03/02/2004 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 2 , 2004 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, March 2, 2004, at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State, Salt Lake City, Utah. The following Council Members were present: Carlton Christensen Van Turner Nancy Saxton Jill Remington Love Eric Jergensen Dave Buhler Dale Lambert Mayor Ross "Rocky" Anderson; Cindy Gust-Jenson, Council Executive Director; Ed Rutan, City Attorney; and Chris Meeker, Chief Deputy City Recorder; were present. Councilmember Love presided at and conducted the meeting. OPENING CEREMONY #1. The Council led the Pledge of Allegiance. #2. Councilmember Turner moved and Councilmember Christensen seconded to approve the minutes of the City Council meeting held February 17, 2004, which motion carried, all members voted aye. PUBLIC HEARINGS #1. RE: Accept public comment regarding a request by George Mattena that the City close the alley located between 900 and 1000 West Streets and Folsm Avenue and 100 South Street to the general public. Pursuant to Petition NO. 400-05-17. View Attachment Councilmember Turner moved and Councilmember Christensen seconded to continue the public hearing to a future date, which motion carried, all members voted aye. (P 04-6) #2. RE: Accept public comment and consider adopting a resolution authorizing the execution by the City of a pledge and loan agreement and any other documents required in connection therewith; providing for the publication of a notice of pledge of excise tax revenues; providing for the running of a contest period; authorizing and approving the taking of all other actions necessary to the consummation of the transaction contemplated by the resolution; providing a severability clause; repealing resolution and orders in conflict; providing an effective date; and related matters. (UTOPIA) View Attachment Councilmember Saxton moved and Councilmember Turner seconded to close the public hearing, which motion carried, all members voted aye. Councilmember Christensen moved and Councilmember Turner seconded to defer the decision to a later meeting, which motion carried, all members voted aye. The following citizens spoke in favor of the UTOPIA resolution: Lyndon Ricks, Allen Cole, Troy Schene, Justin Carlton, Scott Beck, Michael Stransley, Ron Snarr, Kristin Hill, John Buttles, Arthur Brady, John Hanson, Karl Christensen for Ray Johnson, Ron Gunnell, Brian Watkins, Jeff Fox, Bart Barker, Hugh Matheson, Larry Campbell, Matthew Jolley, Calvin Tolman, Ted Wilson, Ward Spangenberg, Paul Hollingshead, Arthur Holman, Ben Gould, Kelley Phillipps, Mike Meredith, Cora Lingstuyl, and Pete Kruchenberg 04 - 1 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 2 , 2004 The following citizens spoke in opposition of the UTOPIA resolution: Sam Oliver, Kraig Kaizum, Jackie Lalor, Kent Anderson, Tim Roberts, Kelly Gattis, Vince Hancock, Michael Dalebout, Joleen Trujillo, Tim Cottle, Thomas Robson, and Chris Locallo, who did not speak. Councilmember Saxton said in the previous meeting she had tried to find an alternative option. She said the Mayor had not given an opinion which the Council needed to consider. She said from citizen comments she had many questions. She said she was also concerned with the Utah State Legislature's decision. She asked Council Members to consider some type of vote. She said a vote would anchor the Council's position and allow for standing with the Legislature. Councilmember Christensen said key information was needed before the final vote. Council Members Jergensen and Turner were in favor of the motion and agreed that more information was needed. (Q 04-4) COMMENTS #1. QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL. Councilmember Lambert asked Mayor Anderson if the Administration was interested in becoming a quality growth city. Mayor Anderson said he supported being a quality growth city. He said he hoped to help lead the effort. #2. COMMENTS TO THE CITY COUNCIL. The following citizens spoke regarding the Heath Cliff Trailer Court at 984 South 200 East which was scheduled to be destroyed: Frank Lupsa, Gary Sartain, and Douglas Cotant. Douglas Cotant also commented regarding the Utah Legislature. CONSENT AGENDA Councilmember Saxton moved and Councilmember Buhler seconded to adopt the Consent Agenda, which motion carried, all members voted aye. #1. RE: Setting the date of March 16, 2004 at 7:00 p.m. to accept public comment and consider adopting a resolution adopting the one-year action plan for 30th year Community Development Block Grant Funding (CDBG) , Home Investment Partnerships Program Funding (HOME) , Emergency Shelter Grant Funding (ESG) , and Housing Opportunities for Persons with AIDS funding (HOPWA) , and approving the interlocal cooperation agreement between Salt Lake city and the U. S. Department of Housing and Urban Development (HUD) . (T 04-1) #2. RE: RE: Setting the date of March 16, 2004 at 7 :00 p.m. to accept public comment and consider adopting an ordinance extending the corporate limits of Salt Lake City to include the Salt Lake City School District property, consisting of approximately 12.3 acres of land for the development of the Northwest Middle School located generally at the northwest corner of 1700 North and Redwood Road, pursuant to Petition No. 400- 03-24; amending the Master Plans; and amend the Salt Lake City Zoning Map to permit Public Land uses to zone the property upon annexation into the City.
