01/08/2019 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, JANUARY 8 , 2019 The City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, January 8, 2019 in Room 315, Council Chambers, City County Building, 451 South State . The following Council Members were present: Andrew Johnston James Rogers Amy Fowler Erin Mendenhall Charlie Luke Chris Wharton Jennifer Bruno, Council Deputy Executive Director; Patrick Leary, Mayor' s Chief of Staff; Margaret Plane, City Attorney; and Kory Solorio, Assistant City Recorder were present. Councilmember Mendenhall presided at and conducted the meeting. The meeting was called to order at 7 : 03 p.m. OPENING CEREMONY #1 . 7:03:17 PM The Pledge of Allegiance . #2 . 7:03:37 PM Welcome/Review of Standards of Conduct. #3. 7:05:21 PM Councilmember Luke moved and Councilmember Rogers seconded to approve the Work Session meeting minutes of Tuesday, November 13, 2018; Tuesday, November 27, 2018; Tuesday, December 4 , 2018; and Tuesday, December 11, 2018; and the Formal Meeting minutes for Tuesday, November 27, 2018; Tuesday, December 4, 2018; Tuesday, December 11, 2018 and Tuesday, December 18, 2018, which motion carried, all members voted aye . View Minutes (M 18-3) (M 18-4) COMMENTS TO THE CITY COUNCIL 7 :06:16 PM Bernie Hart spoke about homelessness . Comments included: increased homeless population in other Council Districts/neighborhoods, effect of homeless programs not being able to meet the needs of the homeless (due to forced relocation) , and seeing the City take a leadership role in understanding and working with the street community. View Comments Dahveed Lahrda spoke about people in the City not knowing Council Members, unaffordability to live in the City, catering to certain demographics, and people with high paying jobs putting in the most complaints against homeless people . NEW BUSINESS 19 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, JANUARY 8 , 2019 #1 . 7 :11 :26 PM Adopting a motion ratifying the election of Chair and Vice-Chair of the Salt Lake City Council for calendar year 2019 . Councilmember Fowler moved and Councilmember Johnston seconded to approve the nomination of Charlie Luke as Council Chair and James Rogers as Council Vice-Chair for 2019, which motion carried, all members voted aye . (G 19-1) CONSENT 7 :11:5 8 PM Councilmember Luke moved and Councilmember Wharton seconded to approve the Consent Agenda, with the exception of Item 2 (appointment of Cynthia Chen to the Arts Council Board) , which motion carried, all members voted aye . #1 . Setting the date of Tuesday, January 22, 2019 at 7 : 00 p.m. to accept public comment on a proposal from the Utah Open Lands Conservation Association to name a small section of Hidden Hollow Natural Area "Ty' s Garden" after the late Dr. Ty Harrison, a former professor at Westminster College. Dr. Harrison worked to establish a riparian forest enhancement project in the easternmost area of Hidden Hollow. View Attachments (R 19-4) #2 . Item Pulled.
