02/05/2008 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, FEBRUARY 5, 2008 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, February 5, 2008 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State. The following Council Members were present: Carlton Christensen Van Turner Eric Jergensen Luke Garrott JT Martin Soren Simonsen Jill Remington-Love Cindy Gust-Jenson, Executive Council Director; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; Edwin Rutan, City Attorney and Beverly Jones, Deputy City Recorder, were present. Councilmember Turner presided at and conducted the meeting. #1 . 7:06:08PM The Council led the Pledge of Allegiance . #2 . 7:06:34 PM Councilmember Christensen moved and Councilmember Love seconded to approve the minutes for the Salt Lake City Council meeting held January 22 , 2008, which motion carried, all members voted aye . RE: 7:07:54 PM Accept public comment and consider adopting an ordinance enacting Chapter 2 . 92, Salt Lake City Code, relating to the creation of a Domestic Partnership Registry. View Attachments The following people spoke or submitted cards in support of the registry: Will Carlson; Michael Fife; Glenden Brown; Victor Saldivar and Jackie Biskupski . Councilmember Love moved and Councilmember Christensen seconded to close the public hearing, which motion carried, all members voted aye. Councilmember Love moved and Councilmember Simonsen seconded to adopt Ordinance 4 of 2008 enacting Chapter 2 . 92 of the Salt Lake City Code relating to the creation of a Domestic Partnership Registry and further move that the Council recommend that the Administration make the necessary changes to the existing Adult Designee ordinance, Section 2 .52, Salt Lake City Code, to be consistent with language in the Domestic Partnership Registry ordinance. Councilmember Love said the ordinance recognized that families did not come in just one package. She said it could be a mother/daughter, two longtime friends caring for each other or a gay couple. She said she supported the ordinance. Councilmember Simonsen said he had talked with someone about the need to extend health care coverage to people who did not currently have benefits . He said it was a significant step to try and close the gap on people who did not receive health care and other benefits from their employers because there were no mechanisms in place to allow that to happen. He said he supported the proposed ordinance . Councilmember Martin said Community Council Chairs in his district had contacted many of their members . He said feedback on the proposal overwhelmingly supported the ordinance . He said it was a proud day for the City and for him to be part of this important legislation. Councilmember Garrott said this was a strong statement supporting diversity of households living in the City. He said he supported the ordinance . Councilmember Jergensen said this ordinance was intended to provide employers with a mechanism by which they might be able to provide benefits to an adult designee . He said he supported the proposed ordinance . Councilmember Christensen said he supported the proposed ordinance . He said he did have concerns about whether this should be a function of local government . He said the City was creating a long term commitment for those who participated. He said it provided a vehicle for a broad group of people who might not have that option through other legal instruments . Councilmember Love thanked the Mayor for bringing the proposed ordinance forward and she said she also supported the ordinance . Councilmember Turner called for the question, which motion carried, all members voted aye . (0 08-2) 7:25:31 PM COMMENTS TO THE CITY COUNCIL Joel Briscoe, Chair of the East Central Community Council, said neighbors had called him because representatives of Rocky Mountain Power were knocking on their doors offering them compensation if Rocky Mountain could upgrade a 46, 000 volt power line to a 138, 000 volt power line . He said he was dismayed the Council would not consider funding to bury the lines . He said he wanted to see a beautiful downtown but he felt the soul of the City was its neighborhoods . 08 - 2 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, FEBRUARY 5, 2008 Tim Funk, Housing Authority, said he felt the City was selling off stand-alone public housing units . He said there were 311 housing units that were put up for sale or would be put up for sale. He said there had not been housing issues in the City in the last 20 years . He said this was one of the worst situations he had ever experienced. CONSENT AGENDA 7:31:50 PM Councilmember Jergensen moved and Councilmember Sorensen seconded to approve the Consent Agenda, which motion carried, all members voted aye . #1 . RE: Setting the date of March 18, 2008 at 7 : 00 p.m. to accept public comment and consider an appropriation resolution adopting the One-Year Action Plan for 34th Year Community Development Block Grant (CDBG) funding, Home Investment Partnerships Program (HOME) funding, American Dream Downpayment Initiative (ADDI) funding, Emergency Shelter Grant (ESG) funding and Housing Opportunities for Persons With AIDS, (HOPWA) funding, Fiscal Year 2008-09 and approving an interlocal cooperation agreement between Salt Lake City and the U.S. Department of Housing and Urban Development (HUD) .
