02/03/2005 - Minutes (2) PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION THURSDAY, FEBRUARY 3 , 2005 The City Council of Salt Lake City, Utah met in Work Session on Thursday, February 3, 2005, at 5 : 30 p.m. in Room 326, Committee Room, City County Building, 451 South State Street. In Attendance : Council Members Carlton Christensen, Van Turner, Eric Jergensen, Nancy Saxton, Jill Remington Love, Dave Buhler, and Dale Lambert. Also In Attendance : Cindy Gust-Jenson, Executive Council Director; Gary Mumford, Executive Council Deputy Director/Senior Legislative Auditor; Mayor Ross C. "Rocky" Anderson; Sam Guevara, Mayor' s Chief of Staff; Rocky Fluhart, Management Services Chief Administrative Officer; Lehua Weaver, Council Constituent Liaison; Janice Jardine, Council Land Use Policy Analyst; Laurie Donnell, Budget Analyst; Deeda Seed, Mayor' s Communication Director; Kay Christensen, Budget Analyst; Steve Fawcett, Management Services Deputy Director; Chris Bramhall, Senior City Attorney; David Oka, Redevelopment Agency Executive Director; Dell Cook, Engineering Landscape and Architect Project Manager; Paul Swenson, Colonial Flag; and Scott Crandall, Deputy Recorder. Councilmember Lambert presided at and conducted the meeting. The meeting was called to order at 5 : 42 p.m. AGENDA ITEMS #1 . 5:42:47 PM RECEIVE A BRIEFING ON SPRING AIR INDUSTRIAL DEVELOPMENT BOND AGREEMENT. View Attachments Gary Mumford and Chris Bramhall briefed the Council with the attached handout. Councilmember Buhler said the original agreement said the number of employees would increase over a ten year period. He said he wanted information on current and future employment prior to final approval . The majority of the Council was in favor of the request. Councilmember Lambert said the item would be advanced. #2 . 5:52:37PM RECEIVE A BRIEFING REGARDING THE FLAG DESIGN CONTEST. View Attachments Sam Guevara, Deeda Seed, Mayor Anderson, and Paul Swenson briefed the Council with the attached handout. The majority of the Council was in favor of considering options for a new City flag including a modified design of the City logo. Council Members Christensen, Love and Turner were selected to work with the Administration. Council Members said six or seven options needed to be selected. Councilmember Lambert said a public process would be determined to gather input. Ms . View Attachments Dell Cook and Councilmember Jergensen briefed the Council with the attached handout . Councilmember Jergensen said the County would contribute an additional $100, 000 . The majority of the Council was in favor of advancing the proposal . Discussion was held on proposed language for Olympic plaques . Councilmember Turner said cost savings would occur if the same language was used for all council districts . Councilmember Buhler said he felt language needed to be amended to include Olympic and Paralympics volunteers . The Council was in favor of the suggestion. #4 . 7:08:14PM DISCUSS POTENTIAL BRIEFINGS FROM SELECTED DEPARTMENTS AND DIVISIONS . View Attachments Rocky Fluhart and Gary Mumford briefed the Council with the attached handout . The Council requested written/oral briefings from the following departments/divisions : Building/Licensing, Housing and Neighborhood Development, Planning, Transportation, Recorders, Treasurers, Environmental, Community Affairs, Parks, Streets, Urban Forestry, Youth/Family, and Enterprise Funds . #5 . REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING A REVIEW OF COUNCIL INFORMATION ITEMS AND ANNOUNCEMENTS . No discussion or announcements .
