TUESDAY, JANUARY 22 , 2019
The City Council met in Work Session on Tuesday January 22, 2019,
in Room 326, Committee Room, City County Building, 451 South State
Street.
In Attendance: Council Members Andrew Johnston, Amy Fowler, Chris
Wharton, Erin Mendenhall, Charlie Luke, and James Rogers .

Councilmember Luke presided at and conducted the meeting.
The meeting was called to order at 2 : 11 p .m.
AGENDA ITEMS
#1 . 2:11:27PM BRIEFING REGARDING AN ORDINANCE TO AMEND THE SALT
LAKE CITY IMPACT FEE ORDINANCE (CHAPTER 18 . 98) . During the 2017
and 2018 Utah Legislative Sessions, State Statute Chapter 36a,
which governs impact fees, was amended. To comply with the current
State law, Salt Lake City Code must be amended. The proposal
changes the time frame during which fee payers can file challenges
and the process for refunding impact fees. View Attachments
Benjamin Luedtke and Melissa Jensen briefed the Council with
attachments . Mr. Luedtke reviewed the proposed amendments to the
City' s Impact Fee Ordinance necessary to comply with current State
law. He said the primary changes were the refund of an Impact Fee,
City requirement to place refunds on a website in a conspicuous

place, and extension of the challenge window.
#2 . 2:14:02PM BRIEFING REGARDING AN ANNUAL REPORT SUMMARIZING
THE CITY'S EMERGENCY MANAGEMENT PROGRAMS AND CURRENT EFFORTS . View

Eric Witt and Kenya Rene briefed the Council with attachments .
Mr. Witt provided a summary of the Salt Lake City Emergency
Management update. Comments included: Staff duties, Community
Emergency Response Team (CERT) training, volunteer plan for
disasters, Fix-the-Bricks Program, full-scale/functional exercise
conducted, Emergency Operations Plan (EOP) review/update, and
Joint Information Center (JIC) .
Discussion was held regarding Fix-The-Bricks cost split,
business potential for Fix-the-Brick Program, working jointly with
the University of Utah in emergency situations, and Emergency
Management social media.
Council Members requested the following item from Staff:
• Provide a map of the five branches/areas (in the Earthquake
Plan) the City was divided into for emergency management.
Note: A recess was taken at 2 : 26 p.m. to break and move to
the Council Chambers (Room 315) to hold Council District Four
vacancy interviews . The Work Session meeting reconvened at 3 : 04
p.m.
#3 . 3:04:40PM INTERVIEW RAYMOND SCHELBLE PRIOR TO CONSIDERING
HIS APPOINTMENT TO THE CITIZENS' COMPENSATION ADVISORY COMMITTEE
(CCAC) FOR A TERM EXTENDING THROUGH JANUARY 22 , 2023 .
Councilmember Luke said Mr. Schelble' s name was on the
Consent Agenda for formal consideration.

DISTRICT FOUR SEAT. EACH APPLICANT WILL HAVE UP TO FIVE MINUTES TO
SPEAK TO THE COUNCIL ON TOPICS OF THEIR CHOICE . View Attachments
Councilmember Luke thanked the applicants for putting their
names forward, being present, and following the submission
requirements . He reviewed/explained the verbal
presentation/selection process . He said once all applicants had

spoken, the Council would break, consider the comments, go through
all of the names, sort the candidates into a group of up to four
remaining candidates, and consider selecting a candidate or
narrowing the applicant list for a second round of interviews . He
said the sorting process would be done publicly, after the break
when the Work Session reconvened. Discussion followed regarding
the selection process . Councilmember Luke said applicants would
speak in random order as their names were drawn.
The following applicants for the vacant Council District Four
seat were given five minutes to provide a verbal presentation on
topics of their choice to the Council :
3:22:03PM Kyle R. Deans spoke about the walkability of downtown
(from a planning perspective) , key benefits of walkability,
available amenities, traffic calming devices, visually narrowing
the streets, and concern with building heights in Dl/D3/D4 zoning
districts .
3:26:58PM Sasha Luks-Morgan spoke about looking at the many
problems facing the City from a public health and scientific
perspective, Council empowerment, increasing street lights
(specifically in the downtown areas) , and improving air quality.
3:31:48PM Miles Petty spoke about recurring car vandalism,
previously running for Council, projects he wanted to pursue (new
street cars, more bike lanes, etc. ) , eroding sewers,
potholes/divots, homelessness, and working on the east/west
division of the City by Interstate 15 .
3:35:10 PM Numeriano Rio Domingo was not present when his name
was called.
3:35:20PM Michael Iverson spoke about growing up in District
Four, unaffordability of living downtown, affordable housing
shortage (wait list) , neighborhood walkability, resident issues in
District Four, serving on the Human Rights Commission, addressing
controversy, and knowledge (specifically the past year) of all
City Council business . Letter of Recommendation
3:40:38PM Breanne Miller spoke about her circumstances growing-
up, finding a community in Salt Lake City and becoming involved,
staying true to the commitment of public service, support of
family/opportunities of the community, experience gained from
community service, conscious commitment of the City to protect the

minority (including the homeless) , and representing the district.
3:46:04PM Katrina (Katy) Sine spoke about being born and raised
in the Avenues, founding the Motion Picture Association of Utah,
being inspired by other applicants, thoughts on public service,
good public policy, issues needing to be addressed, importance of
clean air, and benefits of individual well-being.
3:51:40PM Paul Ballieu spoke about moving to Utah, finding a
home in Salt Lake City, District Four improvement in safety/crime
rates, breaking the cycle of homelessness, facing major
challenges, successful Winter Olympic bid, essential elements for
success, transition towards renewable forms of energy, working
with complexity on a daily basis, essential job qualities,
importance of representing the diversity of the population, and
becoming an American Citizen.
3:56:24 PM Scott Lyttle spoke about uniform issues in the
City/District Four, personal history, professional background
(non-profit management) , understanding legislative process,
creating/passing bike friendly legislation, following the City' s
budget process, establishing a small business/investing daily in
the fabric of what made Salt Lake City great, and importance of
diverse thinking. Applicant Handout
4:01:32PM Ryan James Parker spoke about honor, misunderstanding
a community, working at the Road Home Emergency Shelter, witnessing
the fallout of re-evaluating homeless resource centers, reasons
for running for City Council, homeless seeking quality of
opportunity not equality of outcome, and building affordable
housing.
4:06:21PM Analia F. Valdemoros spoke about her desire to serve
on the Council, work history with Salt Lake City, projected
involvement, success of watching projects become realities,
working for a non-profit community development organization,
working in the private sector, businesses started/operating in
Salt Lake City, heritage and life experience, and opportunities in
Salt Lake City to succeed. Letters of Recommendation
4:10:43PM Jen Colby spoke about the gratification of seeing so
many applicants, qualifications of talent and time to give,
dedication to public/community service, experience in the
hospitality/tourism sector, life lessons learned, civic and
political participation, understanding roles/responsibilities of

the Council, appreciation for the work/contribution of the Council
and departmental staff, shared priorities, balancing redevelopment
with preservation, crucial concerns, and addressing homelessness
and air quality.
4:15:56PM Renya Nelson spoke about returning to Salt Lake City,
settling her business/living in District Four, introduction and
implementation of a mural project in the Granary District, serving
on the Granary District Alliance Board, experience as a business
owner, dedication to community, accomplishments/accreditations,
focusing on tourism, and passion for the City.
4:20:55PM Adam Tageldin spoke about being an entrepreneur,
experience/accomplishments, air quality, affordable housing,
transit/infrastructure, working to get the community together as
a whole, and commitment and dedication.
4:26:00 PM Trey Hansen spoke about sympathy for the young,
effects of student debt crisis/policies adversely affecting the
environment/imbalanced representation in congress/state
houses/local bodies, District Four being a millennial district,
District Four statistics, experience/accomplishments, issues
facing the City/District, and being representative of the average
District Four resident.
4:30:55 PM Dennis Reed Hanks said he was a retired engineer
living at the Gateway. He said he was interested in three things :
(particularly) affordable housing, mass transit, and making
downtown more pedestrian friendly.
4:31:30PM Thomas Rodda Green Jr. was not present when his name
was called.
4:31:44PM Bernard J. Hart spoke about working in the community
(the homeless community) , not enough representation from the
homeless community, paying attention to the process/transition
from the Road Home to the new shelters, people problems, and
looking for creative/innovative ideas .
4:35:44 PM Igor Andre Yvon Antoine Limansky spoke about
experience with grass roots organizations and civic engagement,
working for non-profit organizations and political campaigns,
getting those who were most affected by an issue to participate in
the solution, homelessness, air quality, collaborative engagement,
qualifications/experience to be a Councilmember, and creating a

sense of self-ethicality and shared values in the community.
4:39:31 PM Leo Rodgers spoke about moving to/finding belonging
in Salt Lake City, being an urbanist, feeling the housing crisis,
making the City more inviting for those who wished to move here,
routinely pushing aside the west side of the City in favor of the
east side, equal pay, prevalence of homelessness and sparse
resources, Olympics returning to Salt Lake City, and
qualifications/experience to be a Councilmember.
Councilmember Luke thanked the applicants and reviewed the
next steps of the selection process . Further discussion was held
regarding the selection process .
Note: A recess was taken at 4 : 47 p.m. to break for dinner and
allow Council Members time for a final review of applicants . The
work session meeting reconvened at 6 : 34 p.m.
#6 . 6:34:15 PM FOLLOW-UP DISCUSSION REGARDING THE COUNCIL
DISTRICT FOUR VACANCY. Following applicant presentations, the
Council may select an applicant to fill the vacancy or narrow the
applicant list for a second round of interviews. Follow-up
interviews could be held at this meeting or at a future Council
meeting no later than January 31, 2019.
Councilmember Luke reiterated the steps following the
interview process . He said each Councilmember would have up to
four votes (in no particular order/ranking) and upon completion of
the ballots, Council Staff would tabulate the votes . He said there
would be two options : select a candidate to fill the vacancy or
narrow the applicant list for a second round of interviews . The
ballots were then passed out to Council Members for voting and
gathered by Council Staff.
Cindi Mansell, City Recorder, read the Voting Ballots into
the record. Votes were tabulated by Council Staff and the following
top four candidates were announced with the number of votes
received as follows :
• Analia F. Valdemoros - 6
• Breanne Miller - 5
• Ryan James Parker - 4
• Michael Iverson - 3
Council Members discussed the process/options to select a

candidate .
A 2-4 Straw Poll was conducted and failed to delay the
selection process until the next meeting, firm up what the process
would look like as quickly as possible (for the benefit of the
Council and applicants) , and hold the final vote next week.
Council Members Johnston and Wharton were in support; Council
Members Rogers, Mendenhall, Fowler, and Luke were opposed.
A unanimous Straw poll was conducted and passed to appoint
Analia F. Valdemoros to fill the vacant District Four Councilmember
position for the remainder of the term.
Councilmember Luke stated the appointment of Analia F.
Valdemoros to fill the vacant District Four Councilmember seat
would be made during the formal meeting.

REVIEW OF COUNCIL INFORMATION ITEMS AND ANNOUNCEMENTS . The Council
