In Attendance: Florence Bittner, Wayne Horrocks, Sydney Fonnesbeck, Alan

Ms. Kathryn Marshall, City Recorder, and "Doc" Kivett, Records Analyst,
outlined the various options for conducting the upcoming municipal elections
for Salt Lake City. Ms. Marshall said that four of the Council districts were
holding elections for Council Member seats and that the entire City was voting
on the Olympic Games Funding Resolution. She said that. the City had to decide
how many polling places to use for the primary elections and the combined
Council/referendum votes. She said that. the City had the ability t.o
consolidate the voting districts while the County was prohibited from doing
so. She said that combining the districts for some elections and not for
others causes a lot, of confusion because people are asked t.o vote in a
different location for each election.
Council Member Tom Godfrey asked if the polling places would change between
the primary and general elections. Council Member Alan Hardman said that as
he understood it, one half of the polling places would change if the City
consolidated the county districts for the primaries. Council Member Wayne
Horrocks said that after the last election he received a lots of calls from
people confused about where they should vote.
Ms. Marshall said that. the City would be running the elections county-wide and
that. the City would be paying the election costs. Ms. Cindy Gust-Jenson,
Executive Director, said that she understood the State would reimburse the
City for the difference in cost between paying for a four district Council
election, and the cost of conducting the city-wide referendum vote.
Doc Kivett reviewed the criteria for the polling places saying that the
polling location had to he accessible to the handicapped, but. did not have to
be located within the boundaries of the voting district_ He said that the
County voting districts did not. follow City Council district boundaries which
made it difficult to consolidate between County and City elections. Mr.
Hardman said he felt that keeping the polling locations consistent was the
most important thing.
Ms. Marshall then reviewed the costs related to the various election options,
as outlined in attachment #1. She reviewed the various options and related
costs saying that:. the City assumed that. the State would pay for the printing
and distribution of the ballots but that. the City would have to put the money
up front and have the State reimburse the City. Mr. Lee King, Council Staff
Budget. Analyst, said that $30,000 had been budgeted for the election and that.

the City would have to come up with $15,000 more to fund some of the elections
options.
Mr. Godfrey asked how the districts were combined. Ms. Marshall said that the
County was allowed to put the polling places for two districts in one building
with a separate set of election judges for each district_ She said that the
City was allowed to use one set of judges for two districts in one building.
Ms. Gust-Jenson reviewed her memo to the Council (attachment #2) summarizing
the options for the Council, She said that Option A put the City, County and
State elections in different. locations, Option B was the most consistent and
Option C cost the most money but. was the closest. Lo the County polling places.
Doc Kivett passed out maps of the Council districts with the polling places
indicated. He then explained to the Council why the polling places were in
the indicated locations and answered questions from the Council about district
boundaries, locations and various consolidation options,
The Council indicated that they felt that the most important thing was to keep
the polling locations as consistent as possible in order to make voting easy
on the residents.
