement officers and what areas needed to be covered. Councilmember Turner asked if enhanced penalties were being utilized around the country. Ms . Aramaki said she would research the information. Councilmember Saxton said she wanted to know if a procedure existed for working off fines through community service. The majority of the Council was in favor of increasing the enhancement penalty to 20% . Councilmember Lambert said the Council could discuss ways to increase traffic enforcement during the Police Department' s briefing. #5 . 9:23:26PM DISCUSS RECOMMENDATIONS FROM THE COUNCIL SUBCOMMITTEE REGARDING THE CENTRAL COMMUNITY MASTER PLAN, PETITION NO. 400-01-36 . View Attachments Council Members Saxton, Buhler and Lambert served on the sub- committee and briefed the Council with the attached handouts . Councilmember Lambert said the sub-committee felt the proposal needed to be given to the community for review and input. He said the Council could consider adopting the proposal in July. He said the Council would work with the Planning Commission to develop guidelines for future community master plans . #6 . (TENTATIVE) HOLD A DISCUSSION REGARDING UPCOMING LEGISLATIVE ISSUES .
