S:57:2.r, PM City Council Policy Manual Update The City Council has previously reviewed the Travel Policy changes noted in the redline version attached. If there are no objections,the policy amendment will move forward to the next Council Formal Meeting for adoption. ➢ Does the Council have objections or concerns to placing this on the next Formal Meeting? Ms. Gust-Jenson explained in order to be consistent the policy amendment for travel was being amended to reflect the current practice of attending the National League of Cities, Downtown Alliance-Urban Exploration,American Planning Association(APA), and Rail-Volution conferences/conventions. She said this would reduce the number of special requests and also allow each Councilmember more discretion to choose which conferences/convections (among those listed)they attend based on the needs in their district. Councilmember Adams asked for clarification of ineligibility to attend conferences/conventions if ones district was up for re-election. Ms. Gust-Jensen said she would come back to the Council with that information. There were no objections from the Council to place the Policy Manual update on the next formal meeting for adoption. Current Language: A.38 COUNCIL OFFICE TRAVEL (11ioi) a. Any or all Council Members may travel to conferences and conventions related to City business. b. The Council currently budgets for a standard amount for travel. Pre-authorized conventions are: 1. National League of Cities; Washington, D.C. 2. National League of Cities; location rotates (Salt Lake City in 2002) 3. Utah League of Cities and Towns, Mid-Year Convention; St. George c. Members may decide to attend other conferences and conventions related to City business. d. When a Council Member expresses interest in traveling to a conference, convention or seminar, beyond the pre-authorized opportunities, Council staff will prepare a notice for the announcements. If the Council Members present during review of the announcement concur with the proposed travel, Council staff will finalize travel plans. If the Council Members are opposed to the proposed travel, the trip is not scheduled. e. Since the Council is committed to a well-trained professional staff, the Council budgeted for one conference approximately every other year per professional staff person within existing budgetary constraints, as work schedules allow and with approval of the Executive Director. Members may decide to attend other conferences and conventions related to City business. d.
