03/06/2007 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 6, 2007 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, March 6, 2007 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Van Turner Soren Simonsen Nancy Saxton Dave Buhler Eric Jergensen Jill Remington Love Gary Mumford, Deputy Council Director; Mayor Ross C. "Rocky" Anderson; Edwin Rutan, City Attorney; and Chris Meeker, Chief Deputy City Recorder; were present. Councilmember Turner presided at and Councilmember Christensen conducted the meeting. #1. 7:00:42PM The Council led the Pledge of Allegiance. #2 . 7:01:12 PM Councilmember Jergensen moved and Councilmember Simonsen seconded to approve the minutes of the Salt Lake City Council Meetings held February 15, 20 and 22, 2007, which motion carried, all members voted aye . (M 06-3) PUBLIC HEARINGS #1 . 7:01:39 PM Accept public comment and consider adopting resolutions initiating an eminent domain proceeding regarding properties affected by the planned installation of an instrument landing system at the Tooele Valley Airport. The following people spoke in opposition to the eminent domain proceeding: Ethel Walters, Dick Kunz Jr. , Neil Kunz and Dick Kunz . Councilmember Saxton moved and Councilmember Simonsen seconded to close the public hearing, which motion carried, all members voted aye. Councilmember Saxton moved and Councilmember Turner seconded to defer the motion until the March 13, 2007 City Council meeting to further discussion and come to an amicable agreement with property owners , which motion carried, all members voted aye . (R 07-5) View Attachments #2 . 7:17:25 PM Accept public comment and consider adopting a resolution regarding an honorary street name for 100 South between 200 West and 300 West to Japantown Street (Petition No. 400-06-39) . 07 - 26 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 6, 2007 The following people spoke in support of the honorary street name change : Reverend Luke Choi of the Japanese Church of Christ, Douglas Cotant, Jani Iwamoto, Raymond Uno. Taka Kida did not wish to speak. Councilmember Saxton moved and Councilmember Turner seconded to close the public hearing, which motion carried, all members voted aye. Councilmember Turner moved and Councilmember Saxton seconded to adopt Resolution 12 of 2007, which motion carried, all members voted aye . She asked the Mayor to thank John Naser and Stephanie Toombs for their work. 7:28:59PM COMMENTS TO THE CITY COUNCIL Francisca Blanc spoke in support of the non-discrimination ordinance . Douglas Cotant spoke regarding the eminent domain process . Keri Jones spoke in support of the non-discrimination ordinance . Linda Hilton spoke in support of the pay-day lending ordinance . UNFINISHED BUSINESS #1 . 7:33:44 PM Adopting a legislative action initiated by Councilmember Nancy Saxton directing the City Attorney' s Office, with the recommendation of the Planning Commission, to draft an ordinance regulating the location of payday lending check-cashing businesses and other land-use related items . Councilmember Saxton moved and Councilmember Jergensen seconded to adopt the legislative action, which motion carried, all members voted aye . He said this would comply with Federal law. Councilmember Saxton moved and Councilmember Jergensen seconded to adopt Ordinance 5 of 2007, which motion carried, all members voted aye except Councilmember Christensen who voted nay.
