02/19/2019 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, FEBRUARY 19, 2019 The City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, February 19, 2019 in Room 315, Council Chambers, City County Building, 451 South State. The following Council Members were present: James Rogers Amy Fowler Chris Wharton Erin Mendenhall Charlie Luke Andrew Johnston Ana Valdemoros Cindy Gust-Jenson, Council Executive Director; David Litvack, Mayor' s Deputy Chief of Staff; Margaret Plane, City Attorney; and DeeDee Robinson, Deputy City Recorder were present. Councilmember Luke presided at and Councilmember Fowler conducted the meeting. The meeting was called to order at 7 : 06 p .m. View Minutes (M 19-3) #4 . 7:08:39 PM Remarks from Councilmember Ana Valdemoros Councilmember Valdemoros expressed her gratitude and excitement for the opportunity to serve District 4 . #5. 7:14:14 PM Recognition for outgoing City Attorney Margaret Plane The Council expressed their appreciation to Margaret Plane for her contributions to the Council and leadership as City Attorney and presented her with a gift. PUBLIC HEARINGS #1 . 7:35:03 PM Accept public comment and consider adopting an ordinance amending the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2018-19. Budget amendments 19 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, FEBRUARY 19, 2019 happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. The proposed amendment includes funding to purchase property near the Regional Athletic Complex, among other changes. Accept public comment regarding Grant Application: Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation Fix the Bricks Grant, requesting funding for the Fix the Bricks Pre-Disaster Mitigation Grant Program which allows seismic improvements to be made to roofs and chimneys. Homeowners would contribute 25% of the cost of improvements. View Attachments #3 . Accept public comment regarding Grant Application: FEMA, Utah State Department of Emergency Services, Wingpointe Surplus Levee Pre- Disaster Mitigation Advance Assistance Grant, requesting to fund the hiring of an engineering consultant to create a design for the redesign of the Surplus Canal Levee at Wingpointe Golf Course. Accept public comment regarding Grant Application: Bureau of Emergency Medical Services (BEMS) Grant, Utah Department of Health, requesting to fund the purchase of medical supplies for the Salt Lake City Fire Department. This is an annual grant award based on per capita of population served. The City anticipates to receive between $5, 000 and $7, 000. View Attachments #5 . Accept public comment regarding Grant Application: National Trust Preservation Fund 2019 Grant - Historic Window Repair and Energy Efficiency Workshop, requesting to fund the costs of a workshop in June 2019. The workshop aims to provide information to property owners about historic windows, energy efficiency for historic homes, and stewardship of historic buildings by contractors. View Attachments #6 . Accept public comment regarding Grant Application: Andeavor Foundation Event Sponsorship Grant - Environment Workshops, requesting to fund the costs of marketing efforts for the Breathe Clean Festival in 2018, and the Environment + You Festival in 2019. (B 19-3) POTENTIAL ACTION ITEMS #1 . 7:36:24 PM Consider adopting a resolution approving an Interlocal Cooperation Agreement between Salt Lake City Corporation and Utah Transit Authority providing for transfer of City funds for implementation of the Transit Master Plan and Initial Mobilization Funding. The agreement outlines areas of responsibility and cooperation between Salt Lake City and the Utah Transit Authority in the use of sales tax revenue for improved transit service in Salt Lake City. The revenue is part of the Funding Our Future initiative created to address transit options, improved streets, affordable housing, and public safety. Comments included unable to reach Airport, City Administrative Staff, or the Council regarding complaints, lack of accessible parking, excessive fees, unable to meet/greet clients, denied access to parking structure, violating Americans with Disabilities Act (ADA) , and Uber & Lyft not required to have Airport (ground transportation) badges . 19 - 3 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, FEBRUARY 19, 2019 Kevin Kellis submitted a comment card without any written comments and did not wish to speak when his name was called. UNFINISHED BUSINESS #1 . 7 :54 :46 PM Adopting an ordinance amending the zoning map pertaining to property located at 555 West 500 North from Special Development Pattern Residential District (SR-1A) to Transit Station Area District - Urban Center - Transition (TSA-UC-T) and Special Development Pattern Residential District (SR-3) , and to amend the zoning at 545 West 500 North from Special Development Pattern Residential District (SR-3) to Transit Station Area District - Urban Center - Transition (TSA-UC-T) pursuant to Petition No. PLNPCM2011-00203 . G-4 : Utah Department of Health, Bureau of Emergency Medical Services (EMS) Per Capita Allocation grant program recognizing grant funds to purchase 12 heart monitors to provide emergency medical services . 2 . G-6 : YWCA, United States Department of Justice, Office on Violence Against Women grant program recognizing grant funds for the hiring of a part-time victim advocate, and for overtime funding for domestic violence unit detectives to increase arrests for protective order violation warrants and felony domestic violence warrants . 3 . G-7 : Department of Workforce Services, Housing & Community Development Division, FY20 Homeless Shelter Cities Mitigation grant program recognizing grant funding to develop a Community Engagement Model for Salt Lake City Neighborhoods around the new homeless resource centers . (B 19-3) CONSENT 7 :5 6:2 9 PM 19 - 4 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, FEBRUARY 19, 2019 Councilmember Wharton moved and Councilmember Johnston seconded to approve the Consent Agenda, which motion carried, all members voted aye. #1 . Setting the date of Tuesday, March 26, 2019 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending various sections of the Salt Lake City Code pertaining to eleemosynary, residential support, group home, assisted living facility, and congregate care facility uses pursuant to Petition No. PLNPCM2016-00024 . The proposed ordinance would create a land use classification to address short-term housing for the terminally ill and seriously ill . The proposal includes reviewing compatibility concerns for how this land use, and others like it, would impact the adjacent residential neighborhoods, particularly the Institutional Zoning District. Related provisions of Title 21A Zoning may also be amended as part of this petition. View Attachments (P 19-1) #2 . Setting the date of Tuesday, March 26, 2019 at 7 : 00 p.m. to accept public comment and consider amending the zoning and future land use map for property located at 515 South 400 East pursuant to Petition Nos . PLNPCM2018-00642 and PLNPCM2018-00643 . The petitioner is requesting to change the future land use map for the property from "Residential/Office Mixed Use" to "High Mixed Use" and to change the zoning map from Residential Office (RO) to Residential/Mixed Use (R-MU) . The intent is to allow more flexibility to develop future multi-family residential, office or mixed-use development. A specific site development proposal has not been submitted with this request. The Planning Commission forwarded a negative recommendation, therefore an ordinance has not been drafted. If the Council decides to approve the zone change and master plan amendments, an ordinance would be drafted and considered for approval. View Attachments (P 19-2) #3. Setting the date of Tuesday, March 26, 2019 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending various sections of Title 21A of the Salt Lake City Code pertaining to regulation changes for Open Space and similar uses pursuant to Petition No. PLNPCM2010-00406 . The proposed amendments address issues related to development standards, definitions and sign regulations relating to parks, open space and public facility uses, among other changes. The overall purpose of the project is to ensure City regulations help various departments meet their service and program goals, and support best practices relating to open space, recreation and land management.
