TUESDAY, MAY 27 , 2003
The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, May 27,
2003, at 5:30 p.m. in Room 326, Committee Room, City County Building, 451 South State.
The following Council Members were present:
Carlton Christensen Van Turner Eric Jergensen
Nancy Saxton Dave Buhler Jill Remington Love
Dale Lambert
Rocky Fluhart, Chief Administrative Officer; Cindy Gust-Jenson, Executive Council
Director; and Scott Crandall, Deputy City Recorder were present.
Councilmember Christensen presided at and conducted the meeting.
UNFINISHED BUSINESS
#1. RE: Approving the appointment of Nisa Sisneros to the Police Civilian Review
Board for a term extending through September 6, 2004.
ACTION: Councilmember Lambert moved and Councilmember Turner seconded to approve the
appointment, which motion carried, all members voted aye, except Council Members Buhler
and Jergensen who voted nay.
DISCUSSION: Councilmember Buhler said Ms. Sisneros worked for the Legal Defenders
Office. He said during her interview, Ms. Sisneros said approximately half of the
people who sought legal services from her office had been arrested by City police. He
said that was a concern and felt it was important for the board to be impartial.
Councilmember Jergensen said he agreed with Councilmember Buhler. He said he spoke
with references listed in the application submitted by Ms. Sisneros. He said they
felt her position with the Legal Defenders Office created a valid concern which needed
to be addressed by the Council. He said even though Ms. Sisneros indicated she could
recuse herself, he was concerned about setting a precedent. Councilmember Lambert said
he felt rules governing legal conduct required Ms. Sisneros to recuse herself from
certain cases. He said the board needed people who could be objective and fair. He
said he felt the applicant' s background and experience would help her do that.
Councilmember Saxton said she was concerned about the number of attorneys on the board
and wanted to see more variety when the remaining appointments were made.

#2. RE: Approving the appointment of Scott McCoy to the Police Civilian Review
Board for a term extending through September 6, 2004.
ACTION: Councilmember Love moved and Councilmember Jergensen seconded to approve the
appointment, which motion carried, all members voted aye.

#3. RE: Adopting a resolution amending Resolution 31 of 2002 (changes to the
Small Business Revolving Loan Fund) and approving a grant to the Microenterprise Loan
Fund. View Attachment
ACTION: Councilmember Buhler moved and Councilmember Turner seconded to adopt
Resolution 21 of 2003, which motion carried, all members voted aye.
