TUESDAY, JULY 1, 2008
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, July 1, 2008 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State.
The following Council Members were present:
Van Turner Jill Remington Love Soren Simonsen
Luke Garrott Eric Jergensen JT Martin
The following Councilmember was absent:
Carlton Christensen
Cindy Gust-Jenson, Executive Council Director; David Everitt,
Mayor' s Chief of Staff; Edwin Rutan, City Attorney; and Beverly Jones,
Deputy City Recorder, were present.
Councilmember Love presided at and Councilmember Simonsen
conducted the meeting.
#1 . 7:10:49PM The Council led the Pledge of Allegiance .
#2 . 7:11:17 PM Councilmember Turner moved and Councilmember Love
seconded to approve the minutes for the Salt Lake City Council meeting
held June 17, 2008, which motion carried, all members present voted aye
except Councilmember Garrott who was absent for the vote .

#1 . 7:12:46PM RE: Accept public comment and consider adopting an
ordinance amending Section 21A. 62 . 040, Salt Lake City Code, pertaining
to Zoning Code Definitions and Sections 21A. 44 . 010, 21A. 44 . 020,
21A. 44 . 030 and 21A. 44 . 060, Salt Lake City Code, pertaining to off
street parking and loading requirements and amending Tables in Section
21A. 44 . 060E, pertaining to schedule of shared parking, Section

Councilmember JT Martin recused himself because his business could
be immediately impacted by the proposed ordinance .

The following people spoke or submitted hearing cards in support
of the parking ordinance : Betsy Burton; Jim Ack; Ellen Reddick, Vest
Pocket Coalition; Mary Corporon, Chair of the Business Advisory Board;
and Rinaldo Hunt.
Councilmember Love moved and Councilmember Turner seconded to
close the hearing and defer action to July 22 , 2008 .
Councilmember Love said she initiated this legislative action six
years ago because of the impact her neighborhood was feeling from new
businesses in the area of 15th and 15th, 13th South and 17th East and 9th
and 9th. She said it was a complicated issue. She said she hoped the
proposed ordinance would create some new tools .
Councilmember Simonsen called for the question, which motion
carried, all members present voted aye except Councilmember Martin who
was recused for the vote .

relating to permitted and conditional uses, conditional use standards

Councilmember Jergensen moved and Councilmember Garrott seconded
to close the public hearing and defer action to a later date, which
motion carried, all members present voted aye .

Councilmember Garrott moved and Councilmember Martin seconded to
close the hearing and defer action to July 22 , 2007 .
Councilmember Love said the Council had tried to incorporate
suggestions they had heard. She said there was still misinformation.
She said she could not vote for the proposed ordinance if she did not
feel they were doing the right thing for the right reasons .
Councilmember Turner said Council was listening to environmental
issues . He said he would vote against proceeding with this proposed
ordinance .
Councilmember Simonsen called for the question, which motion
carried, all members present voted aye except Councilmember Turner who
voted nay.

8:16:32PM QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL
Councilmember Garrott said the City' s conditional use revision was
contingent upon getting the neighborhood plans redone and impetus to
get those plans done was with the Council . David Everitt, Mayor' s
Chief of Staff, said the Mayor has been committed to that since the
beginning of his campaign. Councilmember Garrott said they had more
neighborhoods in the City than was currently acknowledged. He asked if
the Community Councils could be involved in this issue . Mr. Everitt
said he felt they were obligated to do that.
Councilmember Turner said they were excited about the 4th of July
celebration at Jordan Park. He said it was going to be a great
tradition. Mr. Everitt said they were looking forward to it as well .
Mr. Everitt said a good friend of Salt Lake City passed away
Sunday night. He said he wanted to acknowledge that the Mayor will
miss John Renteria and his contributions to the public.
8:19:55 PM COMMENTS TO THE CITY COUNCIL
Jim Garside spoke on Salt Lake City' s water monopoly. Douglas
Cotant asked if the format of the Agenda could be changed to have the
Citizens Comments scheduled before the public hearings .

public comment and consider adopting an ordinance amending the Master
Plan and Zoning Map by Capitol Hill Investments Partners for property
at 477 North 300 West requesting rezoning from Community Business (CB)
to Residential Mixed Use (RMU-45) and amending the Capitol Hill
Community Master Plan Future Land Use Map from General Commercial (GC)

Setting the date of July 2, 2008 at 7 : 00 p.m. to accept public
comment and consider adopting a joint resolution of the Salt Lake City
Council and Mayor adopting a locally preferred alternative for the Utah
Transit Authority to extend transit options within the Sugar House
Transit Corridor.
