TUESDAY, MAY 26, 2015
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, May 26, 2015 at 6 : 48 p.m. in Room 326, Committee Room, City
County Building, 451 South State .
The following Council Members were present:
James Rogers Charlie Luke Lisa Adams
Kyle LaMalfa Erin Mendenhall Luke Garrott
The following Councilmember was absent:
Stan Penfold
Cindy Gust-Jenson, Executive Council Director; David Everitt,
Mayor' s Chief of Staff; Margaret Plane, City Attorney; and Cindi
Mansell, City Recorder; were present.
Councilmember Garrott presided at and conducted the meeting.
OPENING CEREMONY

CONSENT AGENDA 6:4 9:2 4 PM
Councilmember Luke moved and Councilmember Mendenhall seconded to
approve the Consent Agenda.
6:49:49 PM Councilmember Rogers expressed his support for the
appointment.
6:50:01 PM Councilmember Garrott expressed concern that a national
search was not conducted for the position. He said although Chief Dale
had an excellent record in the department, he felt the City and Chief
Dale deserved a full vetting/national search. He said he thought the
process was superficial and not entirely appropriate for the
importance of the job. He said he felt promoting the next person in
line sets a dangerous precedence . He said he was concerned the City
might have a system which encouraged a certain type of absentee
behavior in directors which was not acceptable and would vote against
the process, not against the nominee.
Councilmember Garrott called for the question, which motion
carried, all members present voted aye, except Councilmember Garrott,
who voted nay.
