05/23/2017 - Work Session - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 23, 2017 The City Council met in Work Session on Tuesday, May 23, 2017, at 1 : 09 p.m. in Room 326, Committee Room, City County Building, 451 South State Street. In Attendance: Council Members Andrew Johnston, Derek Kitchen, James Rogers, Erin Mendenhall, Charlie Luke and Lisa Adams . Absent: Councilmember Stan Penfold. The meeting was called to order at 1 : 09 p.m. AGENDA ITEMS #1 . 1:09:35PM BRIEFING REGARDING THE PROPOSED COMMUNITY AND NEIGHBORHOODS DEPARTMENT BUDGET FOR FISCAL YEAR (FY) 2017-18 . Discussion was held regarding potential conflicts of interest with the Homeless Services Coordinator new hire, addressing public feedback regarding the impact of Homeless 17 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 23, 2017 Resource Centers to surrounding neighborhoods, future/additional funding needed for homeless services, net zero development requirement of City buildings, metric for success of Operation Diversion, lack of jail space, Civic Engagement, 200 South crosswalk, Transportation Division Director position, Homeless Services budget department transfer from Public Services to Community and Neighborhoods, adding a shower component to portable restrooms, Clean Team program funding, receipt of Council requested information being received in a timely manner, utilization of motel vouchers, Road Home (Midvale Shelter) funding increase, funding resources for detox beds, unused funding for ID cards, implementation of Building Services Audit recommendations, additional Engineering positions, and House 20 Program. Council Members requested the following items from Staff: • Work with Information Management Services (IMS) to utilize Geographic Information Systems (GIS) data to track/monitor areas for early indications of life changing affects in order to support communities before reaching duress . • Provide additional specificity of performance measures . • Pursue Clean Team program funding with the Downtown Alliance. • Provide information regarding winter utilization of motel vouchers, how the program runs, and the metric for success . • Provide information on how increased funding would be utilized for the Road Home (Midvale Shelter) . • Provide cause for decreased funding of detox beds . • Provide list of potential groups interested in utilizing funding to assist homeless individuals with ID cards . • Provide update on recommendations being/not being implemented from the Building Services Audit. #2 . 2:18:06PM BRIEFING REGARDING THE PROPOSED PUBLIC SERVICES DEPARTMENT BUDGET FOR FY 2017-18 . View Attachments Alison Rowland, Lisa Shaffer, Dawn Crandall, Mary Beth Thompson, and David Litvack briefed the Council with attachments . Discussion was held regarding pothole repairs, budget neutral transition of employees from part-time to full-time, Rose Park Golf Course management upon transfer into the General Fund, self- sustainment of the Regional Athletic Complex, homeless camp clean- up funding sources, funding for street repairs, funding for tree planting, timeline for completion of the Urban Forestry Survey, potential use of removed trees, proposed budget increase for youth 17 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 23, 2017 and family programs, metrics for success/timeline/funding for the integration of Sorensen Multicultural and Unity Centers, concern with sustaining weed abatement funding, and off-leash dog pilot program. Council Members agreed to have Staff provide a clear understanding/clarification of funding uses for clean-up of transient camps, before making a decision to allocate funding. Council Members requested the following items from Staff: • Provide information on how many full-time employees could be obtained from part-time employees . • Provide an update on the Urban Forestry Survey. • Provide an update on the potential use of removed trees . Councilmember Luke joined the meeting at 3 : 37 p.m. #3. 3:38:11 PM BRIEFING REGARDING THE PROPOSED POLICE DEPARTMENT BUDGET FOR FY 2017-18 . View Attachments Benjamin Luedtke, Mike Brown, and Tim Doubt briefed the Council with attachments . Discussion was held regarding distribution/recipients of bus tickets/tokens, potential expansion of Operation Diversion, Community Connection Center funding, metrics to determine/select training resources, recruitment/staffing status, neighborhood patrol/beat program status, budget shift in the Office of the Chief/Operations, grant funded positions, potential of a full time employee (with specialized training) to handle electronics/social media, pending female homeless resource center, crime prevention for communities where homeless resourse service centers would be located, potential accreditation of the crime lab, special victims division staffing, federal funding for the structural safety program, amending the DNA testing ordinance, cost of the Mayor' s security detail, and status of an anti-gang program team-up with the Salt Lake City School District. Council Members requested the following items from Staff: • Follow-up meeting to provide status of neighborhood patrol/beat program implantation/status . • Provide use of federal funding for the Structural Safety Program. • Provide cost information for the Mayor' s security detail . #4 . 4:22:06PM BRIEFING REGARDING THE PROPOSED NON-DEPARTMENTAL 17 - 3 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 23 , 2017 FUND BUDGET FOR FY 2017-18 , WHICH ACCOUNTS FOR TRANSFERS TO OTHER FUNDS, GRANTS AND OTHER SPECIAL REVENUE FUNDS THAT DO NOT BELONG TO PARTICULAR CITY DEPARTMENTS.View Attachments Russell Weeks, John Vuyk, Mary Beth Thompson, and Chris Jones briefed the Council with attachments . Discussion was held regarding inquiry of why Salt Lake City Arts Council and Regional Economic Development budgets were not under the Economic Development Department, ACE Fund (Signature Events Fund) increase, Utah Legislative Local Lobby increased funding, concern regarding non-representation of the Council with the State Legislature, Hive Pass metrics for success/inclusion of Front Runner/Green Bike Program, funding for potential liability claims, gang prevention funding, constituent tracking system funding, street car payment to Utah Transit Authority (UTA) , Jazz Festival reinitiating/funding, structural safety funding, Young Women' s Christian Association (YWCA) Family Justice Center Services (new item) funding, and Municipal Elections funding. Council Members requested the following items from Staff: • Provide metrics on events (number of requests/events/index) . • Provide detail explaining increase in Utah Legislative Local Lobby funding. • Have Administration provide information regarding reinitiating the Jazz Festival . • Provide detailed information regarding the YWCA Family Justice Center Services proposed funding. Provide information regarding the decrease in Municipal Election funding. #5 . BRIEFING REGARDING THE CITY' S CAPITAL IMPROVEMENT PROJECTS, WHICH INVOLVE THE CONSTRUCTION, PURCHASE OR RENOVATION OF BUILDINGS, PARKS, STREETS OR OTHER PHYSICAL STRUCTURES . Generally, projects have a useful life of five or more years and cost $50, 000 or more. View Attachments Item postponed. #6 . View Attachments Item postponed. #7 . 5:05:55 PM BRIEFING REGARDING AN ORDINANCE AMENDING THE FINAL 17 - 4 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 23 , 2017 BUDGET OF SALT LAKE CITY, INCLUDING THE EMPLOYMENT STAFFING DOCUMENT FOR FY 2016-17 . The budget amendment includes funding requests for: • Liberty Park concessions area improvements . • Homelessness services cost overruns . • Site planning for City employee daycare. • General obligation bond refinancing. • Among many other changes . Budget amendments happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. (Budget Amendment No. 6) View Attachments Sylvia Richards , Benjamin Luedtke, David Litvack, Mary Beth Thompson, and John Vuyk briefed the Council with attachments . Discussion was held regarding projected revenues in: licenses and permits, parking meters, fines and forfeitures in the Justice Court, re-scoping funds for an employee daycare, transparency and policy concerns on budgets and over-expenditures, green-waste landfill fees, significant fund balance levels, Wingpointe Golf course rent, proposed changes for Fire Station No. 3 impact fees, and crime lab lease payment. Mr. Litvack said he wanted to clarify the earlier lobbyist concerns . He said there was an over-expenditure of $5, 000 in the lobbyist account and the national lobbyist was also charged to the State account causing an overage as well . Councilmembers Luke, Adams, and Mendenhall voiced their concerns about transparency in budget amendment Items 4-8 . They encouraged the Administration to consider transparency and best- practice concerns when estimating project budget' s or instances of over-expenditures for the coming year. Ms . Thompson said she wanted the Council' s consideration of a revenue reserve (putting aside funds for instances of revenue shortfall) . Council Members requested the following items from Staff: • Information regarding the Administration' s plans for significant fund balance levels . • Additional numbers, thresholds, and information on a possible revenue reserve. 17 - 5 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 23, 2017 • Clarification on how funds are being used in the rent payments for Wingpointe Golf course and what obligations the City is under with the contract. #8 . Councilmember Kitchen moved and Councilmember Rogers seconded to enter into Closed Session to discuss strategy sessions to discuss collective bargaining pursuant to Utah Code §52-4- 205 (1) (b) . A roll call vote was taken. Council Members Mendenhall, Adams, Johnston, Kitchen, Luke, and Rogers voted aye . See File M 17-2 for Sworn Statements .
