01/14/2020 - - Announcements City Council Announcements January 14, 2020 Information Needed by Council Staff 8:41:14 PM A. Council District Newsletters for Public Utilities Mailing 8:41:17 PM Each calendar year, the Public Utilities Department identifies certain months when Council Members can include Council District newsletters as an insert in residents' monthly utility bills. Each Council Member may opt to use the Public Utilities billing for outreach purposes once per calendar year. The advantage of sharing in the Public Utilities mailings is Council Members only pay for printing expenses out of their communication budget, saving on costs associated with postage. Due to limitations with mail sorting machines, only three Council District newsletters can be accommodated each month. ➢ The following months have been identified for the Council to include a newsletter insert. Please let staff know which month you would like to include a newsletter as part of the Public Utilities billing: Cindy Gust-Jenson, Council Executive Director, asked any Council Members who had not signed up to let Staff know which month they preferred. o April- Valdemoros o August—Dugan, Wharton o December-Fowler B. Review and Approval of 2018 Annual Calendar (attached) 8:42:52 PM The 2020 annual meeting calendar is attached. Each year, an annual calendar of the Council Meeting dates must be posted for the public on the state's website. The annual calendar is posted ahead of time, however times or meetings may change throughout the year as unexpected needs arise. The calendar was previously approved by the outgoing Council and needs to be approved by the incoming Council as well. ➢ Does the Council approve of the 2020 Annual Meeting Calendar? ➢ If Council Members identify any conflicts that may affect personal schedules,please let staff know. Councilmember Fowler requested to change the RDA meeting on September 8, 2020. She asked Staff to check with Danny Walz, RDA Chief Operating Officer, to see if another day would work (September 1st or 15th). C. Financial Disclosure (attached) 8:44:51 PM During January of each year, Council Members are given an annual reminder to submit financial disclosure form statement if the Council Member's position in his/her business entity has changed or if the value of such Council Member's interest in the entity has materially increased since the last disclosure (SLC Code 2.44.050). ➢ Please let staff know if you need the documents to update your disclosure forms. Ms. Gust-Jenson said any Financial Disclosures needed to be turned into the Recorder's office and signatures would need to be witnessed. D. Opening for Council Member on the Salt Lake County Council of Governments 8:45:19 PM Former Council Member Charlie Luke served on the Salt Lake County Council of Governments (COG). His seat on the Council of Governments is reserved for a Salt Lake City Council Member because the City is a city of the first class — a legislative term for cities with more than 1oo,000 residents. The Council of Governments is made up of the Mayors of each municipality in the County as well as a City Council representative from each of the cities of the first class. There are also two County Council members and the County mayor who are members of the COG. This group has historically been a group that dealt with issues that cross City boundaries, such as transportation,watershed, air quality, public safety, and other issues. Because of his service on the Council of Governments, Council Member Luke also served as the alternate to Mayor Jackie Biskupski on the Wasatch Front Regional Council when the Mayor could not attend the meetings. The Council of Governments meets the first Thursday of January,April,August, and November. The next meeting will be held January 16 from noon to 1:3o p.m. in the Salt Lake County Government Center located at 2001 S State Street, Suite Si-95o, which is the first floor of the South Building.A box lunch is available at 11:3o a.m. for COG members who want to socialize with their fellow elected officials. The January 16 meeting will focus largely on housekeeping and organizational items to prepare for the coming year, according to Emily Burch, from the Salt Lake County Regional Development Coordinator's Office. ➢ Is there any Council Member interested in serving on the Council of Governments? Councilmember Johnston volunteered to serve. There were no objects from Council Members. E. Openings for Council Members to Serve on Utah League of Cities (ULCT) Legislative Policy Committee (LPC) Meetings 8:47:23 PM The Committee meets each Monday at noon during the Legislative Session and typically meets once per month when the Legislature is not in in session. In September, the Committee meets at the ULCT Annual Conference. Committee Members vote on the Utah League of Cities& Towns Legislative Policy Committee. (All other City Council Members are non-voting members but are welcome to attend meetings.) ➢ The Council may decide two Council Members to sit on the Committee.Are any Council Members interested in serving? Councilmember Fowler stated she would like to stay on as a committee member. Councilmember Johnston agreed to stay as well. There were no objects from Council Members.
