05/03/2005 - Minutes (2) PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION TUESDAY, MAY 3 , 2005 The City Council of Salt Lake City, Utah, met in a Work Session on Tuesday, May 3, 2005, at 5 : 30 p.m. in Room 326, City Council Office, City County Building, 451 South State Street. Council Chair Lambert presided at and conducted the meeting. The meeting was called to order at 5 : 37 p.m. #1 . 5 : 37 : 42 PM RECEIVE A BRIEFING REGARDING THE LANDFILL. View Attachments Romney Stewart, Stewart Palmer, Rick Graham and Sylvia Jones briefed the Council with the attached handout. Councilmember Jergensen asked if current fees were sufficient. View Attachment John Naser and Jan Aramaki briefed the Council with the attached handout. Councilmember Buhler said departments should not be given more responsibilities without receiving more funding. He asked if Public Services was prepared to absorb the projected $3, 000 for maintenance . Mr. Naser said existing Liberty Park staff would take care of maintenance. He said other small costs were for watering the landscape and power to run the watering system. Councilmember Buhler asked that Public Services come back to Council if bids for the project were higher than estimated. Mr. Naser said if the cost was inflated they would bring the project back to Council . Councilmember Saxton requested that the $3, 000 be brought forth in the next budget. #3 . 6 : 11 : 08 PM RECEIVE A BRIEFING REGARDING THE PROPERTY CONVEYANCE ON THE GILMOR PROPERTY. View Attachments Russ Pack, Janice Jardine and Lehua Weaver briefed the Council with the attached handout. Councilmember Saxton asked about the wet lands and a conservation easement . Mr. Pack said the conservation easement was to the South and shown as red on the handout. He said the property was owned by the City. He said the property to the North owned by the Gilmore family was anticipated to be kept as open space and airport zoned. #4 . 6 : 14 : 10 PM RECEIVE A FOLLOW-UP BRIEFING REGARDING THE PROPOSED AMENDMENT TO INCREASE MAXIMUM RATES TAXI DRIVERS MAY CHARGE RIDERS . (ITEM C-1)View Attachments Russell Weeks briefed the Council with the attached handout . He reviewed proposed motions . Councilmember Lambert asked if the rate structure needed to be changed. Mr. Weeks said the Council as a legislative body could change rates when needed. #5 . 6 :21 : 50 PM RECEIVE A BRIEFING REGARDING THE MAYOR' S RECOMMENDED BUDGET FOR THE PUBLIC UTILITIES DEPARTMENT FOR FISCAL YEAR 2005-2006 . View Attachments LeRoy Hooton, Jim Lewis, Stephanie Duer and Lehua Weaver briefed the Council with the attached handout. Ms . Weaver referred to an error in the handout, changing the Total Revenue and Other Sources and the Total Operating Expenses and Capital Outlay for the water fund to 05 - 2 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION TUESDAY, MAY 3 , 2005 $63, 017, 903 . Councilmember Christensen suggested looking at radio reading for meters . Mr. Lewis said meters could be read for $7 .20 per year and the cost for radio meters implementation was $140 . He said this was more than a 12 year payback. He said radio meters were effective for hard to read meters in the winter months . He said the program was implemented in areas above llth Avenue, Wasatch Drive and Highland Drive . Mr. Hooton said as time went on water and sewer systems would need to be replaced. He said some systems were designed for farm land and now modern day fire flow needs were the issue . Councilmember Turner asked what year water would be tapped out. Ms . Duer said 2050 was the year or rule that conservation and the water re-use programs used. Councilmember Lambert asked what the forecast was for water supplies in reservoirs that Salt Lake City water was drawn from. Mr. Hooton said based on supply in the Provo River, Utah Lake, Jordan River drainage, the snow pack was well above normal . He said Jordanelle and Deer Creek were expected to be filled this year so the water supply would be adequate . Councilmember Love asked how often sewer lines were maintained. Mr. Hooton said the issue was currently under review. He said he had new recommendation regarding the current maintenance program. He said they were reviewing the current no-fault program to see if funding was high enough for cleanup. He said health issues were involved and a panel was studying sewer backups . #6 . CONSIDER A MOTION TO ENTER INTO EXECUTIVE SESSION, IN KEEPING WITH UTAH CODE TO DISCUSS LABOR NEGOTIATIONS, PURSUANT TO UTAH CODE ANN. §§ 52-4-4 , 52-4-5 (1) (a) (ii) . This item was not held #7 . 8:03:36 PM RECEIVE A BRIEFING REGARDING COUNCILMEMBER JERGENSEN AND COUNCILMEMBER LOVE' S LEGISLATIVE ACTION TO CREATE A HUMAN RIGHTS COMMISSION. View Attachments Council Members Jergensen and Love briefed the Council with the attached handouts . Councilmember Love recommended hiring outside counsel for not more than $1, 000 to draft an ordinance . Councilmember Buhler suggested defining the word "discrimination" . He suggested that of the nine member board no more than two members be from any one Council District. The majority of Council Members were in favor of moving the issue forward including allocating $1, 000 . Councilmember Jergensen asked Ms . Gust-Jenson to review legislative actions regarding the Council preparing ordinances for legislative action. #8 . 8:03:41 PM REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING REVIEW OF COUNCIL INFORMATION ITEMS AND ANNOUNCEMENTS . Councilmember Lambert said there would be more information coming regarding the budget. Councilmember Jergensen said discussing policy priorities early would be helpful .
