03/21/2017 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, MARCH 21 , 2017 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, March 21, 2017 at 7 : 02 p.m. in Room 315, Council Chambers, City County Building, 451 South State . The following Council Members were present: Charlie Luke Andrew Johnston James Rogers Erin Mendenhall Stan Penfold Derek Kitchen The following Councilmember was absent: Lisa Adams Cindy Gust-Jenson, Council Executive Director; Jennifer Bruno, Council Executive Deputy Director; Margaret Plane, City Attorney; Jacqueline Biskupski, Mayor; David Litvack, Mayor' s Deputy Chief of Staff; Nicole Smedley, Assistant City Recorder; and Scott Crandall, Deputy City Recorder; were present. Councilmember Penfold presided at and Councilmember Johnston conducted the meeting. OPENING CEREMONY #1. 7:02:21 PM Council led the Pledge of Allegiance . #2 . 7:02:48 PM Welcome/Review of Standards of Conduct. #3 . 7:04:24 PM Councilmember Rogers moved and Councilmember Mendenhall seconded to approve minutes of the formal meeting held Tuesday, March 7, 2017, which motion carried, all members present voted aye . View Minutes (M 17-3) #4 . 7:04:50 PM Consider adopting a Joint Resolution with Mayor Biskupski regarding Bonanza Flat, a 1,350-acre property located in the Wasatch Mountains that is critical to Salt Lake City' s watershed. The joint resolution states the City 's support for Park City, and Summit and Wasatch counties, which are working to preserve the property. Councilmember Penfold moved and Councilmember Mendenhall seconded to adopt Joint Resolution 6 of 2017, which motion carried, all members present voted aye. (R 17-1) 17 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, MARCH 21 , 2017 PUBLIC HEARINGS #1 . 7:09:34 PM Accept public comment regarding a grant request for technical assistance from Wasatch Front Regional Council for the Transportation Master Plan Update, which will include the Transit Master Plan, the Pedestrian and Bicycle Master Plan, and the Downtown and Sugar House Parking Study and recommendations . View Attachment Councilmember Rogers moved and Councilmember Luke seconded to close the public hearing and defer action to a future meeting, which motion carried, all members present voted aye. (B 17-4) COMMENTS TO THE CITY COUNCIL 7 :10:35 PM Jana Novakova spoke in favor of the Bonanza Flat Joint Resolution. She asked the Council what the public could do to help obtain additional funding for the proposal . Councilmember Johnston said Council Staff would work with Ms . Novakova following the meeting. Logan Tuura spoke about the importance of the Bonanza Flat proposal and said more work was needed to protect/preserve the property. Ameer Cornell spoke about the housing shortage along the Wasatch Front. He said zoning and ordinance regulations were too strict and the proposed Apartment Dwelling Unit (ADU) Ordinance needed to be adopted. Douglas Cotant spoke about allowing the homeless to vote on whether or not they wanted a homeless shelter. He said he was also thinking about running for Mayor. Rayn Parker said he was concerned about the lack of affordable housing in Salt Lake City and wanted to know who he could speak with. Councilmember Johnston asked the Administration/Housing and Neighborhood Development (HAND) to work with Mr. Parker. Stephanie Lietzke spoke in support of the Bonanza Flat proposal . She said the property contained a Girls Scout camp and was a vital recreation/environmental area. Angela York and Crystal Painter submitted hearing cards (written comments only) in support of Bonanza Flat. UNFINISHED BUSINESS 17 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, MARCH 21 , 2017 #1 . 7:22:25 PM Adopt a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County regarding the County providing election assistance services to the City for the 2017 Municipal Election. The elections will include a combination of physical vote center locations and vote-by-mail ballots. This is a standard process that takes place during municipal election years. (C 17-197) CONSENT 7:23:10 PM Councilmember Rogers moved and Councilmember Luke seconded to adopt the Consent Agenda, which motion carried, all members present voted aye. #1 . Setting the date of Tuesday, April 4, 2017 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending the budget for the Library Fund for Fiscal Year 2016-2017 . (Budget Amendment No . 1) View Attachment (B 17-6) #2 . Setting the date of Tuesday, April 4 , 2017 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending various sections of the Salt Lake City Code pertaining to TSA (Transit Station Area) zoning districts pursuant to Petition No. PLNPCM2016-00522 . Among other changes, the proposal incentivizes affordable housing in TSAs, requires uses on the ground floor of a building that encourage engagement with pedestrians on the street, and requires building materials to be high-quality and long-lasting, such as brick, stone and patterned concrete (Petitioner - Salt Lake City Council) .
