03/04/2008 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 4 , 2008 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, March 4, 2008, at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Van Turner Eric Jergensen Jill Remington Love JT Martin Luke Garrott Soren Simonsen Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; and Scott Crandall, Deputy City Recorder; were present. Councilmember Love presided at and Councilmember Jergensen conducted the meeting. OPENING CEREMONY #1 . 7:05:04 PM The Council led the Pledge of Allegiance . #2 . 7:05:31 PM Mayor Becker presented recommendations to the Council regarding the One-year action plan for CDBG, HOME, ADDI, ESG, AIDS HOPWA and interlocal cooperation agreement between Salt Lake City and the U. S . Department of Housing and Urban Development (HUD) . View Attachments Councilmember Martin asked for details on the $11, 000 proposed for American Dream. Mayor Becker said several families would benefit from the funding. LuAnn Clark, Housing and Neighborhood Development Director, said the funding was designed to help families fill the gap when they did not have enough money to make their down payment on a home . She said the program started with approximately $100, 000 but Congress continues to reduce the allocation every year. Councilmember Love said a public hearing was scheduled for March 18, 2008 which would provide an opportunity for applicants to make requests and comments to the Council . T 08-1 #3. 7:21:09 PM Councilmember Simonsen moved and Councilmember Turner seconded to approve the minutes of the Salt Lake City Council meeting held February 19, 2008, which motion carried, all members voted aye . (M 08-3) PUBLIC HEARINGS 08 - 24 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 4, 2008 #1. RE: 7:21:27 PM Accept public comment and hear public protest regarding a resolution to (a) finance the cost of certain infrastructure improvements consisting of the reconstruction of roadway pavement, installation of concrete curbs, sidewalks, and street lighting and all other miscellaneous work necessary to complete the improvements in a proper and workmanlike manner; (b) defray the cost and expenses of improvements by assessments to be levied against the properties benefited by such improvements; and (c) provide Notice of Intention to designate assessment area to authorize such improvements and to fix a time and place for protest against such improvements or the designation of said assessment area; to declare its official intention to reimburse itself for expenditures paid by it prior to the sale of the bonds; and to authorize advertisement of construction bids and related matters . (Q 08-1) QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7:22:17 PM Councilmember Simonsen spoke concerning the reorganization of the Planning Division. He said he felt this division had created challenges for many community members . He said the Council looked forward to receiving updates on the audit and to the Mayor' s leadership in restructuring the division. Mayor Becker said a lot of time and thought had gone into reviewing the organization and determining the best direction to take . He said while searching for a new director, he wanted to move forward with changes he felt needed to occur to provide services that City residents/businesses expected. Councilmember Martin congratulated the Mayor on the Broadway Theatre project. He said it was great that the Mayor' s brother could be involved in the process and looked forward to its success . Mayor Becker said his brother was putting a lot of thought and effort into the project. He said things were moving forward quickly and hoped to have something to report back to the Council soon. Councilmember Love thanked the Mayor for his personal involvement during the legislative session and felt the coordination/collaboration between the Council and Mayor was great. Mayor Becker thanked the Council and staff and thought the groundwork had been laid for better success in the future. 08 - 25 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 4, 2008 Councilmember Jergensen said he agreed this was a more collaborative/interactive session and thanked the Mayor. COMMENTS TO THE CITY COUNCIL 7:27:34 PM Douglas Cotant spoke concerning a legislative audit of the Utah Transit Authority in February. He said a copy was e-mailed to the City Council . Leo Childs and Chris Staser spoke concerning a proposal submitted to Congress entitled "Homeowners and Bank Protection Act" which would protect homeowners and banks from foreclosures/bankruptcy. Mr. Childs said he would send information to the Council . UNFINISHED BUSINESS #1 . RE: 7:36:34 PM Adopt an ordinance closing a portion of the southern half of South Temple between 750 West (I-15) and 900 West as a public street pursuant to Petition No. 400-07-10 .
