01/02/2018 - Work Session - Announcements City Council Announcements January 2, 2018 Information Needed by Council Staff 6:04:44 PM A. Council District Newsletters for Public Utilities Mailing Each calendar year, the Public Utilities Department identifies certain months when Council Members can include Council District newsletters as an insert in residents' monthly utility bills. Each Council Member may opt to use the Public Utility billing for outreach purposes once per calendar year. The advantage of sharing in the Public Utilities mailings is Council Members only pay for printing expenses out of their communication budget, saving on costs associated with postage. Due to limitations with mail sorting machines, only three Council District newsletters can be accommodated each month. ➢ The following months have been identified for the Council to include a newsletter insert. Please let staff know which month you would like to include a newsletter as part of the Public Utilities billing: o April o August o December Council Members requested the following months: • Councilmember Mendenhall—April • Councilmember Wharton -April • Councilmember Rogers -August • Councilmember Johnston -August • Councilmember Kitchen -December • Councilmember Luke -December • Councilmember Fowler -December B. Financial Disclosure (attached) During January of each year, Council Members are given an annual reminder to submit financial disclosure form statement if the Council Member's position in his/her business entity has changed or if the value of such Council Member's interest in the entity has materially increased since last disclosure (SLC Code 2.44.050). ➢ Please let staff know if you need the documents to update your disclosure forms. Cindi Gust-Jenson, Council Executive Director, said this was a reminder for the Financial Disclosure form which needs to be current(annually) and filed with the City Recorder's office. C. Review and Approval of 2018 Annual Calendar (attached) The 2018 annual meeting calendar is attached. Each year, an annual calendar of the Council Meeting dates must be posted for the public on the state's website. The annual calendar is posted ahead of time,however times or meetings may change throughout the year as unexpected needs arise. The calendar was previously approved by the outgoing Council, and needs to be approved by the incoming Council as well. Below is a list of general questions for the months where holidays or a conference may pose options for the Council meeting dates. If Council Members identify any conflicts that may affect personal schedules, please let staff know. Ms. Gust-Jenson said once the annual calendar was adopted meetings could be added or changed as needed. General Questions/Double Checking: January: • Typically, the Council holds a Workshop or Retreat toward the beginning of the year, and sometimes again in the fall. o Would the Council like to add a placeholder(s)for a Council Workshop? o Would the Council like the workshop date to be an additional meeting or in place of a regular Council meeting? • Reminder/ FYI: The Mayor's State of the City address is generally held the end of January. (The last two years, the Mayor chose the last Tuesday of January off-site from the City&County building as the location for her State of the City address. If the Mayor elects to hold it during a Council Meeting, it has typically been placed during Opening Ceremonies at the last meeting of January.) Council Members asked if there was a date/place scheduled for the Mayor's State of the City address and for the Mayor's availability to attend the Council Workshop on a Tuesday in late January. David Litvack, Mayor's Deputy Chief of Staff, indicated the Mayor's State of the City address was scheduled for Wednesday,January 31, 2018. March: • In March, the annually scheduled NLC Conference in D.C. from March ii through March 14 conflicts with the Tuesday, March 13th RDA/Council Work Session meeting. o Does the Council want to adjust the schedule to accommodate the NLC conference? Please note: o U of U Spring Break is March 18-25 o SLC School District Spring Break is March 26 — March 3o Ms. Gust-Jenson stated there was no meeting scheduled on March 13. April: • There are three annual approved Council travel options in April. At least one may conflict with the third Council meeting date due to Council Members and/or Staff more than likely having to fly out the day or night before. o Does the Council want to adjust the schedule to accommodate the Downtown Alliance trip? Ms. Gust-Jenson said more information should be distributed to the Council before making any changes to the schedule. July and August: • In July and August, the Council typically only schedules two meetings each month to accommodate summer schedules. o Does the Council want to adjust the meeting dates to avoid July 4th week? • In past years, the Council chose not to hold a Council meeting on the first Tuesday in August due to Night Out Against Crime. In the past two years, that schedule has become more sporadic with Community groups. Does the Council wish to revisit this as a Council meeting date? The Council did not wish to choose a date at this time. September: • Typically Utah League of Cities and Towns annually scheduled conference in Salt Lake City the third week of September but does not conflict with a Council meeting. November: • Typically in November, the Council has chosen to avoid the first Tuesday as Election Day. • Does the Council approve having only two meetings so that the schedule does not conflict with Thanksgiving holiday? There were no objections to having only two meetings in November. The Council choose to hold the second meeting on November 27 rather than November 20.
