TUESDAY, MAY 15 , 2018
The Board of Directors of the Redevelopment Agency (RDA) of Salt Lake
City, Utah, met on Tuesday, May 15, 2018 in Room 326, Committee Room,
City County Building, 451 South State .
In Attendance: Directors Derek Kitchen, James Rogers, Chris Wharton, Amy
Fowler, and Andrew Johnston.
Absent: Directors Erin Mendenhall and Charlie Luke.
Staff in Attendance: Cindy Gust-Jenson, Council Executive Director;
Jacqueline Biskupski, Mayor; Patrick Leary, Mayor' s Chief of Staff;
Margaret Plane, City Attorney; DeeDee Robinson, Deputy City Recorder;
and Kory Solorio, Assistant City Recorder.
Director Kitchen presided at and Director Fowler conducted the
meeting.
The meeting was called to order at 7 : 22 p.m.
A. REDEVELOPMENT AGENCY BUSINESS (RDA)
#1 . 7:23:02 PM Approval of Minutes. The Board will approve the
meeting minutes of Tuesday, March 20, 2018. View Minutes
Director Johnston moved and Director Kitchen seconded to approve
the minutes as proposed, which motion carried, all directors voted aye.

B. PUBLIC HEARINGS
#1 . 7:23:35 PM Resolution: Budget for the Redevelopment Agency of
Salt Lake City for Fiscal Year 2018-19 . The Board will accept public
comment and consider approving a resolution adopting the final budget
for the Redevelopment Agency of Salt Lake City, Utah for Fiscal Year
2018-19. View Attachments
George Chapman said Utah Law recently changed to allow expenditure
of RDA funds towards addressing homeless services . He expressed concern
the RDA had contributed limited funding to this cause, yet at the same
time RDA-owned properties had decreased $5 million in value because of
those same homeless issues . He encouraged the Board to properly spend
more funding towards this issue and said by doing so, the property values
would increase .
Bernie Hart said it was time to have a different dialogue about the
homeless issues and how funding was being spent with no success . He said
it was time for a different conversation about storage, housing, programs

and assistance because what had been done so far was not working. He
said funding, if not well directed, did not alleviate the issues .
Clifford Eccles discussed the Capitol Motel project and the
potential opening of State Street to Wilson Avenue. He said Wilson was
very narrow (cars parked along both sides) and the project would affect
the housing/residents (behind Edison and Wilson) along the street. He
said he had recently spoken with the Environmental Protection Agency
(EPA) because the Eccles family had owned the property for decades and
knew exactly what took place in the garage (on-site) . He expressed
concern regarding potential environmental issues related to the
property. He said additional funding should not be budgeted when it was
unknown how the funding would be spent.
Director Kitchen moved and Director Johnston seconded to continue
the public hearing to June 5 , 2018, which motion carried, all directors
present voted aye.
C. ADJOURNMENT
The meeting adjourned at 7 : 30 p .m.
