The City Council of Salt Lake City, Utah, met on Tuesday, June 6, 2017
at 7 : 15 p.m. in Room 315, Council Chambers, City County Building, 451
South State .
The following Council Members were present:

Councilmember Penfold presided at and Councilmember Mendenhall

the implementation of the Mayor' s Recommended Budget for Salt Lake City,

George Chapman expressed concerns regarding sewer tax increases,
Public Utilities over-charging golf courses for water, addressing
watershed preservation by funding restrooms, and using street
maintenance funding for big street projects . He said he supported
additional funding for tree issues and requested funding be returned to
street maintenance .
Jim Espeland, Ray Wheeler, Michael Budig, Amy O'Conner, Kevin Edgar,
James Berensen, and Jim Webster spoke in opposition of subsidizing the
Golf Enterprise Fund. Comments included concerns regarding increased
sewer rates, funding for trees, street maintenance funding, support of
funding for the Library budget increase/Bonanza Flats/increased bicycle
lanes, increased support of the general public through tax payer funding,
increase of police presence on the streets, and concern with continual
open space rezoning. View Comments
Connie Modrow and Adam Stone spoke in favor of subsidizing the Golf
Enterprise fund. Other comments included support of the Library budget
increase, opposition of public utility rates increases, and making
streets safe for cyclists .
Donielle Ricci and Mimi Charles spoke in support of the Library
budget increase .
Cory Minson and Jolene Taft spoke in opposition of water rate
increases .
Jen Colby spoke in favor of utility rate tax increases . She also
expressed concerns regarding street maintenance and Golf Enterprise
funding.
Councilmember Penfold moved and Councilmember Adams seconded to
close the public hearing, which motion carried, all members voted aye.

#12 . 7:46:41 PM Accept public comment and consider adopting an
ordinance amending the Final Budget of Salt Lake City, including the
employment staffing document for FY 2016-17 . Budget amendments happen
several times each year to reflect adjustments to the City's budgets,
including proposed project additions and modifications. (Budget
Amendment No. 6) View Attachments
Councilmember Penfold moved and Councilmember Luke seconded to
close the public hearing and refer to June 13, 2017 for action, which
motion carried, all members voted aye .

#13. 7:47:17 PM Accept public comment and consider adopting an
ordinance amending the zoning of six parcels located at 527-559 East
2100 South Street from Community Business District (CB) to R-MU-35
Residential/Mixed Use District, and amending the Central Community
Master Plan Future Land Use Map pursuant to Petition Nos . PLNPCM2016-
00080 and PLNPCM2016-00081 . The proposed changes would allow the parcels
to be developed as a multi-unit, mixed use structure with height and
density greater than what is currently found on site. Although the
applicant has requested that the properties be zoned to R-MU-35
Residential/Mixed Use District, the Council may consider rezoning the
properties to a different zoning district with similar characteristics
(Petitioner-Myriad Capital) . View Attachments

close the public hearing and defer action to a future Council meeting,
which motion carried, all members voted aye .

POTENTIAL ACTION ITEMS
#1 . 7:48:44 PM Adopting an ordinance amending the zoning map
pertaining one parcel located at 1978 S West Temple to rezone a portion
of that parcel from RMF-35 Residential Multi-Family to General Commercial
(CG) , and amending the Central Community Master Plan Future Land Use Map
pursuant to Petition Nos . PLNPCM2016-00935 and PLNPCM2016-00936 . The
proposed changes would allow Okland Construction, which owns the
property, to expand the existing office building and parking lot.
Although the applicant has requested that the properties be zoned to CG
General Commercial, the Council may consider rezoning the property to
another zoning district with similar characteristics (Petitioner -

adopt Ordinance 23 of 2017 amending the zoning map for one parcel located
at 1978 South West Temple from RMF-35 to CG and amending the Central

Community Master Plan Future Land Use Map, which motion carried, all
members voted aye .

#2 . 7:49:26 PM Adopting an ordinance amending the zoning map for
property located at 350 East 800 South Street from Low Density Multi-
Family Residential District (RMF-30) to Neighborhood Commercial District
(CN) , and amending the Central Community Master Plan Future Land Use Map
pursuant to Petition Nos . PLNPCM2016-00659 and PLNPCM2016-00660 . The
property has historically been used for commercial uses, and was
considered a non-conforming use. The last business license issued for
the property dates back to 2009, so the property is considered to have
abandoned its non-conforming use. The intent of the proposed rezone is
to re-establish a commercial use without being restricted by a
nonconforming classification. Although the applicant has requested that
the property be zoned Neighborhood Commercial District, the Council may
consider rezoning the property to a different zoning district with
similar characteristics (Petitioner-Suzanne Eaton) . View Attachments

adopt Ordinance 24 of 2017 amending the zoning map for the property
located at 350 East 800 South from RMF-30 to CN and amending the Central
Community Master Plan Future Land Use Map, which motion carried, all

#3 . 7:50:10 PM Adopting an ordinance amending various sections of
Salt Lake City Code pertaining to Transit Station Area (TSA) zoning
districts pursuant to Petition No. PLNPCM2016-00522 . Among other
changes, the proposal incentivizes affordable housing in TSAs, requires
uses on the ground floor of a building that encourage engagement with
pedestrians on the street, and requires building materials to be high-
quality and long-lasting, such as brick, stone and patterned concrete
(Petitioner - Salt Lake City Council) . View Attachments
Councilmember Penfold moved and Councilmember Kitchen seconded to
adopt Ordinance 25 of 2017 amending various sections of the Salt Lake
City Code pertaining to TSA zoning districts and further moved the
Council modify the land use table so breweries would be a conditional
use in all TSA UC and TSA UN Core and Transitional zoning districts .
Councilmember Penfold explained the new TSA zone proposal did not
allow breweries and it seemed reasonable to allow breweries as a
conditional use . He mentioned there was concern regarding brewery
size/impact to adjacent zones which would be addressed in the conditional
use process .

carried, all members voted aye .

COMMENTS TO THE CITY COUNCIL 7 :51:53 PM
George Chapman expressed concern regarding development of the
Airport TRAX line/passenger fees and having a transit rider advocate on
the (UTA) Utah Transit Authority Board.
Bernie Hart expressed concerns regarding Operation Diversion data
and suggested the Council review the data before making any budget
decisions . He suggested the Council increase funding to support Police
pay raises and homeless services .
Steve Hartneyk, Eric Philbrick (spoke for Michael Miller) , Jeff
Vankatwyk, Tiffany Sayes, Mike Ditolla, Chad Smith, Kim Herburg, Pete
Sauers, Murray Mullenax, Scott Hall, Jennifer Overman, Darren Sipes,
Tyler Tomlinson, Mike Boyd, Adam Stone, Joshua Harris, and Uppsen Downes
spoke in support of the Salt Lak City Police Department Union. Comments
included the impasse of the Salt Lake City Police Association and the
Mayor' s negotiation team regarding wage increases, consistently low
wages, concern with wage comparisons in the recent salary survey, effects
to recruitment from paying low wages, and unfair wage negotiations .
Travis Bird said he hoped to get a video with the Mayor
acknowledging a Utah Jazz player.
Murray Mullenax expressed disappointment with the $200, 000 funding
shortfall from the Regional Athletic Complex.
Laura Cushman spoke in support of greater emphasis on infrastructure
improvements to promote active transportation.
Mark Dee Whittaker spoke regarding environmental concerns and
suggested the City would save money by changing the way roads were
serviced and holding less events at the Library in order to reduce wear
and tear on the facility. He also expressed concern regarding the glass
Library building and potential dangers/effects of an earthquake .
James Berensen spoke regarding concerns with weather/temperature
predictions, equality of City events, and the way taxes were spent.
E. Ai Kalashnikov expressed concern with the Mayor' s office
regarding budgetary matters in relation to intersectionality
(particularly in the Rio Grande area) . He questioned why the City and
Salt Lake County could not agree on handling homeless issues .

George Pregman did not wish to speak but submitted a comment card
in support of the Salt Lake City Police Department Union.
Debbie Downs did not wish to speak but submitted a comment card in
support of the Library budget increase .
Veronica Montoya and Jeremy King submitted comment cards wishing to
speak but were not present when their names were called.
CONSENT
Councilmember Rogers moved and Councilmember Kitchen seconded to
adopt the Consent Agenda, which motion carried, all members voted aye.
#1 . Approving the appointment of Courtney Swedenburg to the
Community Development and Capital Improvements Program Advisory Board
(CDCIP) for a term extending through May 16, 2019 . View Attachments
