Registration for National League of Cities Congressional City Conference The NLC Congressional City Conference will be hosted in Washington D.C. Sunday, March loth —Wednesday, March 13th. ➢ Because we are under a tight time frame to meet the registration, please let staff know if you would like to attend, as soon as you can. No discussion was held. C. Council District Newsletters for Public Utilities Mailing Each calendar year, the Public Utilities Department identifies certain months when Council Members can include Council District newsletters as an insert in residents' monthly utility bills. Each Council Member may opt to use the Public Utility billing for outreach purposes once per calendar year. The advantage of sharing in the Public Utilities mailings is Council Members only pay for printing expenses out of their communication budget, saving on costs associated with postage. Due to limitations with mail sorting machines, only three Council District newsletters can be accommodated each month. > The following months have been identified for the Council to include a newsletter insert. Please let staff know which month you would like to include a newsletter as part of the Public Utilities billing: o April o August o December • Councilmember Luke requested to be included in December's newsletter. • Council Members Mendenhall and Johnston requested to be included in April's newsletter. • Council Members Wharton and Fowler requested to be included in August's newsletter. • Councilmember Rogers said any time frame would work for him. • All Council Members were in agreement that the replacement for District 4 should be included in April's newsletter. D. Financial Disclosure (attached) During January of each year, Council Members are given an annual reminder to submit financial disclosure form statement if the Council Member's position in his/her business entity has changed or if the value of such Council Member's interest in the entity has materially increased since last disclosure (SLC Code 2.44.O5o). > Please let staff know if you need the documents to update your disclosure forms. Councilmember Mendenhall asked if nothing has changed, if a new form would be required. Cindy Gust-Jenson, Council Executive Director, said that a new form would not be required if nothing has changed, and this was confirmed with Margaret Plane, City Attorney. (NEW) For Your Information A. Committee of the Whole (COW) Seating Lottery At the beginning of each calendar year, the Council goes through a seating lottery to determine where one will sit for the remainder of the Work Session Council meetings. At the start of next week's work session (Tuesday, January 15), Staff will have numbers 1-6 printed and placed in a basket (minus District 4) for the seating lottery. The seating lottery will be done for both the RDA Board and the Council Members. The person who draws the number one (1) will go first in deciding where they would like to sit in the COW. No discussion was held. ➢ Please turn over For Your Information (continued) B. Citizen Compensation Advisory Committee (CCAC) Three applications were received for the one Council-appointed vacancy on the CCAC. Ideally, the vacancy would be filled by early/mid-January so the CCAC has full membership to review the public safety compensation study conducted every three years and participate in writing the annual compensation report to the Mayor and Council. Staff emailed the CCAC applications to Council Members and would appreciate direction on if Council Members want to arrange small group meetings with the applicants before the January vote. No discussion was held. C. Legislative Breakfast 2019 The 2019 Legislative Breakfast will be held on Wednesday, January 9th at 7:3o a.m. at the Tracy Aviary. Councilmember Mendenhall requested a calendar for upcoming conference options. Ms. Gust- Jenson said a calendar would be available and Council Staff will follow up.
