01/08/2008 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, JANUARY 8, 2008 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, January 8, 2008 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State. The following Council Members were present: Carlton Christensen Van Turner Eric Jergensen Luke Garrott JT Martin Soren Simonsen Jill Remington-Love Cindy Gust-Jenson, Executive Council Director; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; Edwin Rutan, City Attorney and Beverly Jones, Deputy City Recorder, were present. Councilmember Turner presided at and conducted the meeting. #1. The Council led the Pledge of Allegiance. 7:01:54PM #2 . 7:02:23 PM Councilmember Jergensen moved and Councilmember Christensen seconded to approve the minutes for the Salt Lake City Council meeting held December 11 , 2007, which motion carried, all members voted aye . View Attachments COMMENTS TO THE MAYOR FROM THE CITY COUNCIL 7:21:16 PM Councilmember Simonsen said he wanted to welcome the Mayor and the new Council Members . He said he looked forward to working with them. Councilmember Christensen thanked Mayor Becker for coming to the ribbon cutting grand opening at Rose Park Elementary School . Mayor Becker said he looked forward to spending many evenings with the Council . He said they had a wonderful experience at Rose Park Elementary where a new community center was opened. COMMENTS TO THE CITY COUNCIL 7:03:18 PM Douglas Cotant said he wanted the City Council to strengthen the "No Smoking" ordinance . Ron Woodhead, Edmund C. "Ted" Evans and Scott MacCagno spoke in opposition of the riparian ordinance . Peter Onvoha gave the Council Members a handout. He spoke concerning ice cream ordinance fees . Cindy Cromer said conditional uses did not go away and were more permanent than zoning. She said conditional uses usually replaced housing. She said they did not need lawyers' offices in homes they needed family in homes . John Tanner, from Congressman Bishop' s Salt Lake Office, said on behalf of Congressman Bishop he wanted to welcome the Mayor and the two new Council Members . He also congratulated Councilmember Turner for his reelection. He said their office looked forward to working with them. Jim Garside said the greater good was for the City and not the State to break the water monopoly. The following people submitted a card on the proposed riparian ordinance but did not wish to speak: Christell Farnsworth and Susan Webster. UNFINISHED BUSINESS #1 . RE: 7:23:46 PM Adopting a motion ratifying the election of Chairperson and Vice-Chairperson of the Salt Lake City Council for the calendar year 2008 . Councilmember Simonsen moved and Councilmember Jergensen seconded to adopt a motion ratifying the election of Chairperson and Vice- Chairperson, which motion carried, all members voted aye . (G 08-2) #2 . RE: 7:24:32 PM Setting the protest hearing date of March 4 , 2008 at 7 : 00 p.m. to consider adopting a resolution for the California Avenue reconstruction, 4800 West to 5600 West, Special Assessment Area, Job No. 103006; (a) to finance the cost of certain infrastructure improvements consisting of the reconstruction of roadway pavement, installation of concrete curbs, sidewalks, and street lighting and all other miscellaneous work necessary to complete the improvements in a proper and workmanlike manner; (b) to defray the cost and expenses of improvements by assessments to be levied against the properties benefited by such improvements; and (c) to provide Notice of Intention to designate assessment area to authorize such improvements and to fix a time and place for protest against such improvements or the designation of said assessment area; to declare its official intention to reimburse itself for expenditures paid by it prior to the sale of the bonds; and to authorize advertisement of construction bids and related matters . RE 7:25:05 PM Adopting an ordinance confirming the modified and equalized assessment lists and levying an assessment against certain properties in the Salt Lake City Sidewalk Replacement Special Improvement District, 2004/2005 FY, Job No. 102119 ("The District") for the purpose of paying a portion of the costs of the installation of concrete sidewalks, driveway aprons, curb, gutter and asphalt tie-ins, appurtenances and all other miscellaneous work necessary to complete the improvements in a proper workmanlike manner; establishing the effective date of this ordinance; and related matters . RE: 7:25:41 PM Approving the reappointment of Scott Daniel McCoy to the Police Civilian Review Board for a term extending through September 6, 2010 . Councilmember Christensen moved and Councilmember Simonsen seconded to approve the reappointment, which motion carried, all members voted aye . (I 08-1) CONSENT AGENDA 7:26:14 PM Councilmember Simonsen moved and Councilmember Love seconded to approve the Consent Agenda, which motion carried, all members voted aye. #1 . RE : Approving the appointment of Sheleigh A. Harding to the Historic Landmark Commission for a term extending through July 14, 2010 .
